Fire is not near as tough as Shields, but has more tricks. You just have to pay attention, while with Shields there's not much you can do when things go sour.
My most recent tanker is a Fire/Dual Blades. This is my go to tanker when I am farming merits. She is not my first choice for master runs, but she performs quite well at lower levels. The secret advantage of Fire is that everything that your primary offers to actually keep you alive is available by level 12. When merits were added to the game, this turned into a surprising advantage. -

So we finally get to JMS's first full issue all to himself. Despite my misgivings on the Jim Lee costume design, this looks interesting.
What JMS has done is to toss Diana, who is and is not the character we have been reading about since 1986 or 1942, take your pick, and give her a plateful of bog-standard stock superhero tropes that she has not been exposed to before. We get:- Survivor of a lost paradise. Diana is not the only survivor, but she is the most powerful of the survivors.
- A standard issue dystopia where the heroes are hunted by an authoritarian government.
- A violated heroine whose basic motive is revenge.
Despite my misgivings about the costume --- get rid of that jacket! --- this looks to be a fairly interesting ride. I am willing to go this far with JMS. But what I hope to see is that Diana remembers enough of who she "really" is to put all of this talk of vengeful murder behind herself. That part seems out of character, deliberately so: and if the result of this story is to re-establish Wonder Woman's full complexity as a peaceful warrior character when this arc is done and she rejoins the DC universe, I will be pleased. If not, I will be quite unhappy.
Don Kramer's art is close to perfect; he reminds me of Eaglesham or Haley, and he handles complicated scenes with many characters almost as easily as Perez. The fall of Themiscyra was well played through his pencils. -

My two non-spine AoE focused characters are an Electric/Shield scrapper and an Electric/Mind blaster. That blaster is a blapper really; all the important AoE is PBAoE. An Ice, Fire, or Dark tanker with Electric or Fire secondary would also put out a lot of AoE damage and utility debuff, especially Ice and Dark.

English does strange things with the accent in borrowed Latin words. "Consul" is CON-sul but the verb is con-SULT. This actually mimics to some extent the Latin accent itself, which wa[s free to move from one syllable to the next as endings were added; in Latin as well, the noun was CON-sul while the corresponding verb con-SUL-ere. -

A handy rule of thumb is to never repeat offensive power sets, unless you are doing it for a theme.
I tend to stick with basic melee sets for minions, and get more clever or creative with lieutenants and bosses. Even with themed custom minions, I go for variations. I created a faction of "Ginsu Warriors", all of whom have edged weapons, but there are several even there: broadsword, axe, katana, dual blades, ninja sword.....
Note that recoloring will work to add variety to dev created mobs. If you want to make Longbow more interesting, create a custom faction also called Longbow, and recolor a few Council lieutenants to fit with their color scheme and add variety to that class of spawn. I seldom if ever use dev created factions as is, and frequently resort to renaming and recoloring them. -

Because of the combo system, I think Dual Blades works best with defense sets that have a lot of skippable powers. Fire/DB, DA/DB, Stone/DB, and Inv/DB will be more fun to build than, say, WP/DB, Ice/DB, or DB/SR. -

As for the things you listed, yes, an Invulnerability tanker is a good or excellent choice to do all of them --- a little less so in RWZ ship raids, maybe, but probably my first choice for tanking Statesman's TF: almost as tough as Granite without any of the reaction problems. You can do them all on SOs and an IO build like the ones we've been discussing will get the job done quite well. -

I would avoid WP/EM. Your primary and your secondary will be working at cross purposes.
/EM is a painfully slow and heavy set. It has one weak and small AoE attack, and the rest are single target. Since Willpower's weakness is aggro holding, and benefits from having mobs in the range of its regeneration aura, a slow single target set that makes stunned mobs wander away from you is about as bad a combination as you can imagine. The only possible worse combination would be Fire/EM, and that's debatable.
If you really want to play /EM, I'd suggest dark armor or ice armor as a primary. You will get some stun synergy from dark armor, and ice benefits from the sorts of control you get with /EM. -
You will still do OK at single target damage, and as an Invulnerability tanker you do not really need AoEs to hold aggro. Your problem will be in getting and maintaining a reasonably fluid attack chain; without a lot of recharge, you'll find yourself falling asleep at the keyboard quite often. The revamped energy melee is built on the false assumption that game players aren't going to find six seconds too long a time to wait before they get to hit another attack.
I admit, I mothballed my Fire/EM tanker. This was my offensive oriented tanker, and once her offense was spoiled there was little point in the character. I rerolled as Fire/DB and have not regretted that move at all. If you have the slots, I'd probably consider rerolling with any other offense set than Energy Melee. Inv/Dark Melee is particularly attractive for a single target oriented tanker, with a lot stronger synergy between the two sets now.
This build skips Whirling Hands as not worth the bother, and focuses instead on single target attacks. It is also built on the assumption that you are going to need Air Superiority and Boxing as slotted attacks, because you are going to need them.

Heraclea is my global and the name of the first character I created in game. She existed well before the game itself; I created her for my pinup art, as a sort of mashup between Wonder Woman and a sword and sandal hero. The name is simply a feminine version of Hercules; the name Heraclea was widespread as a town name in the classical world.
Oddly enough, of the characters that figured in Heraclea's cycle of stories --- Maveth, Dragomirja, and Omphale --- only Omphale has made it into the game yet. -

I remember the French word for mayflies easily, because I associate huge swarms of them with Quebec.
