These arcs aren't that hard, particularly for ATs and builds that can handle the psi powers most of these enemies can throw at you.

I whipped this up, see what you think:
Code:I built for melee defense, instead of S/L, to stack with Defensive Sweep better, and this build would be able to softcap with only one application. Crushing Blow is unnecessary - six attacks is plenty, and CB isn't an exceptional attack anyway, so I skipped it and put in Hasten. I shuffled the order of some powers around, most of them not terribly important, although I would definitely recommend taking CJ at a low level since Burn is your only other immobilize protection, and doesn't come until 28. Is this for a character that is already level 50, or are you leveling up? -
Software versions aren't decimal addition, you don't (necessarily) go to 2.0 after 1.9. The period acts more like a separator than a decimal point, which is why you can get software version numbers that have more than one period in them. So 1.9 would more often be followed by 1.10 than 2.0. Incrementing the first number is usually reserved for major revisions (in games, this usually means expansion packs). Under this scheme, CoV might be 2.0, and Going Rogue 3.0.

This is very true. I already posted my own example of a character who does well without it, but I also have no doubt he'd be even better with Hasten, if I magically gained an extra power choice. I just wanted it less than I wanted various other options.

This. My DB/Inv scrapper was soloing carnies at +2/x8 a couple months back just to see if I could, and the answer was yes. Sure, he's level 50 (+3) with a nice IO build and a full set of incarnate powers, and yes, a Rebirth destiny certainly contributed, but there really aren't a lot of groups more psi-heavy than Carnies, and +2/x8 is pretty excessively high difficulty for soloing anything that isn't a farm. Even then, it wasn't mostly the psi damage that gave me trouble, the real issue was debuffs and occasionally getting held when they overwhelmed Unyielding's status protection.

Personally, I agree. I think complaints of currency overload are usually massively overblown, in a game where we have an effectively unlimited inventory (merits cap at 9999, if I recall) for such things and, if you can't remember what they're for, a right-click->Info or a quick search on Paragonwiki tells you. Even so, having separate currencies for completely separate things (reward merits, vanguard merits, tickets, enhancement boosters, unslotters), which are usually given names that make their purpose immediately obvious, is a somewhat separate issue from having a bunch of separate currencies for a single system (5 different kinds of Incarnate merits, all with generic and interchangeable names), so I can at least see where people are coming from on this.

Intuition and Resilient are probably useful for some builds somewhere, but much less often than Agility/Vigor. -
That should be sustainable between Conserve Power cycles for a single-target chain, you might run dry when using your AoEs a lot. I don't like using Obliteration in expensive attacks like Arc of Destruction, because it has so little cost reduction. You could consider 2 pieces of Rectified Reticle in Build Momentum, which would let you replace an Oblit set with something else.

I'm leveling a StJ/Fire brute right now, and it works quite nicely. The damage aura and Burn raise StJ's AoE ability from "moderate" to "good". As always, I imagine it works better on a brute than a scrapper, to keep enemies from running away from Burn and etc.
Edit: That's "as always for /fire", not "as always for everything", I mean. -
I wouldn't say any of them are strictly superior, but they do have their uses. Preemptive and Spectral have DoTs as strong as Reactive, which is nice if you want a different damage type and/or to avoid the Interface stacking limit with teammates. The new alphas are great for certain builds. The new Lore options gave us some nice thematic options for many characters, and the Cimerorans actually beat Warworks for raw single-target DPS. Incandescence Destiny is an interesting power that I've not yet seen anyone find a really good use for in most situations, sadly. Vorpal Judgement is a huge cone - really, really huge - and both the core and radial branch have nice secondary effects. Core has a DoT like Pyronic, and Radial gets a brief defense buff, nice for alpha strikes. Plus, it's your best option for when you absolutely, positively need to kick two dozen guys in the face at the same time.

High resist to the most common damage types, high defense that gets higher the more trouble you're in, and a solid heal/hp boost, plus a bunch of smaller perks like debuff resistance, a strong taunt aura, and some +tohit. Even my /Inv scrapper is near indestructible. You don't need 10 foes in range to get good defense from Invulnerability, you can get defenses pretty easily into the 30s with just one foe in range, and softcap one or more types if you want to.

I've always thought it was little funny that BAF "choke points" ended up being called choke points, because the BAF doors are pretty much the definition of a choke point. All enemies must pass through a door, and they even spend several seconds standing at the door before they start running, giving you a chance to AoE them down. I get why we call them choke points, it's just funny to me.
As to the question of which is better, I speak almost exclusively from a melee perspective when I say that I prefer doors. As melee, I can't fight at choke points because the enemies run past! I can pick my nose between taking pot shots at passing foes and hope someone else further down the chain deals with all the ones I didn't finish, or I can spend most of my time chasing things. But at a door, I can operate at pretty much full effectiveness. I don't think it's best to put the whole league on doors, unless you happen to have a dozen SS/Fire brutes or something, but letting the ones who are good at it handle doors, and everyone else deal with the ones that get past has been most effective IMX.
That said, following the leader's instructions is usually more important than maximizing my personal DPS in that phase. Even if I know for certain that I am more effective at a door, ignoring instructions to camp a door also means other players see me ignoring instructions and might follow suit, at which point things can really fall apart. -

Yeah... Wedding Band could, in principle, last beyond my natural lifetime given how often I use it, but only if I ever remembered to turn it off when the fight was over. -

I'm not sure all that would actually make it overpowered, but it would certainly be very good. I can't think of much of anything that would be able to kill a tank through IB, other than attacks which would just bypass it (psi, unresistable damage, etc). -
My DB/Inv scrapper can run his attack chain (BF-Attack Vitals) without Hasten, and I rarely need to use Dull Pain as soon as it recharges. Thus, he overall has little need for more recharge, so he skipped Hasten.
That... might be my only active 50 without it, actually. -

Unless you're trying to say that being competitive with SS is what would get a set nerfed, which is also rather silly if SS itself is considered fine. -

Similarly, your Salvo should say Ranged Damage there. You can see which set categories a power can take by mousing over the power in your enhancement screen: it's listed above the total values of enhancements in the power. -
This would be a nice change. If it's too large of a change for the cottage rule to allow, a "take only one of these" choice like the Crab venom grenades would be nice too.

That's very odd. When you equip your Musculature, what does it say is the name of the equipped power? I'm wondering if somehow you ended up with, say, a t2 Musculature Core Boost instead of a t1 Musculature Boost.

A sequel to CoH, even if it did magically meet my "except for" list, would probably not be one I'd leave this game to play, at least not until a few years after its release. Sure, the new game would have those "except for" features, but it would severely lack "polish", as all new MMOs do. If Paragon decides they want to do the amount of work it would take to create a new game, I'd rather it be used to improve the already-working game we have than create a new game which would inevitably have its own set of problems.
It can, unless maybe you're campaigning for an unpopular cause or something. But we've had lots of those threads, let's try to keep this one on topic. -
This is a bit of a strange build you've posted - on the one hand you've got two purple sets, which suggests a near-unlimited budget, but then you went bargain basement on other powers.
Rather than recommend individual changes, here's an example of what I know is a good build, because I've played it extensively. It uses CJ/SJ instead of hover/teleport, so it isn't a perfect match, but this should give you some ideas.
