Once a toon hits lvl 50 most players 'lose the love' and move onto a new toon. The reason is because there are no more 'fun pellets' for pressing the buttons in the skinner box. So lets introduce some. Up to level 50 the 'fun pellet' was a new level, and rather than simply extending the level limit (again) can we think of something new.
New missions and zones only work for a short time, they are like changing the colour of the 'lights' in the skinner box, but no new 'pellets'.
There already are 'fun pellets' - set recipies, but they come so infrequently that there is not enough reward to justify continuing to press the button. So lets increase the reward frequency (a little). If level 50's could directly purchase Reward Merits for Influence (at a reasonable rate) then it would be worthwhile playing a level 50 toon. It would also lead to mis-use as each player used their lvl 50 to equip all their other toons with full sets. So maybe a lvl 50 could directly purchase lvl 50 (or 53) set recipies from the Merit Vendor for influence. Or create yet a new 'Reward' point system just for lvl 50s which could be used to purchase lvl 50 (53) set recipies.

That's another reason too - Google might make genuine April 1st announcements, but CoH is already known for its fake April 1st announcements among quite a few of its players.

I think they'll be important, either for the Incarnate system, or for other types of future content - the AE already scans you for your origin, as well as your AT and gender, and gender-based text was added to some of the Cimerora missions - so it seems that now the gender/origin/AT recognition tech is in the game, it'll be expanded and used for other things outside the AE and the Cimerora missions.

Cimerora is one of the few elements in the canon that could be improved by being declared a Nemesis plot.
I love the zone - time traveling Nazis building superpowered giant war robots in the distant past after allying with alien-possessed Romans is cool by default

Combat Attributes and the Purple Patch mean that even with new abilities/slots if your combat level doesn't increase you aren't significantly more powerful unless the new powers are powerful enough to render existing powers obsolete.

If it's only available at level 50, what different does it make what you call them? You can call them Praetorian Advancement Stages for all I care, but if it's making you stronger- more capable of dealing and avoiding damage, better Def/Res, then it is an additional level. Just because your contacts still like you doesn't mean their arcs won't have fell significantly along the difficulty curve.
On the flip side, the entire system of getting further in 'levels' strikes me as the opportunity to pull a WoW-style 'Heroics' content for missions/arcs.
