Consider the following:
* Domination makes your holds mag 6
* The single-target hold recharges pretty quickly (8s) and lasts a while (17.88s). With 95% Enhancement for Hold and Recharge, plus the +123% recharge required for permadom, this makes the power recharge in 2.51s (for a 4.58s cast cycle) and last 34.86s. It stacks with itself 7 times without breaking; 8 more often than 7.
* Earth Assault happens to have Seismic Smash, which is a single-target hold that recharges in 20s and lasts 11.92s. With the aforementioned buffs, it'll recharge in 6.28s (7.78s cast cycle) and last for 23.24s; stacking with itself nearly 3 times perma.
* There's an AoE hold you can use in case something misses.
* Many pets have holds, such as Singularity, Jack Frost and Animated Stone
* 6 mag * (7 stacks ST + 3 stacks Seismic) = 60 magnitude hold perma, not including the AoE or pet.
EDIT:
Oh yeah, I forgot... Earth Assault also has Power Boost, which effectively doubles (+98.34%) the duration of your Holds; which in turn effectively doubles their stackability while it's up. Between the single-target hold and Seismic Smash, you're looking at 120+ magnitude for whatever brief moment they all overlap in happy harmony. -

Scrappers have a nasty habit of scaring off enemies, making them flee the vicinity. With Brutes, enemies will stick around because you called them names. When it comes to smashing things to bits, it's much easier to do when they're running towards you rather than away. -

Well, Hamidon won't necessarily kill you. He'll just turn you into a ravenous monster bent on destroying and/or corrupting everyone you ever loved.
But hey, if it means sticking it to that mean old dictator guy, it's worth it, isn't it!? -
The alternative is to have the world devoured by the Hamidon. At least with tyranny, people get to live, amirite?

I can't check the build in Mids to glance at the set bonuses at the moment, but as usual, I'd like to point out that Bane I keep pointing out, which is neither squishy nor single-target.
Seriously need to debunk a few things:
* Banes are not Stalkers. They don't do as much damage per attack (by a long shot), but they DO have ranged and AoE attacks. They're more like Blasters with mez protection. Think for a second how awesome it would be if you had a Blaster with mez proteciton.
* Banes have more attacks than just the mace. Yes, the rifle causes redraw, but it's got some GREAT powers in it. Skipping those on merit of "it's not Bane" is like... skipping Spine Burst, Impale and Throw Spines just because they're not melee powers like the rest of the Spines set.
* Banes are not, in the typical sense, squishy. As mentioned above, all Soldiers have mez protection, which goes a long way like you wouldn't believe. They get ~30% Defense to Ranged without set bonuses, which means they can shoot at stuff without worrying about the alpha retaliation killing them. For Banes specifically, they get additional Defense from Cloaking Device, have considerable stealth, and can Placate in the event of a pesky boss.
* Banes are not melee. The bulk of the mace damage is, but there's quite a selection of gun attacks too. There's a "Huntsman" approach that's somewhat popular, which focuses on the Wolf powers with a stray Bane power tossed in, but think about doing that the other way around. Your Bane will be melee if you only pick the melee powers, sure, but that requires you to ignore a lot of your available selections. -

* Dwarf can be shifted into while mezzed
* The ranged attacks are now 80 feet like normal ranged sets
* Toggles don't suppress while mezzed anymore, so your shields don't shut off
* Light Form was tweaked and is now perma-able resistance and mez protection
* Photon Seekers have a larger blast radius, but less damage
* The bonus damage from the Quantum Array Gun is now Negative Energy and resistible -

Pessimist:
It's related to Paragon Rewards, certainly. Not that it *should* have anything to do with the UI code, but the devs and decoupling don't mix.
Optimist:
Something broke; don't know how, don't know when. They'll get it fixed, like with the fog of war on the minimap in the next patch.
Cynic:
They introduced the bug so people would praise them when they fix it. It's a quick and simple PR ploy. -
