What the heck are you talking about? We don't even know anything about Willpower and you're complaining about it being overpowered? And where did you come up with this crazy idea that Brutes and Ice Tanks are getting nerfed? -
So it looks like the WP tier 9 uses the MoG animation. Here's to hoping the power itself isn't anything like MoG.

Title Duel Ladder
Hey All. I hope all is well.
Activity on the Duel Ladder has slowed down to a standstill, but I still monitor the site and will continue to update rankings when/if people fight in official matches.
Since my COX account is currently inactive, I cannot respond to the CoH Forums, but I still check those periodically as well.
Based on new members to the Duel Ladder site, there is still at least some interest in participating in ranked duels.
Please take note of the new ranking rule that I posted on 8/15 and let me know if you have any questions.
Since there have been ZERO ranked fights in the past 30 days, the winner of the next ladder match will vault to the #1 position!
Anyway, just wanted to send a message to folks to let you know that I have not abandoned the ladder, and will continue to update rankings should you choose to fight. Unfortunately, I can't do much advertising or run any tournaments for the time being.

Just to clarify your comparison between the 156% run speed from this build and the 175% run speed from Speed Boost and to prevent people from thinking "wow, that's almost the same has having perma SB!" I'd like to add that the reason you run so fast with SB is because it offers 100% resistance (specifically 175%, but anything over 100% makes no difference) to run speed debuffs. This means that any run speed penalty, whether it be from Granite, Rooted, or ten thousand caltrops, is reduced to zero. Then on top of that you're adding the run speed buff from SB.
Basically, the run speed buff from SB isn't what counters the Stone penalties. It's actually the run speed debuff resistance. -
So this pretty much says there will be no new powersets in I10. Nail in the coffin for me. I'm out!

Before toxic damage existed, what type of damage was the DoT portion of Spines attacks? Or was that aspect of Spines added after toxic damage was implemented? -

If that was in response to my post, then I don't think you understood what I was saying.
To clarify, my point is that if you use Vengeance and then 90 seconds later someone else uses Vengeance, theirs will not take the place of yours. So 30 seconds later your Vengeance will expire and you will be left Vengeanceless. -
Actually, I don't believe Vengeances overwrite each other. Once Vengeance activates it checks to see if the target is already "flagged" as having Vengeance active. If they don't, it applies the buffs and then sets the "flag." If they do, then it does nothing. This is why it can be stacked. There is a small delay between checking for the flag and setting the flag.
That's how I understand it to work in theory anyway. It's worth testing. -
The Foot Stomp change is kinda disappointing. Now that it no longer shakes the screen it's sort of underwhelming. It'd be nice if it could be made flashier somehow to compensate. Like make the ground cracks a lot bigger and glowie or something. Maybe similar to the Peacebringer Foot Stomp but yellow instead of silver.

The guys who say JL's cone is the same as Shadow Maul are nuts. Shadow Maul requires the mobs to be in a perfect single-file line. With JL I can reliably hit 3 mobs as long as they are close to each other and I target the one in the back. It's still a pretty small cone, but not near as small as Shadow Maul.

What you're talking about is a bug that caused the damage radius of all Tanker attacks to be the same size as the taunt radius. This bug popped up on test a few weeks ago, and was promptly fixed.
The OP is talking about the long standing bug that allowed Tankers to hit multiple "stacked" mobs, or mobs that occupy the exact same coordinates in the game world. This was a result of the damage portion of Tanker attacks having a zero radius, but the same target cap as the taunt portion. As far as I know, the bug the OP is talking about has been around since Gauntlet (back when it was called punchvoke) was first implemented. It's been around at least as long as I've been playing the game. It looks like they've finally fixed this bug, but introduced a new one. -

SJ gives a good amount of inertial reduction to Fly, and CJ gives about twice that. Not sure if it's useful in PvP, but I thought I'd mention it while you're on the subject.

Some people just aren't very observant. Im pretty much an anti-trekky, but I, like probably the majority of people under 60 in the U.S., have seen at least 2 of the Star Trek movies. That's all it should take to recognize that a 'bird of prey' is one of those Klingon stealthing crafts.
