Uses Spiritual Alpha in order to get more uptime on Energize but can easily swap to Cardiac to push s/l resist to 85%. Only hole is toxic, which can be fixed by dropping Phys Perf and taking Power Surge. On top of that, being able to softcap m/r is far better than softcapping just s/l or even s/l/e. Even without lucks to actually hit 45% you still get 43% with SK and 43% works just fine, in my experience.

If you have a large budget. Elec/* would be the best choice.
It can be built to have 90% s/l/e resists and 32.5% defense to all 3 vectors. Pop a small luck to softcap your defense. Getting that 90% s/l resist is expensive, but you can drop that and still be able to get 82-85% resist with Cardiac or ~76% without it.
Pair it with /Ma and you can maintain over 42.5% defense to all 3 vectors.
Toss on Rebirth Radial to alternate with Energize for heals and you've got yourself an awesome tank.
I have an Elec/Ma tank that's going this route. Level 47 and she's running with ~30% defense with SK up and she laughs at most things already. -

I have looked around, I have noticed a lot of tank builds without travel powers. Honestly that is fine, okay but I could really use some help I have no idea what to do at this point. I want a really solid build this time around.
Moving on, as Fin said, toss something together and post it and we can take a look at what could be done better/differently depending on what you want to do with the build.
Some points for anything Ice/*:
- softcapping s/l/e/n defense without the use of Energy Absorption - or potentially with just 1 target of EA. This is pretty easy to do.
- global recharge... getting enough to perma Hoarfrost is nice. Going past perma is better if you like to use it for your heal.
- hit points. you want enough so that Hoarfrost will hard cap your HP when you use it.
- regen. I always shoot for at least 1% hp/sec (roughly 240% regen in Mids)
Those four points are just for building with IOs and set bonuses. Your actual power picks can also increase your effectiveness. Crossing over to Red-side and picking up Soul Mastery for your epic pool can do 2 major things for Ice/*. 1) Gloom is an awesome ST attack and is great for filling out chains in sets that need it. 2) Darkest Night, which you might think is just for the -tohit, but actually it is for the -dmg to stack with CE (DN+CE = 35% dmg debuff).
Those are really the main points of advice I can give. Again, just try putting something together and let us take a look -
I personally prefer Hover over CJ on a range defense build but you can still make it work.
Also, you're over the rule of 5 with the red fortune set in weave.
And don't sweat it if you don't get 45% while cloak is suppressed. My arch/dev runs with about 43% and rarely gets hit. -

That 2 minutes just happens to be the base recharge time of Hibernate. Therefore, reductions in Hibernate's recharge rate are worthless. Just pop a Heal IO in Hibernate's base slot and move on. -

in this case, health. try to get a good recharge rate going on siphon life, hibernate, and hoarfrost. to that end i dropped the spiritual line into the alpha slot.
also, if you're running perma Hoarfrost, you only need enough +hp bonuses and the accolades so that Hoarfrost hardcaps your hp.
since +resist is hard to build for and not really worth it, you 'can' go for -dmg powers to stack with CE. Darkest Night from Soul Mastery is great for this. then there's the Interface that grants -dmg as well as Void Judgment, who's radial side has a heavy -dmg debuff. -
perma dom is worth it. IMO, you could go for it in 2 ways:
1) Achieve just enough recharge to maintain permadom easily - I usually recommend 95% global (not including Hasten) for this. You can shoot for other bonuses this way if you want - like defense.
2) Pure recharge - cram as much recharge as you can into the build. This obviously gets you permadom but also has the added benefit of making your persistent mez powers more perma. Like Earthquake and Volcanic Gasses, for example. -
I'll play with my Mind/Psi dom that has permadom at level 25. Of course this is just a planned build for one of my alternate builds. Getting those low level IOs is a pain. Probably going to have to make another ticket farmer for level 25.
It's probably be pretty expensive but there aren't any PVP IOs. Pure recharge build for permadom and permaDP for -regen against AVs and more survival against mobs while soloing TFs

I'm thinking of rolling an Ice / DM tank. Looking through the guides and the first 4 or 5 pages of this forum, I didn't see any talk of this combo. Is this viable or is it a suspect type build? As Aett said, Ice is typed defense so when you go after IOs for set bonuses, you want the ones that give typed/positional def instead of positional/typed def.
It is pretty trivial to softcap. CJ or Hover, Tough and Weave are the only extra powers you need. CJ/Hover only need an LotG: rech, Tough gets 4 pieces of Reactive Armor and a 5th slot for a steadfast unique if you don't take Permafrost. Weave and Frozen/Glacial Armors just need ED capped def slotting (I went with LotG:rech, def/end, def/end/rech, and def in my setup). All of those things will put you up to at least 42% def to s/l/e/n. Then you just use attack sets like Kinetic Combat or Eradication to fill in that last 3%.
Also be sure to get a nice mix of rech/endmod/def into EA with a touch of endredux. -
Here's another alternative that focuses on positional defense instead of typed. It is what I'm running on my elec/ma tank, except with level 33 set IOs.

On my Earth/Time I slotted DF with 3 dmg procs and a rech IO. It has added some much needed AoE damage along with the impeded swiftness proc in Quicksand.
As an FYI, DF will take up to 5 dmg procs - 1 from slow sets and 4 from holds. -

Tweaked it to lower your end use a bit and to get more regen.
Oblits are horrible for damage auras, btw - and 6 slotting it for s/l defense when it primarily gives melee def is inefficient.

You'd be building hp from IO bonuses and I don't think it'd be too difficult to get around 2500-2700hp.

Should I shoot for the normal defense cap or the incarnate one? My SR/MA build is permahasten, has aid self, and has 60% to 65% defense range, aoe and melee, not counting the MA attack. And this character should really be SR if I am honest with myself about his theme.

You could also play with the build a bit and drop your defense down to around 50% and use SK to put you up to 60%, which is easy if you're including it in your attack chains. -
You start to see PermaDom at around 140% total global recharge (70% global + hasten). This is the absolute bare minimum and requires you to keep a vigilant eye over Domination and Hasten because if you miss clicking either one you'll lose permadom.
I typically recommend shooting for around 95% global recharge in order to give you some more leeway - so 165% total recharge.
125% global recharge is what is needed to be permadom without using Hasten.
For your build, you could cut back a bit if you wanted to. Also, put Fortunata's Hypnosis in Mass Hypnosis. Mesmerize doesn't need to be slotted for Sleep Duration so slot it like an attack. -
For SD, CK or CS would be your skippable attack depending on if you want a stun or a kb (they both do the same damage). Since you have AAO, you could potentially skip EC, too.
For SR, the same applies for CS/CK but you could also skip SK since tanker SR can softcap with minimal investment.
As for Aid Self, I'd recommend squeezing it in on either build. Only time I wouldn't recommend it is if you were /DM. Of course you could go without Aid Self and just use greens. -
It isn't just IOs. There's Weave and Maneuvers and, for squishies, epic shields.
5 Kinetic Combat sets = 18.75%
5 Reactive Armor sets = 6.25%
Steadfast 3%
Glad. Armor 3%
That's 31% right there. Maneuvers + Weave adds roughly 10% to that. The rest you would just have to be creative to achieve. -

At level 50, though, I think it would still be fun to play. Adding in another aoe or two helps complete the set, imo.
For ST damage I will say I've been soloing AVs on my tank with great success. -
I have to agree with New Dawn about Burnout. The only thing I could see is getting Hoarfrost back ASAP or a double EA at the start of a fight.
Double travel powers aren't really useful, unless this is a PvP build, though I'm assuming that is not the case.
If you want your Icer to be good for Trials and TFs you'll want to look at the following:
- softcapping S/L/E/N without using EA or, at the very least, with 1 target hit by EA
- get more HP. Your posted build, with all the passive +hp accolades, has enough to hardcarp HP with Hoarfrost, so that's good. More is always better so you don't have to rely on Hoarfrost for that.
- 240% regen, which is 1% hp/sec, at the least. More is better, but 1% is easy to get and is a good buffer to heal minor to moderate damage and while Hoarfrost is down.
- Recharge. Shoot for making Hoarfrost perma, but more is better. Getting EA up sooner to sap mobs/stack defense and your attacks up sooner is a plus.
- Slotting EA well. This requires a balance of rech/def/endmod and a dash of endredux. Reasons for def/rech are obvious but the endmod/endredux is for fighting single targets like AVs. EA costs 13end and gives you 15% (15end for 100 total end) per target. That's only 2end at base values. Boosting endmod while reducing endredux will increase you net endurance return.

And that's eactly what I thought about CS versus CK, I don't mind energy blasters and PBs KBing my targets but since I use CS so much I think it'll get kinda boring if I have to run after a mob everytime I use CK.
And yes many people are talking about the delay on EC's damage boost. Perhaps it's a bug? But thanks for the tip on using TK+SK right after.
Btw very nice build! I like how you got to 33.5% m/r (without accounting Storm Kick) - I may revise the builds for my Stone/ELA Broot and DB/ELA Scrap since I went for s/l on them, maybe I can get close on defense (and building for s/l is hella expensive).
40.3 hp/sec on my slotting with accos, without them it's 35.1, I have no idea how good this is lol.
Also had 33% for aoe defense at one point... but when I removed a couple powers like Power Surge from the build that went away. Of course, for a melee toon, I see melee/range defense as being enough for survival.
