Looking for basic info on power stats

Check out ParagonWiki for what things like 'Magnitude' mean, and loads of other questions like that. Check out the Real Numbers ('Detailed Info', etc) in game for the actual numbers + things like DPA/DPCC.

Other things worth checking out are Mids' Hero Designer and City of Data.
Mids' can give you a good display of damage, and can compare damage between powers and between powersets, as well as being an excellent hero planner. And except for the cases where a power is forced to use an expression to calculate an effect (eg: Super Reflexes' auto powers giving damage resistance as your health goes down), City of Data's power quantification will tell you all of the details of each power, even the stff that doesn't show up in the game's detailed info.

Two possible things about the double entries inthe /info on powers. First it might be flipsides of the same effect. For example a +End for your and a -End for the target of the power. You can tell them about by the colors of the numbers. The second possibilities is two effects with different condiational on them. For example Tanker / Shield Defense/Against All Odds has 2 Damage Buffs on it. The first is +10% DAMMax 1 Target. And +5.5% DAM Max 10. It a way the power is create in order to get a bigger buff out of one target instead of a higher value per target (say +6.5% per target, Max 10). That way you have a +15.5% Damage buff vs 1 target instead of +6.5%.
