Incidentally, I always, on all characters, log out in the hospitals and universities for the sole purpose of receiving [Revive Ally].
I started doing that back when heroes and villains couldn't trade Inspirations in Rikti War Zone. -

Huh... I guess Fortunata Psychic Wail *isn't* a crash. Funky.
Also, Banes are melee if you use the melee attacks exclusively, but they have access to more ranged attacks than melee, so I wouldn't put them in the "melee" category. -
Kheldians and VEATs aren't seeing the blast improvements (Poisonous Ray isn't becoming 80 feet, Psychic Wail isn't becoming crashless), so I'd say wait on the customization as well.

Been waiting on customer service for 35 minutes now, unable to complete the Mortimer Kal Strike Force. We busted down the doors to Positron's lab, bashed his face in, then... then... failed the mission?
There is no active mission. The contact will not assign a new one. In fact, he still has the text from the previous one. We cannot complete the task to receive our rewards: the badge, the Notice of the Well, the Reward Merits, and the XP bonus. -

All of them are triggerable: most by killing a certain number of mobs (in Caleb's case, only during a certain timeframe).
Ghost of Scrapyard and Arachnos Flier could never be triggered. -
Giant Monsters need to be worth figthing. Events need to be worth running. As it is, you can spend 15 minutes getting a group together to spend fighting something that gives you 2 Reward Merits and what may as well be a negative amount of Inf. I'll stick to newspapers.

Though Westin Phipps is sadistic and manipulative, he is nonetheless carrying out orders given to him by Arachnos. Someone else had the evil and he just takes delight in getting it done; that doesn't really make him the "source of the evil" as it were. Left to his own devices, Phipps wouldn't have the power or resources to do much evil, so I wouldn't put him very high on the "most evil villain" chart.
People tend to have emotional reactions to Westin Phipps and Crosscut, and it leads them to say "oh this character is the worst ever end of story." I expect many more "votes" for Phipps in particular before activity in this thread dies down.
Emperor Cole, while decidedly a villain prior to Going Rogue, I firmly believe has been retconed and at present is motivated by a convoluted sense of what is right--he is not evil. Though he forcefully maintains law by military power and a global brainwashing network, his reasons are nonetheless to protect the people from the Hamidon and to defeat the Coming Storm.
Lord Recluse and Nemesis are both qualified candidates for "most evil villain," since they each sacrifice whomever is necessary to achieve their visions of total control, and destroy as many people in the process as it takes--both the innocent and those who would oppose them. Of the two, I would put Recluse as the more-evil because he's driven by hatred more than a simple lust for power, where Nemesis generally gets his giggles from just being on top. -
