It really, really, sucks if your heals can miss. And especially if there is NOTHING you can do to prevent it from happening.
And there is something you can do to lessen the odds of it missing. Slot for accuracy, and set bonuses that improve your accuracy. -

At first I thought you were going to say that you wanted to remove the limbs from other players to beat them with. Would be a fun PvP moment.

...ok. Now go through that entire list, and redo it to where it makes sense.
1: Name of the Day job.
2: Log out locations.(Remember, one location CANNOT be used for two day jobs. You've already got Gambler and Professional Athlete by logging out in arenas, but we already have a day job for logging out in arenas.
3: What would be the Day job power associated with each Day job?
4: List them all in the same manner so that other people can understand it. For example...

...oh? You want a reason? Well, ok.
1: Including extra limbs means new skeletons for all three models we use(Male, female, and huge). And when each new skeleton, BaBs, and his team would have to redo the animations for every single power in the game. So for every power the in the game, multiply that number by three. That's for adding two arms. But you want up to six arms? triple that number now. That adds up to a lot of work that could be put to better use in making new power sets and animations and emotes and all the other cool stuff they do.
2: As Decorum said, they're not going to make the ATs unbalanced so severely. The fact that you and I could have the exact same AT, Primary and secondary, slotted exactly the same way, with the exact same same enhancements, but because you decided for your character to have four arms instead of two means you're doing twice as much damage as me... yeah not gonna happen. That would make it almost a requirement to have multiple limbs, not to mention they would have to rebalance the difficulties of the mobs we face.

Theres a word for people like you.. just don't remember it.
While comparing to Rularuu those Giant Monsters might seem small, compared to how big our characters can get, those guys are giant. As in size. And as Wonderslug has already pointed out, having monsters that are as large as Rularuu right now is not possible. The devs have problems getting the hit box to work right, if I remember correctly. So while yes it would be awesome for the giant Mekkmen, and Rularuu to be fightable NPCs, right now, it's not possible.
Also, just because you look at the current GMs as "somewhat-tougher-than-AVs" doesn't mean they're not Giant Monsters, which is exactly what you're asking for. -
Nope, which is why I'm not suggesting new ATs. I think we're pretty well covered, though if the devs do come out with more I'll be more than happy to try them out.

Awesome is biased. What you think is awesome, others will think is lame. And the devs will only add something if it can be balanced, and is something the game actually needs.

My suggestions would be...
1: Go to the PvP forums, found here. Not saying you're questions are not welcome here, or won't be answered, but you'll be able to get more PvP minded people there to help out.
2: Go to your server's forum, found here, and ask about PvP there. Do they have any active PvP super/villain groups? Would anyone be willing to help give you some pointers in game? That sort of stuff. Because like mentioned earlier, there are different rules going from PvE to PvP.
3: Visit the Wiki, found here. There is a plethora of info on the game in general, including how stealth works. If you got the time to read up, here you can find the wiki's info on PvP.
Personally, I'm always of the opinion, play what YOU want to play, not just what's good for (PvP, farming, AV killing, TFs, etc etc etc). You might get told to make a certain type of character to PvP, and become a PvP God with it, but if you don't like the power sets, you're not going to enjoy your godliness, you know?

Would it be cool if CoH/V had an app like this? Yes. However I wouldn't expect one until they get City Vault up and running.
If you don't know what City Vault is, it's basically where you could go online and view stats, badges, PvP rep, costumes etc etc etc, for yourself and others.
Unfortunately that project has been shelved for a little over a year now. Check out the wiki article here.
So when they do figure out City Vault, and get it up and running, then ask for an App. -
I had a dog once who liked to stare at pancakes. With the weather it sometimes gets humid in my room, and my scrapper likes to fly.

Well, part of the reason that Ouro has the TF restrictions, of not being able to add teammates throughout the arc is so, one person doesn't start the arc, play all the way through to the last mission, invite seven friends, and then they all get merits/badges.
Also, I think it would be too confusing having Ouro use two different systems like what you propose. I understand what you're saying/getting at, but I just don't think it will work. -
I use it while leveling, as my "Oh Spit" heal, for when hasten has dropped, and Both Healing Aura, and Heal Other are recharging, and someone just took an alpha strike, and they're squishy, and their bar went from green to red. Once I get perma hasten, or close to, I usually drop it.

Okay, I can never get screen caps so I'll just break it all down and tell you what I did at the tailor to make a young boy look.
Size scales.
Male body type
Everything at minimum, except waist at default middle.
Head: Standard
Shape: Youthful
Face: Any of the five Youthful, tho I liked Youthful 1, but pick what you like
Hair: Gusto is my pref, as it's fairly youthful looking. For color, I went with a light blond.
Ears/Detail 1&2 I left at default/None
Upper Body
Chest: Bare Chest Smooth
Chest Sub: Tee. Color it black so the male nipples don't show through.
Shoulders: None
Chest Detail: Pick a chest emblem that looks like it would be a design you could pick up from a store. I like the Dragon, but pick whatever you like, the color it accordingly
Gloves: Bare/Smooth. Sub Gloves: Bare Sub Gloves 2: None
Belt: Standard. Sub Belt: Simple Leather.
Lower Body:Tucked in
Pants: Either Cargo, or Pants, and color blue to make them look like Jean shorts.
Now with boots you have a couple options.
1: Boots: Flat >Bare feet >None
2: Boots: Sneakers(I personally don't like the knee high socks you get with this option, but it's your choice.)
3: Boots: Kung Fu(Again, not to my liking, because they look like slippers, rather then sneakers that a kid would be wearing.)
