Hurricane (L20): Repel (much slower than KB); chance of short distance KB; effects come in pulses, allowing quick enemies to get by; and radial rather than cone; while it's a useful positioning tool, it's better in conjunction with Gale than without
Thunder Clap (L28): No KB
Tornado (L35): Good KB, but entirely unpredictable considering the pet moves wherever it wants, knocking enemies wherever it wants. Great if you want chaos, not so great for positioning
Lightning Storm (L38): Good KB, and directional like Gale. But it can only knock one target at a time (technically up to 5, but they'd have to stand really close together), and the position it knocks from is locked for the entire duration of the pet
There isn't a single power in the set that invalidates Gale's usefulness. -

RA has 40% the uptime of ST/TB
ST/TB has 30% the effect of RA. And it can't move.
Oh, and the corverage area difference is 15ft radius. That's... abit more than two full steps in-game in a single direction. And the effect requires Line-Of-Sight the entire time, so it's blocked by walls. And pillars... -

the simplest way is to open your powers window (click "Powers" at the top of your tray), and then click "Combat Attributes" at the top of that window.
You can display a number of attributes constantly if you right click on an attribute and select "Monitor". -
I wish it was considerable...
I mean, sure, Spirit Tree/Triage Beacon is better than a poke in the eye with a sharp stick. Hell, it's better regen than most individual characters can give themselves outside of Rest. But it's not really that great for an immobile regen buff. I'd even be satisfied if they increased it by 100% (from 150% to 250%), then at least it would be about equal to Regen Aura's unehnaced buff after you slotted it. -

I don't have a single high-level character which doesn't continue to use both of their level 1 powers. And as I said, there isn't a single T1 secondary power which I wouldn't find useful (though there are many that I don't use simply for the reason that I don't have that many characters). -

Amusingly, all of the above pets have no target cap for their "Avoid" power, so if you've got 17 critters in the area, 1 of them will run out despite not being damaged. [Rain of Arrows] also summons a second pet which doesn't have a target cap, but that second pet is named "RainofArrows Visual", and doesn't really do anything.
With regard to the Thugs Arsonist. The Arsonist's Fire Bomb power (granted by Upgrade Equipment) summons a pet named "Burn" with a max target count of 5 for the damage, and no target cap for the avoid, just like all of the above powers.
However.
All of the above powers come from pets, and the power that summons the pet only summons one instance of the pet, so there's no need to place a target cap on the summon power - the summon doesn't care about targets, it just summons a single pet.
The Arsonist's Fire Bomb power (which summons the Burn pet) will create one Burn for each target within Fire Bomb's area. Fire Bomb has no target cap, either, so the Arsonist is capable of summoning an unlimited number of Burn pets at once. And each Burn pet could damage 5 targets at once.
Note: the Arsonist's Fire Bomb power is his only power which acts this way. All of his other powers have proper target caps. -

Also, I can't come up with a single T1 secondary power that I would consider a bad power pick. I know some might disagree with things like Punch or Gale, but I honestly can't think of a single T1 secondary I don't find useful.

If your computer has to restart, then you've got an issue bigger than restarting your mission. If the updater wants to verify files, you can always skip the updater.

Also, the screenshots provided don't show such a dramatic difference in cape motion to make me think there's any difference at all.
Also also, I believe cape motion is partially dependent on the shape of the cape model, which varies between long cape, short cape, shoulder cape, valkyrie cape, magic cape, etc. -

All parts of beta testing - including Friends & Family - is done on the Test server. If it's not on Test, it's not in any stage of beta yet.

Actually, I believe the instance is preserved for a little while after you're gone. If you can log back in and get inside the mission fast enough, the progress should not reset.
