Mind/Fire/Fire permadom Help!
You start to see PermaDom at around 140% total global recharge (70% global + hasten). This is the absolute bare minimum and requires you to keep a vigilant eye over Domination and Hasten because if you miss clicking either one you'll lose permadom.
I typically recommend shooting for around 95% global recharge in order to give you some more leeway - so 165% total recharge.
125% global recharge is what is needed to be permadom without using Hasten.
For your build, you could cut back a bit if you wanted to. Also, put Fortunata's Hypnosis in Mass Hypnosis. Mesmerize doesn't need to be slotted for Sleep Duration so slot it like an attack.

Some things other than what was mentioned about permadom recharge requirements;
Slot fortunatas in Mass Hyp, and Sandman in mesmerize, really the only time you should be using Mesmerize is to sleep AVs when your mass hypnosis misses (ie lrsf or similar multi av situations), so a sleep set works to save some money over using a decimation set. However, if you're concerned about unstoppable popping EBs in ITFs, feel free to slot with damage.
You want Incinerate so you can use an Incinerate>Blaze>Fire Blast Attack chain, or a Dominate/Confuse>Incinerate>Blaze attack chain, depending on if you need to mez your target or not.
Total Domination only needs 4 basilisk gazes.
Fiery Embrace only needs 2 rchg IOs.
Terrify is better slotted with targetted aoe sets (posi blasts or rags).
Apocs in blaze.
Achilles heel proc in melt armor.
Kismet proc in combat jumping.
posis in RoF.
Thats what I got just doing a quick look over, I didn't actually open mids, so you may want to look at your defense numbers, I usually consider ice mastery > fire mastery for Sleet (fabulous debuff, and significantly better than melt armor) and frozen armor which enables soft capping to S/L defense. If you stick with fire mastery you can probably drop either terrify or fire breath, you dont need that much aoe.
How are you getting fireball at level 35 isn't that an APP power? Wouldn't it need to be post level 41?

So guys, here is my dilemma. I love my mind/fire dom, but I simply am not rich enough to get her to perma domination with the fire epic, but I want it so badly! There's just so much...damage! I've tweaked and tweaked and tweaked but can't find anything else to do! I played with making her //ice, and even though I'm able to get her to a safe permadomination area without a 4th purple set, it just lacks that umph that I get from fireball and RoF!. Any help would be appreciated.
P.s. I am under the impression that with hasten, you need just over 110% recharge to get perma dom (that is what mids' is also telling me.) Am I wrong?
