To be honest, this idea came specifically from this thread. Since people wanted the new costume options, I checked with Software - who said it could be done. Just wanted to let you know that yes, we do take suggestions!
FYI - for those who don't like the idea because villains should look different than heroes - remember that villains already have hero options. They can create a character identical to one that exists in City of Heroes.

Crey exist in CoV. Mainly just on Nerva. They have their little area where they are holding various enemies (even a group of 5th Mek Men) "hostage" for I'm guessing experiments.
Malta will exist post 40. I've seen level 41 Titan lt's running around Warburg (probably a bug). Carnies exist from 30-40 also. Have their own little area in the northern part of St. Martial -

Thats what it sounds like. Do a trial where you go into an egyptian'y pyramid/tomb. Defeat something. Free the spirit of some kind of "thing" and unlock Blood of the Black Stream Epic AT and go from there. -

I agree wholeheartedly with the spirit of this proposed change, but I think that it misses the primary problem with Defense-based sets (in PvP at least): the overpowering nature of toHit buffs. With a single click, an unslotted Aim, a moderately slotted Build Up, or a heavily slotted Focused Accuracy/Targeting Drone negates an entire Defense-based line, even fully 6-slotted.

And if this is because of PvP, again you are going against what you said about PvP not being the driving force on power changes, etc.
I don't PvP....I have never pVp'd, I don't care about pVP, and really don't understand what all the hype about Pvp is.
If I wanted a PvP experience, I would have gone onto WoW and talked trash.
pVP should not be the contributing factor in anything that is PvE. PvE is what CoH is.

This doesnt affect PvE as much. What are you talking about? Maybe something to do with the few mobs that throw Rad Infect but does it matter? Granted, there are enemies that do -def but it wasnt as "serious" per se. Rularuu were harsh but as long as you didnt have more then 2 eyeballs, you were fine
Plus, it wasnt until PvP that we saw truly how broken Def Debuffs and ToHit Buff equations were -

If you think this helps my Ice Tank in PvP then you're wrong. I'll be more than happy to post my video of an energy tank hitting me nearly every attack with no build up or foc acc and 1 acc enhance.
Remember an Ice tanks main Def requires 14 baddies sitting in a pile so I can hit EA twice and stack it.

These Hami's can be slotted even if it can only use 1 part of the power, but usually not recommended since its better to go with an SO that is 50++ or 51 and Higher.
I said it more generically but I DID include a reason why its better to sometimes slot a double instead of just one. -

The number isn't 3.5% base - it's 1.5%. To be honest - I don't know where the data came from that led to 3.5%.
Certainly, your points on Toxic and Psi are true; let's not forget that Invulnerability has an inherent weakness to Psi in Unyielding, though. It's safe to say that Ice is better (albeit marginally) because it lacks that weakness.
You're 100% correct about assuming 14 mobs in EA AND Invincibility - though something else isn't taken into account. Invincibility works only while mobs are in melee. So as the number of mobs decrease, Invincibility decreases. If a Tanker leaves melee range for 1 second, the buff from Invincibility fades...This isn't the case with EA; it's a click that lasts 45 seconds. The calculation of mobs is done at the moment it's used - and that buff carries throughout the 45 seconds. It doesn't decrease like Invincibility.
