I think the likelihood of me gaining super powers by spontaneously being struck by lighting, bitten by a radioactive spider and gaining a mystical artifact as slightly higherly than level 50 restrictions being put into place on MA. -

That's a lot more common than you think. I have several characters in the 40's with just one costume slot. The one costume suffices because they are perfect for the character.
Then agan. I have other character which have all of their costumes as soon as possible. Those are fashion divas. So many costume ideals it get's expensive. I for one am thankful for the Tailor Discount Vet Reward. -

I also went to PI but most of the ones I saw there were 42, 43 and up and I wasn't in the mood for multiple hospital visits just for a costume slot.

HEH HEH. Reminds me of when I used to snipe hunt with my namesake Tanker in FF for my Crey Hunts. It was time consuming, but oh so satisfying. Also was revenge for Snipers for all of the squishies who fell to them. -

A few things (mostly PFF) have base defense - good against everything.
Min. 5% chance to miss.
To-Hit Debuffs
Damage Debuffs.
Etc.
And as that link above shows, it does smashing damage.

It's far from auto-hit. My Bot/Traps/Mace MM has tanked BAB and Citadel before the days of Bodyguard and Inventions. Otherwise they'd team my Bots to spare parts. Of course I've had to have Studies to survive the when they did hit me. Nowadays with Bodyguard it a lot easier. -

75% is the base chance to hit for every calculation. That 90% figure you mentioned is due to Transfusion's base 20% Accuracy Bonus. 75% * 1.2 = 90%. Don't apply the Accuracy Bonus before other modifiers. Just toss it mix with the other factors in the ToHit equation.
You can call if a power has an Accuracy bonus or penalty by looking at the power's Accuracy in the /info window. Accuracy of 1.0 means no bonus or penalty. 1.4 means a 40% Bonus. 0.8 means a -20% penalty. -

Instead of 3 months, make it one character, 3 levels. First character to hit level 4 unlocks AE for the entire account. After that, they can even take a brand new character into AE, if they want.
That way they've talked to a contact, done at least one door mission, and had experience with both choosing powers and placing slots.
Make it retroactive to EVERY existing account at the time they implement it. Sure, a few who haven't "qualified" yet will slip past, but that's better than a new player suddenly losing AE access that they had.
It doesn't restrict farming or powerleveling, all it does is give a brand new account a taste of the rest of the game.

I'm still kind of confused why heroes are launching the missile though. Unless it's assumed that we are launching an payload-less missle into the sea where it will only cause a small ecological disaster instead of the huge catastrophe it would cause if the villains launched it into Paragon City with its payload intact.

Oh that's easy. Dr. Aeon told me it's quantum inversion temporal displacement due to the rogue Pillar of Fire and Ice that the Midnight Club is using. It's tricky to tune those Pillars. They tend to be finicky. -

Two possible things about the double entries inthe /info on powers. First it might be flipsides of the same effect. For example a +End for your and a -End for the target of the power. You can tell them about by the colors of the numbers. The second possibilities is two effects with different condiational on them. For example Tanker / Shield Defense/Against All Odds has 2 Damage Buffs on it. The first is +10% DAMMax 1 Target. And +5.5% DAM Max 10. It a way the power is create in order to get a bigger buff out of one target instead of a higher value per target (say +6.5% per target, Max 10). That way you have a +15.5% Damage buff vs 1 target instead of +6.5%. -

It happens to me occasionally. But it's usally early enough that I can easily delete and recharge the character. But sometimes a character conception literally blurs the lines. I have a corrupter called Painomancer. Short story is that he's a mad science type of MD/indian Jones obsessed with pain as the be all-end all for everything. He goes looking for ancient medical knowledge, frees an elder-god with this scanning equipment. He get's blown up with his scanning equipment. Elder good rebuilds him with some of his equipment inside his head. Equipment energized his brain allowing control of pain in himself and other and empowering him to throw lightning bols. A Electic/Pain Dom Corrupter. So he's both Magic and Science at once.

I lucked out a few times with my first few toons and had invasions start right when I hit that mission. Made it VERY easy. Lots of equal level Rikti spawning all around you made the hunt quick. Side note: when are we getting those back again? I miss them.

The zombies happen every Halloween. The Rikti... whenever the devs feel like it. They don't do it too often, people get sick of aliens invading every five minutes.

True. But the Invasion weeks make it much easier to achieve the Badges to get teh Accolade. I think having Invasion Weeks a few times a year, is a happy medium. -
A backdoor way of doing it is to creating a new character(s) with the costume, height, etc. Do a short demorecord of the new characters to get the player model data. Then do the real demorecord with you characters. You can then cut and past the perfect character data into the real demorrecord and past over the imperfect characters.
And the good thing is that's it;s dirt cheap. Cost $0. -

You are just beginning you heroic career. You will be much more powerful as you level. Depending on your Archetype and/or Power you could be taking on 20 to 30 game critters at a time. In other world, you haven't see nothing yet. -

Oh and welcome to the game.
The best bit advice I can give is what people have already given. Create your character. Don't worry about mistakes or things you forgot. Virtually everything can be changed at somepoint or another.
Do the tutorial. Read every bit of dialog as it will give you the basics that the read of the game is built upon. And you'll be second level when you've finished.
And avoid the AE/Mission Architect for now. It's a nice change of pace from normal play. And it can be used as an alternate leveling path if you so inclined, but it's not how I recommend a new person to start the game with.
If really want to learn the game, go get your first contact and play through the missions you contact gives you. At some point, you'll be introduced to a new contact. Playing thorough that stuff as well. Also don't be afraid to steet sweep. That is fight any bad guys you met on the street. There is no penalty for being defeated until you are level 10.
And other can give better advice for advanceing once you hit level 5/6. There are a several paths you can take on your way up. And don't be shy about asking questions CoH/V has a great community, both on the forums and in game. And again Welcome to the game. -

Two snaps up!! That explains why I hate focusing on rewards. The ultimate goal of the rewards is to enhance your gameplay and make it more fun. To purposely not have fun so you can earn the reward and use it to purposely not have fun more efficiently is something I don't understand. I know some people will argue that point, but I've seen both sides. I've played MMOs for a very very long time and have played them for years with a focus on rewards. Over time, I realized that I wasn't playing and getting rewards, I was working and getting rewards. I decided that if I'm going to work, the only "reward" I want in return is money, and since I accomplish that with my job, I'd return gaming back to what it should be.... having fun.

I think I take a more health approach to rewards and play in general. I'll use my Ninja/Pain Dom MM as an example. I'm currently working to very specific build, and I work on rewards towards that buid. Currently I'm working on getting enough Inf or Merits to get the +DEF Pet Damage Proc to help protect my tissue paper Genin a little better. Pain Dom doesn't give much in the way of proactive defenses. The previous goal was getting my AoE and ST heals slotted with a Heal IO Set for End Cost reduction. Long battle would leave me drained of END even with Stamina. Now the character is nicely slotted with Doctored Wounds which means no more huffing and puffing after a Boss fight. And the icing on the cake is a nice set of IO Bonuses. Next goal is a a 5 piece a Shield Breaker for the +11 ACC IO Bonus. (She uses the Veteran Attacks a lot in lieu of the MM attcks.
And now for the now intellectual rewards. The end result character was created during the closed beta that Pain Domination came into being. The character was literally just random choices that I made from costume to Patron Power Pool. I took the Mako Patron Pool. The spirits sharks and the chum spray are just plain cool looking. And the Shark Skin aura's color complemented the character's costume. So a character concept began to gell around that throw-away test character. I just had to recreate that character on the live servers. Now I'm nearing my rewards as the character is just about level 41. That will the down payment of my hard earned reward.

She's stolen from the forces everyone from Nemesis, the Circle of Thorns, and to Arachnos. She's even stolen from her dear sister, but that's another story (and character). -
I'd have to do with Castle's interpreatations of Praetorians And I created a Praetorian version of my namesake tanker - Lord Fuzun. Fuzun is a gentle, almost pacifist hero. Lord Fuzun is uncaring, arrogant viewing everyone and everything as playthings. As to some of my other chracters (giving it all of a minute of throught).
Lustrious : Notorious (Peacebringer)
Lustrious is short for Illustrious. Her temperment is very close to Ms Justice. So the Praetorian version would be very close to Domintrix.
Dark Matt R : Devoid (Warshade)
Dark matter is invisible but ever always making its presence known (Justice). Devoid...of any light, caring, or compassion.
Nyteshade : Nyteshade
Names for murdered parent. Just different sets of driving motivation. -
