You're talking about the home perming kit, right?

No, but a terrorized enemy can periodically act without any intervention. On the other hand, fear is not broken by healing, unlike sleep, and no matter how much damage is being thrown at a terrorized enemy, it cannot act more frequently than once per 5s.

    DoT and Procs

Rain-type powers and toggle powers will check the proc every 10s. Other attacks will check the proc at activation (so if you've got a power you use more than once every 10s, it will proc more often than a toggle).

Currently, rain-type and toggle powers will trigger the Interface Incarnate power procs at every pulse (so, depending on the power, as often as 5 times a second), which makes the Radial Interface's damage proc exceptionally powerful.

No. The streakbreaker tracks your lowest tohit value among your misses, and uses that number to determine how many misses you're allowed to have. Barring bugs, it is impossible for a player to miss more than 100 times in a row.

That's not new. That's called Fear.

Didn't one of the patches to I20 prevent you from using acids on destroyed doors and prevent you from using a grenade on a pacified Marauder? Okay, you could lose a grenade if activated at the exact same time, the same way you could stack Vengeance if activated at the exact same time, but I'd rather take the risk of people being on the ball to the risk of unpredictable internet failure.

I think it's rather silly to pile all the grenades on one player. What happens if they d/c? You've just lost your entire supply of grenades.

True, someone may forget to use a grenade if they have one when everybody keeps theirs, but letting Marauder be enraged 50% of the time is much better than 100% of the time, I think. (Of course, on a Master run you want to make sure none of the grenades are used, so however you want to handle it is fine.)

Your insistence that people make a full league before starting or stfu is just as annoying as people who will kick adds.

Considering the "see no evil, hear no evil, speak no evil[, do no evil]" proverb has origins in the Warring States period of China (475-221 BC), if not earlier, I'm pretty sure there's no copyright on it. Even the depiction of the monkeys Mizaru, Kikazaru, Iwazaru, and Shizaru comes from at least 17th century Japan.

Just because you're finished with it, does not mean that everyone else is. Others may feel there's still discussion or clarification to be made. Or someone may come to the search tool later with the same question/information/suggestion as you, find your thread, and learn what they needed without having to start the same threads again.

A thread is like a conversation in a room in real life. You might start the conversation, but it belongs to everyone who participates.

And that's after 2 days of running villain tips, so why do I only have the one villain merit reward I got when I switched alignments.
The first time you run the morality mission, you get 50 Reward Merits. When you reaffirm your alignment (run a morality mission after having already done it for villain/hero), then you get 1 Villain Merit.
