If you're main goal is to get perma DP you need more recharge. my mind/psi/psi dom has 190% global recharge with hasten and 97.5% rech in DP and it has a 31 second recharge. however, if you want to keep your defense numbers, i would suggest trying to squeeze in another 10% into your global recharge to make maintaining perma dom a little easier and enjoy.
in terms of the alpha slot, right now i've got a spirit common and a nerve common. i use the nerve when running SFs to make sure my controls (MH) hits. spirit was just to see how the recharge does but i think i'm might make a musculature for the damage. -
I've also been wanting to revise my dm/sr for high dps. I just made two builds. the first gets 48% def to melee/range while aoe is slightly under. the alternative slotting, which mainly differs in having purple sets, gets an additional 30% recharge, but defenses are 44%.
would the +~4% def or the +30% recharge be more beneficial?

you investments will be dependent on what you want to do with your character. if you want high recharge like the 190% (w/ hasten) my mind/psi has. it will be quite expensive. however, with alignment merits, you can essentially trade your influence for investments in time running tips and morality missions to get the alignment merits. most expensive IOs are 2 merits, the exception being pvp IOs. 2 alignment merits is essentially 4 days worth of work (can only do 5 tips per day) and they can also be purchased with reward merits - 50 merits+20mil inf = 1 alignment merit.
if you plan out a build you'd like to work towards and post it, i'm sure others would be happy to advise you on the easier routes to get what you need. -
power boost would be more helpful if you aren't planning on going perma-dom (like a +def build or something that doesn't revolve around +rech bonuses). if you are going for the higher recharge rates like i did, drain psyche all the way. my mesmerize, dominate, and confuse all recharge in around 2.5 seconds so i'd rather have the regen debuff to help my damage against AVs. I haven't gotten around to attempting to solo any yet, but i know i can keep them perma confused

I just started playing a few weeks ago after about a year hiatus. I respec'd and reoutfitted my mind/psi with the help of my friends. Granted the only non psi damage I have is in TK Thrust, but I still do decent damage both ST and AoE. My current build is sitting on 190% rech which I can push to 200% if I get an Armageddon and Hecatomb set. Considering I was at about 160% when I stopped playing, I'm quite happy how it turned out. Here's my current build. Some of the powers have alternate slotting with purples because those are what I actually have in them. I just replaced them with cheaper +rech sets. It loses a bit of +rech but is still perma if you'd like to go in that direction.

I just came back a couple weeks ago and revamped my mind/psi. He's got 190% recharge with hasten and I typically use him to sleep AVs in various TF/SFs. /Psi isn't as epic as it used to be. I've found myself not really using Psi Shockwave as much. AOE for me is Terrorize, Psi Scream, and Psi Tornado. Psi resistant enemies are a pain but you can take Lift and TK Thrust to offset this with some smashing damage.
Drain Psyche is all that and a bag of chips, imo. slot it for acc/heal/rech and you'll get crazy high regen and capped recovery off of 7-10 foes. All in all, I'd say that what mind/psi lacks in damage it makes up with the debuff in Drain Psyche and it's various control options on teams. -
I'd have to go with Cynical on this... Though Power Surge is awesome when it is up, and look awesome with color changes (did you know there's a face in there?) it can be skipped. My ss/elec has had its ups and downs, but now i've gotten to the point where it's all good. Mainly from building to get smash/lethal defense with IOs as well as a lot of regen. but just tough it out until you get power sink (i don't know how energize does while leveling - maybe that'll be just as good at that level)

i use time bomb on my blaster... it's not too bad on big farms if you're able to be stealthy and lay it before the team gets there... so you set it up and then start attacking the mob with your team, weakening the mob enough so that when time bomb goes off, it pretty much finishes off anything that's left.
that's really the only major used i've found for it... moreso a small nuke to finish a fight with than to begin one -
I know these are the sets i'm currently using, for the most part... my current build is somewhere on these forums, i'm sure, but this is what i'm planning my revamp to. eventually the def toggles will get slotted 3 LotG/2 GotA, Frost will get Ragnarok, and GiS will get Hecatomb. all that will push my +rech to 80%

IMO, on an ice/ice build, slot for defense til you hit about 40% or so. if you're taking tough/weave, then that and EA will make up for the rest. the rest of your slotting i'd recommend going into recharge, recovery, +hp, and regen (this should be at least 1.00%hp/sec). if you can squeeze in some +damage that's always a plus.
also, take ice patch while you're leveling up. makes things easier. but once you hit 50 and complete your build, you don't need it. the only thing that could pose a problem for you as a tank built in such a way is tanking LR on the STF. that's the only thing i have a problem with. I'm currently revising my build because Hibernate recharges 'too' quickly (stupid 90 sec no phase) so i'll post the revision when i'm done with it. -
2) Frozen Fists
I used this attack to hold some damage Procs, since it can take three. The fast recharge and low damage help in that case, since the Procs are not influenced by the base damage of the attack. Combined with some high-level set IOs, you can get some decent performance out of it.
Not saying that it's great, but you have to take it, so you might as well get some mileage out of it.
Actually, Frozen Fists can hold 4 damage procs... my ice/ice tanker is doing that (i have 3/4 currently). 2 from melee damage, one from taunt, and one from slow. however, even with 3, the damage is much better, especially when all 3 procs fire off together -
on my mind/psi dom i have my slotted with 1 ACC IO and 5 Doctored Wounds. there really isn't a need to slot for endmod. if you don't like the 1 acc or don't have a lot of acc boosting set bonuses, i'd suggest frankenslotting with the 2 accurate healing sets (frankenslot because you won't get the recharge you can with DW)

when i play my /kin i usually only SB those who eat through their endurance bars like candy. otherwise it depends on the situation (tough fight approaching, ect) or if someone asks. if the whole team is doing ok WITHOUT SB, then that leaves me more time to do things like buff damage, spam controls/attacks/siphon speed (so i can spam even more) and also heal both green and blue bars, as needed.

soloing the level 52-54 rikti in RWZ with my mind/psi dom, i was using all the Guardians with Confuse and making them give me AM and bubbles... after 8-9 of them i was at the recharge cap of 400% and getting triple domination for a while along with perma hasten, mu guardian pet, and almost perma surge of power

ooo nice call. I retract my statement and agree that defense should get the edge over to-hit so it will be more on par with the relationship between damage and resistance

1) with no additional to-hit buffs and my target not having additional defense buffs, I would expect the hit or miss rate to be 50-50. defending, I would expect the same 50% rate.
2) Having the maximum to-hit value, I would expect to hit a target with no defense 95-99% of the time. Defending, I would expect to get hit 95-99% of the time.
3) having no to-hit buffs and target having max-defense, i would expect to miss 95-99% of the time. Defending, I would expect to evade attacks 95-99% of the time.
4) with both parties being maxed out in tohit and defense, i would expect the same scenario as Question 1. 50-50 chance to hit/miss and be hit/evade.
