Hell, I feel it was worth even more and like a cheated the studio by paying just 400 points. I would have easily paid 800 points for the Barbarian set without a second thought.
The CoT set isn't even a shadow of the Barbarian one. It's small, it's samey and it's missing too much stuff for too many people. It's not BAD, in the sense that if I had those options, I'd use them. However, it doesn't bring nearly enough to the table to be worth it as a bundle, not by a longshot. A lot of what it has, good though it may be, is "like" a lot of what we already have, and the couple of pieces that are worth in it aren't worth 400 points without my good will, and I lost my good will when I saw what was in that set.
CoT is not a bad set. It's just too small to be called "a set." This either should have been held back, or it should have been announced at Part 1 of a larger set to come later. Because, as you say, even Matt Miller doesn't seem to know what's going on, and if even he isn't up to speed, a second CoT set was never in the cards to begin with. And that's just bad. -

Petless masterminds works if you pick up a secondary that can pick up the slack in terms of damage/survivability (eg traps). Pain is a poor choice for a petless mastermind.

It is not difficult to use, but a lot of people find the set boring given how hands off it can be at times.

If you want to make Sonic Resonance more popular and more diverse like Traps, Cold Domination, Thermal, etc adding -Reg would be a start.

Level 25 generic IO's are the best bang for the buck as they are the closest to SO level.

Going Rogue is a paid expansion, and a result it is not subject to what Issues introduce freely. As for the sub, you receive a free month of Going Rogue with the purchase, but the net result in most cases is that it is greater than $15, so it is more than the monthly fee. Thus, you are paying more than a sub, and are entitled to the extra perks part of GR which was Incarnate Access.

I mostly love this game. I've tried to play it a few times across the years, I love some of the concepts, I really like how the direction Paragon is taking the game.

It's what happened 3 times already with CoH; I try to play, make a new character (as I can't bring myself to play my old characters), but in a few days I end leaving in frustration because I either can't decide how to distribute my slots and powers, or else I find I really want to change my spec. This last try, I ever tried adding 4 months of game time at a time, to see if the larger money investment could make me stick. It just meant I wasted money, since I played for a week or two and abandoned the game just after.
None of the ways to obtain respecs are actually enough for me. The respec recipes are simply too expensive, the free respecs too few and far between, and respecs are one thing I would rather leave the game than purchase in the cash shop (since I consider them about as essential for my enjoyment of the game as, for example, being able to resurrect my character).

Respecs are must in a world of IO's, IO set bonuses, and Incarnates. -

Respecs need to happen more commonly to increase interest in the game in my opinion. -

Force fields are pervasive in comics and SF. They are, in fact, iconic. Star Wars. Star Trek. The Incredibles. Dune. You name it -- it's trivially easy to find SF and comics that feature shields and people using blasts to move objects.
Tangent: I think FF is so iconic that the devs didn't really bother thinking about how effective FF's powers would be in their designed roles in part because it's so freakin' obvious what FF does. And what FF does is tied into one of the stated design goals of distance = mitigation. FF is probably the easiest (de)buff set the devs have ever designed. -

And finally, Stalkers are one of the least end intensive archtypes in the game hands down (especially the changes to the Hide), so if you are struggling with end you are doing something wrong. -

VIP players will receive Incarnate content free? For real? Then the premium players that PAID for incarnate access are worse off if they can't access incarnate content.

Actually is the most boring experience I have seen in this game in a long time. This is not a good step forward IMVHO.
