On the flip-side, you could say that in a worst-case scenario, normal characters can miss 50% of the time, but Tankers can miss 100% of the time. That's like... a 100% debuff!
Like I said, it's hard to express this concept in anything remotely close to concrete. -

The numbers are difficult to conceptualize in any form of tangible debuff... I guess you could say it this way: For two consecutive attacks with 95% chance to hit, if the first one misses, most characters will have had a 95% + 100% hit chance. Tankers on the other hand, with another foe in Gauntlet range, have 95% + 95% hit chance. That means 5% chance to miss (1 out of 20) for both attacks, which comes out to 1 out of 400 to miss both.
While the difference is negligible, it's nonetheless there. When there's more than one enemy around, Tankers suffer a roughly 0.25% chance of missing twice in a row even with a hard capped hit chance. Most characters have a 0% chance of missing twice in a row.
Sooo, I dunno. I guess you could call it an average quarter-of-a-percent damage debuff in the long run. So take your Tanker's DPS and multiply it by 0.9975... Not a big deal.

There's a pretty simple way to test this: try to get a double-miss against individual targets when no other targets are around. Not sure where you'd find something sturdy enough for that, though. -
This is incorrect. Auto-hit powers do not factor into the streak breaker algorithm; neither for nor against. They will not reset the counter.

The "Find Lawrence Harken" mission from Roy Cooling gives the player a chance to earn the No One Left Behind badge by saving all of the Injured Rogue PPD members while the building is burning.
However, I've heard reports of people saving them all and not getting the badge, so I went along with one such person to investigate.
What I found was that the NPC enemies guarding Harken himself will attack and defeat any Injured Rogue PPD who happen to spawn nearby! I was able to click the sprawled corpse and tell him to get out of the building, which successfully earned the badge for my teammate.
That oughtta put to rest this long-running anomaly. And it shouldn't be too hard to fix either. -

I'd assumed the images depicted entire miss streaks, with the first powers in both (Energy Transfer in the first, then Total Focus in the second) being the first misses. But if they weren't, and the user missed with an attack with < 60% hit chance (like a Vet attack - enemy Defense) before the miss streaks documented in the images, it's certainly possible to miss with three consecutive 95% chance attacks. -
Looks like it happened with Energy Transfer in both screenshots. Might be related to the fact that the damage to self is not tied to the same mechanic as auto-hit to target. As for how it managed to reset the streak breaker as both the first and second power in the miss streak, I don't know.

My Mastermind's brawl occasionally (albeit rarely) does over 300 damage. Multiple damage procs in it, but they have to roll happy numbers at the same time to go off all at once.

Any time you Bruise a target, it will show those four little orange "resist down" graphical effects, so you know it works. -
