Drop the delay on Absorb Pain
People still use AP? I respecced out of that for HO back in I7 (I think). My HO can do +451HP with a 1,82sec recharge now. On a Controller, mind.

Assuming I qualify as "people", then yes. A healing power with a decent recharge which can, if fully slotted, almost one-shot a tank {and that's on a controller, mind} is very useful to have.
I use it while leveling, as my "Oh Spit" heal, for when hasten has dropped, and Both Healing Aura, and Heal Other are recharging, and someone just took an alpha strike, and they're squishy, and their bar went from green to red. Once I get perma hasten, or close to, I usually drop it.
That's exactly why it fails - because it's most useful for the "gotta fix them nownownow" situations, but the delay frequently means you'll end up healing a corpse.
I still have Absorb Pain on my Empath, and love the power. I only need 3 heal slots in it, and it can bring even the most +HP'd tanker back from the brink in one shot.
I do agree though, the 0.5 delay, while it doesnt seem like much on paper, is actually fairly noticeable in a fight.
While not 'essential', it would be nice for it to be instant.

As the title says, would there be any harm in dropping the .5 second delay on the Absorb Pain heal? On a whack-a-mole powerset like Empathy, there are few things more frustrating than damaging yourself, unable to repair yourself from any retaliation coming your way with no benefit because your target died before the heal from the power activated.
The self-damage and no selfheal are, I believe, reasonable downsides to AP's low endurance and high heal factor. Thus, I'd be grateful if there was less risk of experiencing those downsides without reaping the actual benefits.
