There are a numbers of reasons why willpower in the top 2 for high lvl pvp:
1 Sadily defense sets mean [censored] all in high pvp now due to insane tohits from heroes and the number of accuracy bonuses from IOs. Even my SR with elude popped is a large target. Therefore a heavy RES set much as wp is more useful
2 30% MaxHP already puts you at 1321 HP which is easily raised to 1524 with accolades, giving you more HP than a brute. And i know some who have capped HP at 1606.
3 Uninterruptable self heal every 25-30secs
4 Protection from confuse, fear and repel unlike most sets
5 A fast recharging tier 9 upping the status proc and res to all damage. Small crash
6 Perception built in
I could think of more but theres the evidence. If you dont believe me thats its one of the top two in high lvl pvp then roll one and see for yourself -
Someone wanting to or is learning pvp enters zone, sees noone on whoall, leaves. Rinse and repeat for maximum uber CoX pvp

[/ QUOTE ]Def > Res for tanks too. And scrappers. And everything. Def is much easier to cap. Capped def is the same as capped res for most PvE play. Def also dodges debuffs and mez. So psi doesn't fill the debuff hole. I found that with psi as opposed to stone, I was squishier, even without using EE on stone. Both in combination with tough+weave.

Well 67% res is 8% away from capped for me and hell its less powers picks than if i was going for max def. Bare in mind I only really face one type of enemy on that toon, the extra squishness for me is not an issue because I can survive easily, the only hole that needed filling was mez protection -

Sure perma EE is alot easier to achieve than IW but im a fan of my 67% res over luckOh and agree with under control of course
When leveling you dont want to wait 6 more lvls for your aoe

Ice is fine in PvP, in fact it's arguably the best Primary.
Not for the defense, but for Hibernate, Hoarfrost and the slow/recharge resistance.
Fire is the other PvP primary that's fairly common, for the Resists, Firey Embrace and Healing Flames.
For a PvP secondary, you want something that can deal fairly high single-target damage in a short space of time, and ideally something that can mez (to detoggle squishies). This is either Energy Melee (Build Up + Energy Transfer/Bonesmasher/Total Focus), Stone (Build Up, the 3 Mallets and Seismic Smash) or Super Strength (Rage and Haymaker/KO Blow). ET and Stone have Stuns, SS only has a weak hold, but lots of +ToHit and KO Blow is available at level 30 for Sirens Call.
Fire Melee doesn't have mez, gets its big attacks late, and its damage comes in "ticks" over time rather than all at once in a "spike". This makes it a poor choice for PvP despite the generally unresisted damage type.
If you want something that is reasonably good in both PvP and PvE, I'd pick SuperStrength or Stone Melee. And make sure that you take the AoE of the set ("Foot Stomp" or "Tremor") for PvE tanking.

Yeah alot easier and cheaper to build a farm toon and farm CoH side than CoV.

SM/WP is all the rage at the moment US and EU side matey. Give it a try it works well together and makes it very hard to die due to 2 crowd controls in the form of Fault and Tremor which chained keep mobs on their backs whilst you are packing 1020% regen
Oh and Did I mention Stamina + quick recovery SOLVES SM's end hogging -
So far on my lvl 30 SM/WP brute I have never thought i needed aid self as i solo ruthless (giving me 4-5mobs worth of regen) and team in big teams where my regen reaches 1020% easily.
Tough on the other hand I will grab to raise my S/L resists to 50+% outside of SoW -

Inherent is 25% dmg, 10% tohit buff with pets in range
Assualt and tactics make this 36.3% dmg, 22% tohit buff with tactics 3 slotted -
