Never tried Ice but enjoy Illusion immensely.
Never tried TA or Storm as a controller secondary but am enjoying my low level Storm defender

Ill be honest here, Ice/Storm is fantastic, i found it boring so im taking a break, but I will be going back to her, real good fun in teams, very nice controller combo IMHO.
Illusion/TA is different, more damage for a start. TA makes up for the lack of control that Illusion has compaired to the other control sets. Seems like a nice rounded combo.

you can buff phantasms when you get them at lvl 32
the rez is really handy , make sure the defender who has rez rezzes you 1st so you can rez another player in a team instead of waiting for his rez to recharge
i have read that the leadership pool is handy for the extra damage although i cant complain personally
i would advise taking hasten as i found untill yur pets turn up ( and even then ) its a bit hard to get a decent chain going as illusion has less holds than some power sets
some people dont like choking cloud but i do , send in phantom army, sned in spectral terror, blind and choking cloud , then maybe then start thinking about debuffing if the rest of the team hasnt killed them all yet 
Illusion/TA kicks butt. The Phantom Army benfits hugely from the resistance debuffs, and the extra hold is great for illusion. Phantasm', energy blasts can detonate Oil Slikc too.

i love my ice / storm ice slick is maybe my favorite power.
never got along with Ill for the early levels, so never stuck with it.
I tried an illusion controller and cant say i enjoyed it much. It's not very.. 'controllery'. It's all pets, buffing pets and watching. That's what i found anyway heh Ice / Storm on the other hand i have also tried and was very fun. Slow to begin with as its end heavy with its toggles but things really pick up with your Jack Frost, Lighning Storm and Freezing Rain.. very cool! If in doubt.. go Fire / Kin for uberness!
Well, I played Ill up to 50 wrote a couple of guides about it and am one of illusion's biggest fans...
and based on the 2 you've given as choices, I'd go with ice. That's entirely down to the secondary though.
EDIT - I despise weapon drawing animations and this is almost entirely due to that.

Yep, im one of Illusions biggest fans aswell, but for total fun, Ice/Storm is fantasic, the femmes had a base raid between our heroes and villains SG/VG, has fully made me want to play as Kaite-Anne again
i cnt decide what to make, i have no idea i want to make a troller, either ill or ice, i want ppl to just say what they think, no technical stuff, say either ice or ill and i will make the one wiv the most votes when the servers are bk up, thx
