Ergh. So, the succinct answer is, make both; you're likely to end up teaming with other people with Reactive as it's excellent against not-so-hard targets. In general I find myself using Reactive in solo play (I usually don't fight AVs solo) and Degenerative or Diamagnetic while teaming.
Reactive is incredibly common, so you're very unlikely to find a team it's relevant for where they can't keep up the max 4 stacks of it.
The better answer is, of course, "for whom versus what?"
Cimerorans are still the best dps pets on Live. I don't know which are on Test. -

There's been some discussion of a charity-event protest in Seattle. We'd need to hook up with a local charity organization for some kind of drive or -thon or clean-up. Ideally we could also connect with the Rain City Superheroes for this.
Fundraising for a kit (tshirts, necessary supplies, cards for media, food for volunteers) likely won't be a problem. We need people in the area willing to coordinate this, though. -

Pull together, guys. NCSoft is done with this game, but we're not done with them. That's the whole point of this campaign. We know they aren't going to miraculously reverse their decision; what we want is for them to sell the game to someone else who can take better care of it.
And yeah, it's going to be a long, uncertain road. But this isn't some doey-eyed ex-girlfriend we're courting here. We need to show them it's worth their while to sell, financially if possible, but certainly both as a public relations move and to keep us as potential customers. And we need to show other companies it's worthwhile to buy, by being the loudest, most loyal fanbase in the web-o-sphere. -

I have affection for the troll, and I'd rather be weighted accordingly than not. I don't know what exactly got her banned, but nothing I've seen from her was worse than garden-variety awkward.

One note further: Including static image links to eg Leandro's rally pic or Paragon pic will make the email that much more powerful, but at an even higher risk of getting filtered. So flip a coin and go with it. -

Incidentally, a power-replacer-only gear slot has been one of the most common player requests since, oh, the second live week of the game at the latest.

For the record, UberGuy, I changed my rebuttal to you to a link to one of my suggestions before reading the game was getting cancelled. If I had read the notice first, I just would've kept fighting.

Hearing that CoH might be wound down or was suffering some layoffs wouldn't have been surprising. Hearing that the entire studio was canned while the publisher was still advertising the next content patch on their website was pretty darn surprising, Mr. June of 2012.

Thus we find the physicalist explanation the most parsimonious (another name for Occam's Razor is 'lex parsimoniae') in terms of new propositions to be examined -- and thus the most likely to be demonstrably true.
So next time someone cites Occam's Razor as favorable towards some ridiculous but easily-summarized hogwash, elucidate them! Together we can eradicate this misconception entirely. -
You heard it here first, folks. Arcana's game has Staff Fighting Skill and also Stick Fighting Skill!
Edit : On that note, I once conceived of a skill system that begins with a couple of very broad skills and branched down in order to continue progress. For instance, you could develop your Melee skill, and at some point would hit diminishing returns that made it more profitable to develop your Bladed Weapons skill, then your Long Blades skill, then your Scimitars skill, then your skill level with the particular weapon you were wielding. Of course I also wanted skill to increase by use, and also for players to be able to direct their character to train skills while the player was doing other tasks or offline... heh. -
