Would this EM/regen still work?
Yes, it'll still work, though it'll be even better if you put set IOs in there instead of Common ones.
For a Stalker, the +Stealth Movement IO (PvP) and the +Perception ToHit one (PvP/PvE) are probably the most important. After that, traditional wisdom is to build for as much +Accuracy and +Recharge as possible.
Personally I rank +Damage quite highly on a Stalker. My own EM/Regen has +25% Damage at "Sirens Call" level from a combination of Assault and Set bonuses. He gets +Perception from Tactics and a little +ToHit (which stacks with a Kismet unique in Combat Jumping). I find it isn't worth going for +MaxHP if you can get enough recharge to make Dull Pain "Perma", since the Stalker HP Cap is so low... but +Regen can be useful.
And I'll always opt for SuperJump over SuperSpeed...
Don't sets work only on a certain level? That is, if I equip my stalker with lvl 50 sets, then sure, I'll get the biggest bonuses, but they'd only work in RV as far as PvP is concerned (in this case, I guess PvE is of lesser importance, but it'd still be nice to be able to kill a mob now and then).
On the other hand, if I get the lower lvl sets (lvl 30, for example), then the set bonuses will work in most PvP zones, but I won't get nearly as high power bonuses...
Of course I could try and go for a middle ground: get lvl 30 sets for powers <30, lvl 40 sets for powers <40, and lvl 50s for powers <50. But that still feels sub optimal.
Anyway, please correct me if I'm wrong. Or suggest some sets.

Currently all enhancements are lvl 25-30, which is off... they should be like I wrote before 30s for powers <30, 40s for powers <40 and 50s for powers <50 and 50s for common IOs.
Tho I fear the price tag on this build...
Unless you're using Purple "Ultra Rare" sets, the bonuses will only work at -3 to the enhancement's level. I've got level 33ish IOs for Sirens... apart from Uniques, the rest are all 40 or 50 (depending on the type).

What about the build as a whole? 'S it any good after the modifications?
You're missing a lot of opportunities to slot LOTG +Recharge IOs, and there are a few attacks that are underslotted for Damage, and IMO TP Foe is waaaaay overslotted.... but other than that, it's fine!
I dug out a slightly older build for my Em/Regen. The power choices are different to the ones in your build, but it's mainly designed to function <30 as a Sirens' Call PvP build, and >30 as a PvE/PvP Hybrid... so you might be able to take some slotting ideas from it. At the time I was flicking between the idea of either Assault/Tactics or TPFoe/TPSelf for Sirens, and would have stuck a 4th slot into Build Up with a +Perception IO if I went the TP route. I rarely use Placate in PvP due to the Mez stacking bug, which is why it's at 35.

I know there are still Luck Of The Gamblers +rech in there, but that's only because I was too lazy to replace them all with something else. All in all, I'd leave 1 (if I can afford it), for now, in Hide. The one in Invisibility I'd replace with a common recharge IO.
Alas, Build Up could really use some more loving I think, but I just don't know where I could get the extra slots from at this point...

I need to sit one day and really carefully check the available set buffs... I had no idea there were so many with specific bonuses. Most I ever found were the ones with "chance of x damage".
BTW, isn't that Mako +dmg enhancement in AS more of a luck thing? Mids says it's just 71,8 extra Lethal damage... But I guess this calculation is based on a 'non-hidden' attack, and I don't know how it calculates for a proper hidden attack.
The Mako Proc is more for Sirens PvP.
It circumvents the one-shot code... so AS can get a toon from full to 1HP, and the Proc will kill them.
The reason I have four Makos plus the Proc in my original build is that eventually I intend to replace the Mako Proc with the Purple Hecatomb one (which triggers more often- 33% instead of 20% of the time)...
One more question:
Does it matter what lvl the +recharge Luck of the Gambler enhancement is? Or does it have to be max 33 for powers below lvl 30?
It's already damn expensive and rare... and having to have to look for one from a specific level range makes it even worse.

I was thinking of going 3x acc/dam HO and 3x damage proc in my DM stalker's AS
With hecatomb, mako's and touch of death I should have a damage proc with nearly every AS

Well, I suppose you could say "Unlimited Inf", but it's basically whatever you can get by farming mobs.
I'm quite poor on Villains actually. Mostly due to the lack of a good arcane salvage farming map on Villains, although I generally don't play on redside as much so I don't have a steady cashflow there. My Stalker only has about 100 mill worth of stuff on him, and my other villains are still mostly on Common IOs or even SOs.
Heroside I can't complain about inf, if I'm in the mood I can make over 40 million a day fairly easily. My INV/SS tanker has probably got the most pricey build out of my four fully-IO'ed level 50 heroes... Due to the big rise in LOTG +Recharge and Impervium Armor set prices, along with Membrane and Ribo HOs, it'd probably currently cost somewhere in the region of 600-700 million influence.
And I'm not one of the "richest" ones on the server by any stretch of the imagination...
I only farm inf when I actually want to buy something, not simply to pass the time. I always keep about 100 million inf on one of my heroes to pay for "impulse purchases", but beyond that I don't really farm inf regularly.
I'm currently down to about 55 million on that Heroside Balance after tweaking my INV/SS's build a bit (to squeeze out some more +recovery for the rage nerf), and I expect to make most of it back tonight. If that'd been a villain, I'd be farming the Television Nemesis Army map and it'd take me at least twice as long.
Yeah alot easier and cheaper to build a farm toon and farm CoH side than CoV.

I don't have any farming toons sadly, so all I can do is do the RWZ repeatable missions (I do them rather fast).

The build still works for pvp. Of course it was pre inventions, so it can be improved a lot these days, but I'd still get the same powers but, prolly, mako's epics since toggle drop nerf in water sprout... but thing is, what's the point of playing a stalker in PvP after stealth IOs? Hardly a challenge atm

Looks nice... and it should even work (at least to some extent) in PvE.
There's just one thing I don't like about it, and it's the lack of a 'vertical' travel power. Yes, there are plenty of temp flying powers (including the one you can purchase), and Hasten is great, and later there's TP...
But I still hate it. As such, I need to ask: would this thing still work if deprived of Hasten and SS?
