That's what I always believed - it seemed pretty hard to have a timer tied to procs for each power, as opposed to a global timer or a timer per use.

I now have my lovely (well, not really) DB/DA Brute - Khaldun Sotekh the undead Egyptian bounty hunter from Heck
Scrapper version pending, once I move some characters around. -
I'd say keep the Passives - with my planned build I have over 30% res to Fire, Cold and Neg damage (only 20 to Energy though). It's a matter of play style, though, Aid Self may very well help you more than the passives so if you want, try it out on Test.
The rest of Shinro's post I agree with and as I also have very limited experience with Ma, I won't comment.
If you do take the passives, that 3rd res slot doesn't do much - I'd stick in an Impervium: psi resist, Aegis: psi & mez reist and/or Steadfast: res & 3% def. -
Aside from Travel powers and a few others power choices, they look pretty similar. Your slotting looks good, but I'd make a few changes:
- Change the immobs for damage
- Change the end reds in Wormhole and Grav Distort to another Rech Red
- Move some slots around to get an extra one in both Hasten and Dispersion Bubble - from your two travels, perhaps
- You may as well 6 slot Crush - an End Red from Conserve Power should do it. -

Even with the 3 slotted Stamina, the auras switched off and without runnng CJ or Acro, just the 3 shields I run out of end very quickly. All DB attacks bar Feint are slotted with end reducers. Still, it'll be fun and "unkillable"

DB works really well with Fire, Electric and Dark armours, all tested on Brutes. Fire was the best survivor, Elec was the best attacker and Dark was... a massive end drain
I'm still rolling a DB/Dark myself though, just going to leave the 3 auras until the 40s.

The crit multiplier on Heroes (as in, AV equivalent) seems a little steep - 10% of their total health, before res debuffs and outside damage buffs? Heck no. -

For farming I'd say Psi. Mes resistance/protection has got to help and it's not like he needs much more damage. -
So it isn't just me having problems with these... how to put it... "people"/

I was on Heroes from 11am until 1pm, then switched to Villains. I had no idea I didn't have accept enemy messages enabled.

They seem OK in the Arena. I think it was around level 32 when V6 had their little PvP session.

It was good fun and both the Khelds proved to be difficult in their own respect. -
Well, they already stated they aren't changing anything other than the cast times, as these were not part of their original calculations so shouldn't make too much difference.
I also realise, after a little thought and a little sleep, that a cast time does affect DPS on a single power, due to the recharge timer not starting until the animation finishes.
So, with these changes, all (or the melee ones, at least. I didn't see mention of ranged sets) weapon sets will have incrased DPS due to lower cast times.
Sleep is good, really good -
Just remember that it's not a single target attack and the damage will seem a lot better.

The DPS won't change if cast times are changed and recharge times kept the same.

Stick with it. I got mine to 38 on Wednesday - teaming with my regular Ice/Energy Tanker and Energy/Energy Blaster we annihilated mobs of Paragon Protectors in the end of Gordon Stacy's arc. Small teams are your friends - enough targets so your AoEs are useful but not too many allies to give SB to

For PvP I'd go with Sonic. Although I personally prefer Rad, Sonic is better.
