Is this because I'm already too high level for his missions? I've noticed before that if I level up too much and don't contact Calvin Scott right away I can't access the missions in Nova Praetoria anymore since he's already recommending I go to Imperial City.
Is this intended? It feels like I'm missing out on a big part of the story of Praetoria by not being able to do these earlier missions. Levelling up has become a scary thing for me just for this reason.
I mean sure, I've already done his missions on a different character so I know what's supposed to happen, but that's no excuse for other players who might not be aware of the fact that they missed out on a lot of cool stuff.
And I'm not even going to mention the rate at which you level when teaming with other players, which is the main reason I'm already level 11. If teaming with others is a no-go because you won't be able to do your own missions then...
It just seems broken to me, perhaps unintended even. Maybe someone could shed some light on this.
Just click on Options then scroll down the first tab that appears in the pop up window. There's a long list of things you can turn on and off. Look for earn xp and set it to disable. Then when you are done enjoying the story you can turn xp back on. -

Again you are wrong. Praetoria is the only part of the game that has morality missions that must be soloed. Therefore the tutorial is the perfect place to introduce players to those types of missions. Morality missions are at the core of what Praetoria is all about. Do not presume to speak for everyone that plays MMO's. They do not all blindly assume that teaming is a part of the design. I know I never have. Over the years I have learned that a significant portion of every MMO's player base prefer to solo. The devs are kind of screwed when it comes to disseminating information. If they don't say anything they get accused of not caring, and when they do drop hints, it's too early and people imagine and speculate what we'll get then are disappointed when the reality doesn't live up to what they fantasized we'd be getting. Furthermore the devs still get accused of not caring because some group didn't get their pet desires fulfilled.

Why can't Assault Rifle get any love ?
First no color and now no new animation !
Why can't we get a choice of types of shot fx ? Not all supes with guns use bullets ! Why can't we get a choice of bullet fx or laser fx or plasma fx ? And what about a sound option for ARs ? I could live with the fx but at least give us the option for a laser/energy type weapon sound. Nothing is worse than trying to get into your sci-fi/hi-tech/ advanced toon than always having to hear BOOM BOOM BOOM going off.
Or why can't say an energy blaster be able to pick a gun model instead of it coming from his body as a short term fix ?
Why are we punished for wanting a base ?
So since the super leader option alot of people are afraid to invite new people and have started kicking people from SGs in these troubled economic times in case they have to miss a month or 2 and live in fear of a coup of a group they have built up over the years.
Smaller groups mean a lot less prestige [ and those poor souls who really want a small batman-esque type batcave/SG ] so it will take FOREVER to build anything at the current prices. The sick bay tel. addition needs a BAZILLION HPs to be able to acquire for only a small gain .
Base Teleporters..... So we scrimp and save and spend all our influence to buy prestige to build a second teleporter room [ becasue for some reason teleporters can't support 4 beacons ] BUT if you have to move your base around to accomodate the new room and you have to delete your current teleport room you have to sell your teleporters because YOU CAN"T set them anywhere temporarily outside a teleport room forcing you to spend more money to build the teleporters again. WHY can't we set room specific items in other rooms,making them nonfunctional of course? That alone would allow many more options for base decorating.
Why only straw and bloody medical beds ? It just goes on and on.
And why still only Tech and Arcane ? There are hundreds and thousands of terrain,interiors,set pieces in the game and we only get 2 sets ? Why ? Does it really break the game if I use the Liongbow base items in my base so it doesn't look new when I go into Longbow bases in a mission ? -

But that is requested a lot as blaster secondary, in suggestions theme you can find threads about it, and also in the threads about proliferation.
People asking for some kind of combat manipulation set, mixing some attacks from martial arts or even ninjitsu. I think it would be awesome for dual pistols, archery, riffle and fills the lack of blaster secondaries for human characters concepts.
Blasters need more secondaries, 10 primaries vs 6 secondaries seems a bit unbalanced for me but thats another matter.
So it's not ironic it's just that it's discussed in places I don't participate in. So I can believe Tyger and others may not have heard of it either. -

I would love to add it to my SG/channel keybinds so that everyone knows exactly what side I am playing.
It's also possible they felt it wasn't needed because there are no SG's in Praetoria at this time, and because Loyalists and Resistance members aren't restricted from teaming with each other. It also means that if players do form groups for RP reasons they won't automatically know if they have a traitor in their midsts.
Then there's also the possibility that it was simply something that fell thru the cracks and was overlooked because they had so many other things to get done in time for the launch of GR. -

And the lockout on the AE has prevented them from using the AE to create farms they can exploit. -

GR is explicitly an expansion, and has an appropriate level of content.
CoV *could* be used as an expansion of CoH, but it was also playable as a stand-alone game, which is what many of us did with it before they 'merged' the two.

That would be because in Praetoria your faction is a secret. People that go around announcing they belong to the Resistance get taken away by the police. So everyone claims to be a Loyalist.

As others have pointed out nothing is broken, and it's all working as intended.
The reason the mission in the tutorial is a solo morality mission is because that is what GR is about. Making choices that affect your character and determine if he will be good or evil. It would be stupid to put that in the game and not show people what to expect in the tutorial.
Experienced players that go on morality missions outside of Praetoria aren't required to solo morality missions because they already chose a faction when they created their characters and if they decide to switch sides they only have one way to go. Also outside of Praetoria changing factions takes a lot longer. In Praetoria a character can choose to be a Loyalist in the tutorial and then when he gets his next morality mission he can switch over to the Resistance or vice versa. -
