I generally tank from beginning of the mission to the end so I don't usually need remindingHaving said that though, your post is setting off vague reminders in my head of having someone telling me to go tank at some point in my career (if I recall correctly the person in question was face-planting a little too regularly and was blaming me for it).

Never tried Ice but enjoy Illusion immensely.
Never tried TA or Storm as a controller secondary but am enjoying my low level Storm defender -

There is such a thing as being too dedicated to your primary you know
Resist energies and resist elements were where I slotted in my travel powers in my corresponding first build - I left those passives until the 30's if I recall correctly.

I'd be interested in seeing the inv/* build that couldn't find room for a travel power until level 30 -
I can't really comment on the current state of low level tanking to be honest. I do have a lvl 12 stone/stone tanker but I only play him with my supergroup one evening a week and we're all pretty experienced players who know how to work together. I'm building my guy to play as a tank (must gather aggro, must protest the rest) and I absolutely love playing him. I don't know how it'd go on a random pick-up team though - I'd probably find it a lot less rewarding if I was playing without support I knew and trusted. Having said that though I did exemp my level 50 tanker down to help on a mid-teen Frostfire mission last month and I enjoyed the tanking experience immensely. I only had brawl and one-slotted bash (slotted with taunt) for attacks and a well-slotted taunt for aggro gathering and the effort to attract the aggro and protect my team mates kept me entertained for the duration of the mission.
In summary - my recent limited and totally atypical (and probably not all that relevant) experiences of playing a tank at low levels demonstrate that it IS still possible to tank and that tankers do still have a role to play in teams.

You could probably drop one of the slots from inertial reduction if you had somewhere else you needed another slot. I don't know what the numbers are but I reckon with your 3-slotted hurdle assisting your inertial reduction you're probably not gaining a whole lot from that third slot

My Invulnerability tanker used to be able to take ridiculous amounts of damage back in the day; now he's able to take a sufficient amount. He's reasonably capable of holding aggro too - I have my mace aoe slotted with taunt and recharge so I can generally keep the bad guys focused on me. I don't play him much anymore but when I do I don't get complaints about losing aggro.
I'm currently working on a low level stone/stone tanker and I love him. I'm level 12 with mudpots and taunt for aggro-holding. It works quite well but I do need support to survive (thankfully I only play him with my supergroup and we're a very supportive bunch)

I can't see how it makes sense to convert inf to prestige at that rate
I have 48 million between my top two heroes but rather than convert it I'll use it to support > lvl 25 members of my sg who want to run in sg mode to earn prestige. I don't know what the return on that inf will be but it's got to be higher than 96k prestige

I never really bothered with worrying about status protection with my controller - I just got into the habit of always carrying break frees with me (I had a standard 6 in my tray in later levels although I'd usually only need one or two per mission at most while teaming) -
Here are some quick thoughts:
You may find it difficult getting to level 28 and Inertial Reduction without a travel power other than siphon speed. My controller doesn't have a travel power now but I respecced into that build - before that I had fly. If you do decide to go with just siphon speed I reckon you may want to load up all the 3 early slots with accuracy, at least until you get to single origin enhancements at lvl 22.
Superior Invisibility is an end hungry power but you may be ok with just the one slot on it - it depends on how the end reduction slotting of your other powers works out.
Inertial reduction doesn't need an endurance reduction - by the time you've taken your second leap you'll have recovered the endurance that casting the power cost. Some people might say that jumps in inertial reduction aren't needed but I love having three jumps slotted in mine. Stacked with hurdle I can jump > 350 yards a jump. It's down to personal choice really.
Fireball - drop the end reduction and replace with a third damage. You'll be trying to maximise the damage from this power every way you can once you start using it
All in all it looks pretty ok - Ill/kin is a fun build no matter how you play it

Jumping into and taking the alpha strike from too large a group without using dull pain and instant healing usually does it for me -
Heh, I survived the initial spawn and ran back in to fulcrum shift and hit fireball. I died before I got a chance though

Yeah, that xp return looks about right...
Xp is very poor on a raid - you'll get more in 5 minutes battling greens and greys in Peregrine Island than you'll get in 3 hours in the HiveYou'll get a small amount of xp during the mito phase and you'll get a small amount of xp when/if Hami is defeated (this is when a random HO is automatically awarded to everyone who has done damage (and also everyone who is in a team which has done damage I think). The Hami buds spawn directly after Hami's defeat and reward you with an SO when defeated (possibly some xp too - can't say I've ever really paid attention to their xp rewards).
