I'd go for either Fire Aura / Fire Melee or Shield Defense / Fire Melee.
Fire Aura / Fire Melee will give you the greatest benefit of Fiery Embrace.
Shield Defense / Fire Melee will have a more consistent higher damage output while still maintaining decent AOE damage in the form of Fire Sword Circle, Combustion, and Shield Charge.
Now, if you are dead set on taking one of the two builds you mentioned, as of right now, Shield Defense / Super Strength will give you the better average protections and a slightly higher damage throughput as you won't be able to leverage Fiery Embrace.

Oh you missed my subtle rewording.
Thanks for the quick responses! However, I already have an fire/shield scrapper and a Fire/Fire tank.
I'll put in a vote for Fire/SS.
I have both a Lvl 50 Fire/Fire and a Lvl 50 SD/SS tank and between the two the SD/SS goes through mobs quicker. But, my lvl 31 Fire/SS tank does quite well on its own and seems to have the potential to out damage the Fire/Fire, more so on the single target, vs. AoE. Watching double stacked Rage fuel Blazing Aura is a sight to be seen, especially with the occasional FE to boost it further. It will be interesting to see how he looks once I get to Foot stomp.
As an aside, Castle has mentioned that he will be taking a look at Shield Charge at some point reigning back it's over the top uberness. If, when, or how he's going to implement those changes we'll have to wait and see.
Just wanted to add that I am a big fan of Fiery Aura, and the Fire/SS is a lot of fun to play.
Throwing darts at the board to see if something sticks.....

Fire is not near as tough as Shields, but has more tricks. You just have to pay attention, while with Shields there's not much you can do when things go sour.
My most recent tanker is a Fire/Dual Blades. This is my go to tanker when I am farming merits. She is not my first choice for master runs, but she performs quite well at lower levels. The secret advantage of Fire is that everything that your primary offers to actually keep you alive is available by level 12. When merits were added to the game, this turned into a surprising advantage.
