I'd like to do something different. Instead of posting a build for review, I'd like to use this thread to discuss and create the ultimate character for exemplaring down. For starters, which AT should we use and why? What are the rules, for those that are unaware, and what should we build for?

Of course, we should break this up into two categories of expense. The first is standard IOs only, and the second will allow purples and PvP IOs, which continue to give bonuses at all levels.

I'd like to start by suggest a MA/SR tanker. That tanker can become softcapped earlier than any other build in the game and have decent damage. It should be pretty much invincible at 30 and below content. Not the fastest at running ouro arcs or low level TFs, but definitely one of the safest.

If anyone has other ideas for characters that would be good for this style of play, please add them. I'd like to find characters capable of both soloing low level TFs and running fast times in low level arcs, which I think should be the two criteria we judge on (ability to survive at a high level and defeat enemies at a high level).

I'll play with my Mind/Psi dom that has permadom at level 25. Of course this is just a planned build for one of my alternate builds. Getting those low level IOs is a pain. Probably going to have to make another ticket farmer for level 25.

It's probably be pretty expensive but there aren't any PVP IOs. Pure recharge build for permadom and permaDP for -regen against AVs and more survival against mobs while soloing TFs

I was going to suggest some sort of mind dom too since you can reach permadom at lvl 22 fairly easily.

This is a topic I've given a lot of thought since Issue 9 (when Inventions were introduced). As a rule, I've always made my builds exemplar-friendly down to about level 27 (level 30 IOs). Anything much lower than that was basically unworkable IMO, at least until Issue 21 introduced enhancement boosters.

Nowadays, if you're willing to pay for lots of boosters, you could probably make do with mostly level 20 IOs, though unfortunately you'll still be constrained by the minimum level of certain sets (things like Luck of the Gambler bottoming out at 25).

But all of that is sorta beside the point I wanted to touch on: if your main concern with exemplaring is fast solo ability in lower level content, then I think you should go for a character that blooms early offensively. Both mechanically and qualitatively, I find that the main annoyance I have with exemplaring my builds is the loss of my better attacks. For what it's worth, my two most expensive (and powerful) builds are a Mind/Fire/Fire Dominator and an INV/SS Tanker. Both of them are very good on paper down to a relatively low level; the Dominator maintains soft-capped ranged Defense and perma-Dom even at level 27, which is great if I happen to find myself in a lower-level team, but if I'm soloing the DEF and the control/status protection pale in comparison with losing Blaze, Fireball, and Rain of Fire.

The Tanker loses all of his AoE attacks below level 33, and (most annoying) Rage below level 23. I've gone to some length to make both characters powerful exemplars, but at the end of the day they're using (relatively) late-blooming power sets.

You can, in other words, always turn your difficulty down to solo most any low-level mission. One of your main assets as a higher-level exemplar is an expanded Inspiration tray, which you can use to supplement your defenses. What your inspiration tray can't do is give you back your attacks.

So with all of that rambling out of the way, I'd go in the opposite direction from what you propose: avoid characters who draw important attack powers from their secondary sets. An early-blooming Scrapper or Brute is probably your best bet, with the Brute earning bonus points below level 20 because AT damage scalars and opponent HP don't start to normalize until after SO level, and so Fury (which scales the same way at level 1 as it does at 50) is almost like cheating in the early going.

I build my exemping toons with a lot of lvl 25 and 27 IOs.

A lvl25 dual attribute enhancer is @ the threshold for being affected by exemplaring down to as low as lvl 21.

So, I decided to make the cut off for full IO set bonuses and full attribute enhancement @ lvl 24. So all the single and triple IOs end up lvl 27 if I want to keep the set bonuses.

Where I don't need set bonuses and I am using multi attribute IOs, I use lvl 43 triples and lvl 50 quads so that I can have full attribute enhancement all the way down to lvl 21.

Iirc, 4 lvl 50 IOs @ 24 works out to about 3 lvl 50 IOs worth of enhancement. So Haste etc get a 4 slot instead of three.

And then there are purples and PvP IOs.

I like NWs, myself. You can softcap by level 25 fairly easily, have your final attack chain going, decent AoE output with Spin and OKish team buffs ; I especially like TT:L as many people tend to not have enough tohit at low/mid levels, but giving everyone +24% def with ML + TT:M is nothing to sneeze that either.

The low HP and lack of heal isn't too detrimental at that level as enemies tend to not be as strong, and worse come to worse there's always respites.

There's two flaws I find with that build.

The first is that lacking AoE crowd control (be it mez effects or aggro tools), you can't prevent everyone from killing themselves all the time. I think that's a small price to pay for all the above benefits.

The second is the endurance consumption. No beating around the bush, if you play that character at top speed, the blue bar is going to suffer. Loading up on blues is in my opinion a valid option - defense is softcapped, mez protection covers everything, enemies don't have enough burst at low/mid levels to warrant oranges. The tricky part would be balancing blues with greens if the difficulty is raised high enough to force a need for some healing.

So I guess I'm saying a good NW exemplar build should probably focus on reducing endurance consumption, after all the "standard" goals (softcapped defense, perma-ML, FU-Lunge-Strike-Swipe attack chain, one AoE power, TT:A and TT:L in the build) are achieved.

I'd like to throw a vote out for Electric control, either on a dom or on a controller. The endurance drain inherent in all the powers means that you can lock down a mob permanently even when you are lacking the recharge to cycle through your control powers constantly.

I have an elec/time controller who is not build for exemplaring - purple sets notwithstanding, all her IOs are level 50 and don't work exemplared. Yet I was able to do both the new Signature arcs at level 20 and 30 at x8 with no problem. Well, small correction, I did the /first/ mission of the level 20 arc at x8, then switched down to x0. While I did not die, damage without pets is somewhat anemic, so keep that in mind. It's much better now that I've slotted damage procs in her AOE Immob, but still. Exemplared to level 27 and above, however, she is an absolute monster.

EDIT: For meelee, I would definitely say claws. An awesome AOE at level 6? Yes please. For secondaries, I would look at Willpower, which blooms early.

Alright, here is what I think should be the correct criteria:

1. Soft-capped Defenses (or equivalent protection) by 30
2. A least one, hopefully 2 strong AoEs by 26
3. Decent single target damage by 20

Extra credit for mez protection.

The winner is the one that can do all the above with the least amount of money. Yes, I can make a Claws/x build that can spam Spin every 3.7 seconds, but if it costs 5 purples sets and 5 PvP sets it probably is virtually unobtainable.


My personal belief is that the winner will be either a dom or brute, because both can be offensive powerhouses, but I'd be glad to be proved wrong.

Probably a claws/elec or claw/SR brute. Even at low levels you have decent resistance, very nice damage (spin and your lightning field) and a decent-ish single target chain (especially if you cycle in brawl)

Its was difficult for me to get decent defenses at low levels on my Claws/Elec. Its built for soft-capped defense at lvl 50, but you're not going to be easily there in the 20s.

You're not going to get equivalent either, IMO. I played both /SR and /Elec Brutes to 50, the old-fashioned. At 50, the /Elec is pancake-kicking, just stellar, and is my go-to Brute for most things. I stripped the /SR to fund the /Elec and he now sits on the shelf unused. But in the 20s that /SR outclassed the /Elec by a wide margin defensively. It wasn't even close.

Now, I could be a bit of a pansy - if I did invest and exemplar'd down, how good could I get my Claws/Elec? Not sure. I think the /SR would be better though.

I follow similar standards for all my builds, first I shoot for soft-capped defense, then perma-hasten (If the build has a power that would benefit greatly from it), then I try to fit it all in by 30. As for your criteria; I a build that met it, but wasn't a blaster or brute.

I'd been tinkering with a rad/mm blaster, but haven't decided whether i'll actually build the toon yet. It has soft-capped s/l defense and perma-hasten exempted down to lvl 30, Irradiate and Neutron Bomb before 26, and Neutrino Bolt, X-Ray Beam, Cosmic Burst seamless at 30 (a .32 sec gap when hasten is down at levels lower than 30). Also Drain Psyche has a downtime of less than 3 seconds at 30, which would be a boon to the build's defenses. Above 33 add in PSW and the build is a PBAE monster, with decent survivability from the defenses and DP. The downside is, it's fairly expensive. 4 purple sets, 4 lotgs, and a Glad Armor unique makes it a long-term project or requires a sugar-daddy toon.
