He's already been defeated by us - Mother Mayhem is the one being built up as having an empire-within-an-empire, and is being kept hidden from players in the same way that Tyrant is - and First Ward is just building her up even more.

As the actual 8-arc zone storyline for First Ward is very biased towards Heroes/Resistance, I'm assuming the repeatable loyalist missions there will involve trying to carry out these plans to disrupt the Carnival.

Not really - of all the various lore things used to explain game mechanics, the idea of a tailor devoted to creating outfits for superheroes, based on the way superheroes are portrayed in the game, is actually pretty sensible.

Another problem for the Mysterious Letter Writer - apart from having Protean working for him - is that while he continues to add small text additions to our Clues window, the devs continue to add more and more substantial content to Ouroboros - gameplay wise, his offer to join with him is looking more and more like the potential fast path to Incarnate power that was brought up during Mender Ramiel's arc

The Underground Trial gives a huge amount of both types of IXP - it could be come very popular
