Question on Achille's Heel Proc
The proc gives the enemy a temp power that makes it debuff itself. The TARGET is the caster. That means that each enemy can only be under the effects of one Achilles Heel proc at a time, no matter how many players, pets or what have you are applying it.
The Fury of the Gladiator proc and Tanker's Bruising effect in their Tier 1 power function the same way, though each of the three effects grants a different effect, so a single target could be affected by one each, but never more than one of each.

If I slot it in a Targeted AOE will it have a chance to fire for every target it hits?
DYK: it should, yes. Again, it's a temp power given to the enemy, and it's self-targeting. But no enemy can suffer the effect more than once at a time.

In general, any entity is a separate caster. So you're a caster, and each pet is a separate caster.
For this proc specifically, yeah, it just doesn't stack at all, no matter how many casters use it, because it makes the target debuff itself.

That being said, the set is available only at relatively low levels. If most of the players have been playing high-end content lately, it's quite possible that low-level recipes have become comparatively scarce.

There are a couple of ways to get one.
1. Alignment merits - 1 Hero/Villian merit will get it done
2. Reward merits - If you bought Superpacks you prolly have quite a few. Or you could do task forces - 150 merits
3. Enhancement converter - Buy an Exploited Vulnerability (any one of them at the appropriate level (20 or so). Do an out of set (in category) conversion to get into Achilles's Heel, then spend 3 converters until you get the proc. 50/50 chance since there are only 2 other possibilities.
4. Patience on the market - It will fill eventually. I needed 1 Shield Breaker at level 30 and it finally filled after a month.
5. Trade with someone here - I've got one sitting in my base and if you can't get it any other way, let me know and I'll mail it to you.

First, the set is named Achilles' Heel; misplacing that apostrophe (as the thread title did) would prevent you from finding it on the market. Second, remember that the set only goes up to level 20, so you'll have to adjust the level slider to see it at all in Fort Trident. It definitely is buyable in Fort Trident; I checked just before replying.

An additional way to get the proc is to use AE. If you have a bundle of tickets, or a character that can quickly accumulate them, rolling 10-15 Silver will probably turn one up fairly quickly. You could also roll 15-20, but 10-15 is a smaller pool, so you'll have a better chance of getting the recipe you want. As an additional bonus, you'll have a chance at the Regenerative Tissue and Kismet Uniques, which can usually earn you some decent cash.

I can assure you the market isn't completely empty of these as I am still selling off the stock of IOs I made right after Going Rogue lauched (last time ever everyone played 10-20 all at the same time). I'll log to my guy on Infinity who still has hundreds of these things and make sure to list a pile if none are out there. They're not usually going for more than 30-40M per IO anymore so thats not so bad and I don't try and drive the price back up to 80-100M they went for a couple issues ago.
Alternately if you can't find one just send a global message to @ferrum-ignis and I'll get you one once I log in.
This was about a week ago and I found all kinds of Achilles listings with no trouble - and all of them were empty at the time I looked.

I read somewhere that the -resist of this proc is limited to once per caster, so slotting in multiple powers has little effect.
Can anyone clarify the definition of 'caster'?
For a mastermind, is this per pet, per pet power, or per player?
Assuming I'm attacking something big and slot one in both the tier1 and tier3 Beast Mastery pets (tier2 doesnt take it), as well as a personal power:
Will it stack:
a) Once (because caster is defined as me and all pet powers)
b) three times (my power, tier1 pet power, and tier3 pet power)
c) five times (3 tier 1 pets, 1 tier3 pet, and my power)
