The thread title caught my eye since I have an FF/Ice that just hit 37.
I...really don't understand what your goal is with this build.
Most of your slotting decisions seem to be dedicated to amassing global recharge, but FF benefits less from recharge than any other defender primary. And in order to obtain it you've slotted practically all of the powers that would actually benefit from that much recharge (Repulsion Bomb, BIB, Ice Storm, and Dark Consumption really leap out)...rather peculiarly, which really makes me wonder why you bothered in the first place.
Repulsion Bomb only has a 40% chance to stun minions. It's primarily an area KD/damage power. If you can work in some stun slotting it's a nice bonus, but slotting primarily for stun is pretty sketchy.
BIB is your ST heavy hitter, and as a forcefielder you have even less reason than most to slot it for tohit debuff. If you're worried about personal survivability, FF/ice has (much cheaper) slotting options to softcap your positional defense.
Ice Storm, I can at least see some value in slotting for slow as a soft control. On the other hand, you're a FF defender with Maneuvers. You should pretty much be able to softcap a team by existing. Is the added soft control worth it? It could be in specific circumstances, but you didn't specify any, and for the general case I kind of doubt it.
Dark Consumption is horrible for defenders (it's pretty blah for scrappers, tanks, and brutes too, come to that), but I'm guessing you only took it as an Armageddon mule anyway since the damage is minor and it's on a 6-minute timer. I guess it'll at least be up as often as Blizzard?
You appear to have enough recharge to perma Vengeance, of course, but if as a FF you even have the opportunity to use it as often as it's available at base recharge, I would posit something has gone horribly awry.
You've only slotted two ST blasts and Blizzard for damage (Force Bolt does not count), so I have to assume you're aiming for team support rather than solo capability. I'm not going to poke that beehive. But in that case it's really, really odd that you've only got one slot of actual defense enhancement in Deflection Shield, and you don't have Insulation at all.
The mids link is dead, but the build has many problems at first glance.
What's all the recharge for?
Some of your best attacks aren't slotted fully for damage (BIB, Repulsion Bomb, Ice Storm--which has blaster level damage).
Without Insulation Bubble, you're skipping one of the most useful defense powers.
Damage slotting in Force Bolt is pretty pointless. In most cases, Freeze Ray is better mitigation (think Sorcerers' Hurricanes, or other enemy de/buffers) than Force Bolt.
You don't need that much -kb, unless you're planning on PvPing. Especially since your defense will prevent some kb attacks.
PFF needs no additional enhancement unless you're muling IOs.
Use your purples on a build that will benefit more.

was going for dmg n recharge (for the ice). but yeah, I don't know what i'm doing. I don't mind admitting it. It is my first you know.
I figured go for recharge on the ice and dmg since slotting for defense doesn't seem like a reasonable thing.

That's some crucial information that you should have given us to begin with.
Other crucial info: Do you know what powersets your teammates will have?
This is the kind of stuff we need to know if you want us to help you.
You can't just walk into a diner and shout out "car!" without people giving you strange looks. You need context so we know what's going on.
Ice Storm does Blaster level damage, so get some damage enhancements in there. Its going to be a star performing damage power on an all Defender team, and the main benefactor of any +Recharge you build up on a FF/Ice.
Same with Repulsion Bomb - slot that for damage rather than stun.
Bitter Ice Blast is your heaviest damage ST attack - replace what youve got in there with 5 pieces of Decimation to get a good damage slotting and keep the 6.25% recharge bonus.
If you're always going to be running with a couple of Kineticists who'll keep your damage capped ignore this advice.
And replace Manouvers with Insulation Shield. If you ever plan to fight Malta or Carnies, your team will love you for the 86% End Drain resistance, to say nothing of the Ranged and AoE defence that keep Ringnmistress Psi attacks and Titan burn patches off you. You can still slot your LotG +Recharge in there.
But you really should move the slots from PFF to your ally shields and Dispersion Bubble. Give each of them the equivalent of 3 Defence SOs, and you'll really notice the difference.
Other crucial info: Do you know what powersets your teammates will have?

In light of this, you have damage mitigation in triplicate! Max out that damage. First, I wouldn't take PFF on a team build if I have a Sonic teammate and another FF teammate. As usual, I suggest a team build and a solo build available at level 10. I highly recommend Assault over Manuvers. Your team is swimming in defense and debuffage. I suggest you take insulation shield even if it only supports the other FF defender.
