A very expensive I19 Mind/Psi Build

I realize this is pretty outrageous, but I'm willing to go there if the end result is Godly. I've already spent a lot on bad, or completely unplanned builds... so I can get much of what is in this by stripping bits off other toons.

Of course, I'm not very experienced at plotting ideal builds so I'm interested in any tips to get the same or better results, with or without the high-priced enhancements.

My goal here is perma-hasten and as much stamina as can be mustered to take advantage of it (in turn feeding the Domination meter). That, and a good measure of regen/self-heal, since defenses and resistances are sacrificed...

You went extremely far out of your way to slot in regen set bonuses when you can exceed your regen set bonuses by leaps and bounds with a properly slotted Drain Psyche. Slot some recharge into Drain Psyche so it can get as close to perma as possible.

You won't even need the end procs if you get Drain Psyche to a point where its only down for a second or two. Each target hit is worth 100% recovery to you with DP. Compare that to what your getting from Stamina, Miracle, Numina and set bonuses which some quick math in my head puts at about 108%.

You are spending billions (if you're using those PvP IOs) to get what Drain Psyche would give you with a couple simple recharge IOs and 4 pieces of Touch of the Nictus.

I'll put this in order of priority.

Things I think need serious reconsideration:

Because I don't have Mids where I am, I can't see for myself, but check to see if you have perma Hasten with 2 Rch IOs. If so the 3rd won't be doing you any good since there's no Hasten stacking. In fact you could say it's detrimental with more crashes.

Putting Numi and Miracle procs in Drain Psyche seems odd. If you're game for buying Panacea's, I'd put 5 there. A far more economical approach would be 5 Doctored Wounds but you're not bargain hunting. A 6th slot for generic Accuracy would be wise, or Acc/End Mod.

Put the Numi and Miracle procs in Health and there you go.

You mentioned "defenses and resistances are sacrificed" but then took the Fighting pool. If you were looking for LOTG mules, I'd look no further than Combat Jumping. The Concealment pool is also full of LOTG mules, but CJ offers some real tactical advantages.

Things I suggest:

Levitate - 6 slots of Kinetic Crash will get you 7.5% recharge and provide 3 points kb protection. Potentially freeing up the -kb Zephyr in Fly for say, Winter's Gift unique.

You use a lot of chance for heal procs. If you like those, go for it. My own assessment is that I don't care for them. I'd switch Entropics out for Decimations for the same recharge bonus, but either a) better damage or b) chance for BU, which I far prefer to the heals, especially on a Dom.

You have no +Accuracy in Terrify. If you're comfortable with the global bonuses covering that, then fine. However, by my count, you still have room for another 6.25% bonus (DWD is 5) so giving another slot to Terrify will allow you to 5 slot Glimpse of the Abyss.

If you're wondering "where do I take slots from" the easy answer is Stamina. Between Drain Psyche and Domination, Endurance is a total non-issue, not to mention your global +rec bonuses. Personally I threw a basic EndMod IO in Stamina and called it a day for my Mind/Psi.

Season to taste:

This section is more like "things I'd do differently but if you feel otherwise, fine"

A Dominator can do powerful things with Confuse. You can personally take 2 AVs out of a fight by confusing one and holding the other. I would absolutely take Confuse over World of Confusion.

I'm not a fan of Telekinesis. Perhaps I need to lrn2ply with it, but I think using it effectively takes more effort than it's worth. Ymmv.

I am a fan of Mind Probe, moreso than TK Thrust, which I'd then 5 slot with Crushing Impact or, feel free to upgrade to purple.


Global = Hedgefund (or some derivation thereof)

Thanks so much for the tips.

Wiccania: I'm playing with re-slotting of Drain Psyche right now... you're right: slotting the top bar of Touch of the Nictus and two recharge IOs has no impact on recovery by comparison and adds about ten seconds of recharge as well as the Accuracy boost, making Drain Psyche almost perma (shy a second or so). Not likely I'll miss that 12% of regeneration with DP constantly pulling, so I'll go with it.

Deacon NA: the difference dropping one recharge IO out of Hasten with the build as-is would be about five seconds, which is the difference between a couple of seconds overlap and a couple of seconds downtime. Should I try to avoid recharge levels beyond perma-hasten? I haven't had a problem crashing when firing hasten with the one other perma-hasten toon I have, but I admit I don't have any of those Force Feedback IOs on him, either... and if those go off here I'm well over.

Some changes:

Slotting six Kinetic Crash in Levitate (trading a little regen and confuse bonus for a little knockback) improves global hasten a touch. Taking the third slot out of hasten to five-slot GotA in Terrify gives me full accuracy there and brings global hasten to 120% (just shy of perma-hasten). Plus, swapping out the two Force Feedbacks in Telekenetic Thrust for two more of those even pricier Hacatombs not only maxes accuracy there also but adds another 15% global accuracy for a total +93%

Slotting for build-up over heal chance... might be better. I wish I could test it before making the investment, as I'm pretty addicted to the heal chance enhancements, having them on most of my toons.

When I say defense and resistances are sacrificed, I mean: though I'm not coming anywhere near soft capping anything, I do think 18-20% defenses and 45% S/L resist is better than nothing, especially if there are added buffs from the team. So while the fighting pool may be very under-utilized here, it's not the total waste that the jumping pool would be when I'm using hover or vice versa. The concealment pool does offer three potential LotG mules plus another little defense buff, but I chose Maneuvers figuring the Leadership pool actually contributes to a team... and I want to look cool while blasting away instead of being translucent all the time .

I picked up TT because it does both Psi and Smashing and helps keep critters at a distance (Telekinesis, too). Mind probe is nice, but the range factor means I rarely use it. World of Confusion versus single target Confuse I can say less about... you do make me doubt that choice.

*edit: And that seems prettier still if I six-slot Drain Psyche with Panacea as you suggested, putting perma-hasten in better shape than where I started. Looking at a build with single-target confuse in lieu of World of Confusion as well -- shuffling things a bit more.

I just started playing a few weeks ago after about a year hiatus. I respec'd and reoutfitted my mind/psi with the help of my friends. Granted the only non psi damage I have is in TK Thrust, but I still do decent damage both ST and AoE. My current build is sitting on 190% rech which I can push to 200% if I get an Armageddon and Hecatomb set. Considering I was at about 160% when I stopped playing, I'm quite happy how it turned out.
