Crey's Folly is the best place to find them.

Try Eden...
Lowest level are in Crey's Folley, up on the catwalks to your left as you enter the zone.
But if you're doing it for the level 40 costume slot, Eden is closer. Once you enter, hang a right and down a couple of blocks.
Teams are the number one killer of soloists.
Alternatively, you can get started on a Nemesis arc. I know there is at least one available in your level range. The Nemis you kill in those missions (not counting Automatons) give credit toward your Band Geek quota.
Otherwise, why not hunt them in PI? Surely you can find plenty in your level range (say 40-42 or 43). Not only would they fulfill your quota, but you would also get XP and potential loot from them as well.
Oh, just remembered, you can also find plenty Nemesis of a wide range of levels in the Rikti War Zone.
There's also Nemis in FF. They may not be as numerous as Crey tards, but they are there. I know there's one particular Nemesis Sniper between the Vanguard base and the Hospital that I like blowing away whenever I see him.
The mission to unlock the Natural store contact in Founders contains Nemesis as well, but I think it's only available up to level 40 ( I have used it at level 40 for the costume mission).
Radio missions would be an option as well.

I managed to get another scrapper to 50 without ever doing more in Eden beyond exploring. I forgot there were Nemesis there!

I actually went looking for that sniper but all I spotted was Crey sharpshooters.
Somehow this is the second alt I've gotten to 40 with SJ, which isn't the createst for cruising rooftops. Too bouncy! ;P
I also went to PI but most of the ones I saw there were 42, 43 and up and I wasn't in the mood for multiple hospital visits just for a costume slot. 
However I admit I was too impatient to cherry pick the ones I could handle.

If this was on a scrapper as one of your many posts in this thread indicated, +2 and +3 Nemis should have been child's play for you.
I remember my last couple of characters who did that mission were my Fire/Energy Blaster and my Ice/Rad Controller, both squishies compared to most any scrapper. Both had a fairly easy time and got some good loot street hunting in PI. Several of the spawns they took on included both a Warhulk and a Fake Nemi. If those two could handle it...

HEH HEH. Reminds me of when I used to snipe hunt with my namesake Tanker in FF for my Crey Hunts. It was time consuming, but oh so satisfying. Also was revenge for Snipers for all of the squishies who fell to them.
Grab one of the many Nemesis missions available, indoor defeats count for that hunt.
Maxwell Christopher is the best bet, though Serpent Drummer has plenty of Nems as well.

I've working on my fourth costume slot and I need to find low level Nems on heroside - are there any in FF? Or only PI? My Vidiot Map doesn't show any in FF but I sometimes have trouble reading those notations, I might be missing it...
