First, the set is named Achilles' Heel; misplacing that apostrophe (as the thread title did) would prevent you from finding it on the market. Second, remember that the set only goes up to level 20, so you'll have to adjust the level slider to see it at all in Fort Trident. It definitely is buyable in Fort Trident; I checked just before replying.

Caltrops is decent, but you're extremely unlikely to get the full 45 seconds of damage on most targets, because they'll move out or simply die from other things. If we use, say, 15 seconds as a more realistic estimate, it effectively becomes a 42-damage AoE with a 45-second base recharge, which isn't particularly exciting. For sustained single-target DPS, if you can get them to stand in it, it has a pretty good DPA... but still a 45-second recharge, so you're not really improving your overall DPS by much, and it's usually not worth a power pick for a couple extra DPS on AVs.
It's a decent power once you consider its control/mitigation abilities, and proc-trops can be cool, but the power's damage by itself isn't awesome. -
What level and what side are you? Sometimes you just hit a dead end in the contact chain, and have to run some newspapers/radios to get a bank mission, or get into a new level bracket.

Damage auras use no animation time. Caltrops does, and can take yet more time if you also have to immobilize enemies to prevent running, or taunt them back, or chase them down. Caltrops is best compared to other attacks, not damage auras, and it's decent as an attack if you can get enemies to stand in it for a while, but with a 45s recharge, still not transformative.

Have you been fighting Praetorian Clockwork perhaps? They have a DoT called Particle Burst; if it works via power-granting like Oedipus_Tex mentioned, it might show up in your enhancement screen. Presumably the DoT doesn't last long, but maybe the enhancement screen "remembers" it even after it's gone?

So when Celestial was introduced as t9-only and thus out of reach, you weren't mad enough to quit, but when it's announced that it will no longer be t9-only and thus you might be able to obtain it, that's the last straw? -
In terms of reality, his shield should not be able to do any of those things, fictional materials or no. Conservation of momentum, etc, if he falls several thousand feet and stops suddenly he will become a flag-colored splatter.
But who cares about reality, we're talking about a superhero. Maybe Joss decided it would look silly to not use a parachute, or didn't want to take the screen time to explain it for the non-comic-readers. Or you could justify it in-universe because he was parachuting into a forest, and absorbing the impact when he hits the ground won't stop him from getting ripped up by a 200mph tree branch first. -
If it can generate an impenetrable barrier out of pure energy, it can probably levitate a couple hundred pounds of machinery. Or various other easy ways to plot-handwave that one away.
Yeah, realistically, it was stupid of Tony to not try, but the story is more interesting if the invasion actually happens, so it would have to be him trying various things and still failing to stop it, which would make the movie longer but be kind of redundant with the blast-it-oh-it-didn't-work moment that it already had.
Personally, I loved how scared and amazed the alien reporting to Thanos was. He knew nothing about humans before, and all he knows about them now is that six people not only repelled, but completely wiped out the entire invading army, in less than an hour. I'd be pretty intimidated, too. -

What I have consistently been trying to say is that, even though I don't care at all about exclusivity, I care about not getting ripped off. Selling me something as a special we-care-about-our-loyal-customers VIP perk, then after they have my money selling to anyone else at a tiny fraction of the most conservative estimate of the cost I paid for the costumes, not even counting the cost to reach t9, leaves me a bit miffed. I'm not arguing against Celestial being available by a method outside t9. I'm not even arguing against it being sold for points directly. The whole thing started over whether it should sell at 400 points like most costume sets, and I said it should sell for more than 400 if it's going to sell for points, and then to my surprise I had to actually defend the idea that things that cost money aren't free. -

I love Afterburner. Not so long ago every build got 3 extra power picks to play with due to inherent Fitness, but no extra slots, so most builds look for 1-slot wonders. Afterburner is perfect for that.
It can also take a LotG, so it's not even a terrible choice for performance. And hey, getting everywhere faster is a benefit to performance too. -
The procs should be totally separate, AFAIK. So WoC would have a 70% chance on each tick as normal (or sometimes less, depending on accuracy and etc), and Cognitive would get its 20% chance every 10 seconds since WoC is a toggle.

So for one thing, yeah, you do get the 50% boost yourself, as well as the 50% boost to use on another character, as Kitsune Knight and Bubble_Wrap said.
Moreover, the item description in the market tells you this also. So yes, caveat emptor, read what you're buying before you buy it. In this case, you got the XP boost you thought you were buying plus an extra thing you didn't know about, so there's not much to be upset over, really. -

I summarized my position a whole six posts ago. I'm not advocating that anything should not be sold, as I said there. I don't care about exclusivity. This will be less annoying for both of us if you will please read my posts before you quote and reply to them.

In fact, this analogy is especially bad for you to make, because it is completely contrary to what you're trying to argue. There is a considerable contingent of people who wait to rent the movie or watch it on TV, rather than go to the theater. So yes, that is hurting ticket sales. Not just a little bit, either - the entire theater industry is slowly being replaced by people watching at home, and theaters are terrified and reaching for any gimmick they can think of (like 3D) to try to convince people to buy tickets rather than watch at home. And if Avengers was advertised as being available only in theaters, never to be sold on DVD or shown on TV, and people spent money on tickets for that reason, and then they decided to show it on TV after all, people would indeed be upset, and trust in theaters would be undermined, and their future business damaged. -

I'm not even counting the money I or others have spent to reach t9. I'm talking only about the tokens spent in t9 versus the other things in t9 that they could have been spent on. I then chose the lowest point-value item as the point of comparison, and concluded that Celestial "cost" me 1200 points. This is, if anything, a fairly conservative estimate; basing the cost on the other repeatables, or including the cost of reaching t9, would inflate that figure considerably. I'm not complaining about people being able to buy it without t9 - as I have already stated in this thread, exclusivity doesn't matter to me. This entire sub-topic started over whether it should sell at 400 points or not, which I said it shouldn't, because that would be a fraction of what it cost when it was supposedly a special reward for long-term loyalty, which undermines the concept of loyalty bonuses and VIP rewards, which is maybe not a good idea when the developers claim the game depends mainly on subscriptions and players are frequently thinking maybe subbing isn't worthwhile. It's not even about other people getting my shiny thing, it's why should a player want the special shiny thing from subbing when they can get the same thing, at a fraction of the cost, just by waiting. Would some still want it immediately? Oh yes, definitely. But it loses some appeal by being an early adopter's fee rather than an awesome special benefit. -
Right, which is a significantly less strict limitation than needing to be close to the target to use ANY of our powers. Scrappers need to be close to the target, period. Blasters do better when they're close to the target. These are not the same thing.

And again with the incredibly poor analogies. There aren't multiple competing CoH "gas stations" offering different car wash packages. There's just the one game.
If you have to spend money to get it - which you do - it isn't free. By definition. The car washes in your example aren't free, either, by the way. They're included in the cost of the purchase, which yes, means that the station not offering car washes but selling gas at the same price is a worse deal. -

What are the categories even for? Helping new players choose, mostly. Would it be helpful to a new player to put Blasters in the melee damage category? No, mostly it would be confusing/misleading. Blasters play very differently from everything else in the Melee Damage category. If part of the problem with Blasters is that people try to play them like Brutes, listing them in the same category as Brutes will only make that worse. -
Also, you'll need an Invention License (160 points) to get salvage/recipe drops at all.
