That sounds like a .NET 2.0 exception, which the NCSoftLauncher uses.
Follow the instructions in this thread so we have more to go on about your system in general.
So did you downloaded the NCSoft Launcher from NCSoft support, did you download the game's installer from the CoH website/your NCSoft game account? Did the NCSoft Launcher seem to install properly? Are you sure they aren't any extra copies hung in the background? Did support take you through this link? -

Great then, since you hadn't replied again I was afraid that you didn't bother to check back, since you sounded disappointed, and simply moved onto investigating the next F2P MMO that caught your eye.
If you hadn't used it for some other purpose, every character has an alternate build that you can switch to at trainers and can use that for an SO only build. This way you can still play with the existing character without needing to respec out of the nonfunctioning IOs if the cost of the license ($2 a month) or you don't have enough Paragon Rewards to unlock them permanently. -
Also ST:O, DDO and lots of other F2P/Hybrid MMOs.

Let's take another war novel, lets say The Red Badge of Courage and try to determine how the society and government it's set in is structured. Of course that's silly because we all know what society was like back then. But how about a reader who isn't familar with American history at all? Or democracy? Or they are from a very strict caste society? To them the US Civil War and it's government and social norms would be as different as a fictional government and civil order in a Sci-Fi novel.
Just because an author doesn't include it in black and white on the page for the reader doesn't mean the author didn't have it worked out. I'm pretty sure Tolkien didn't make up the LotR trilogy on the fly. Information that wasn't shared publicly until years later.
This is like the Korra thread where people want explicit info on how the big bads learned a forbidden technique that we saw once in the prequel set 70 years prior. Why do people need to be spoon fed every little bit of trivia of a fantasy/sci-fi universe before they can accept it?
There is nothing we can say other that pointing to the author's own words that federal service in the novel is more than just the military. You are steadfast in your position, taking the side that the author didn't know what he was writing about. Nothing we can say will change your mind, nothing you can say will change ours. -

Just because the author of that article can construct an argument it's military only doesn't negate Heinlein saying otherwise. Of the two, I'll tend to believe the author of the actual novel and not someone who tries to show the author didn't know what he was writing about.
I mean that's kind of messed up if you ask me. -
What it would do is smooth out the game's frame rate if it's being affected by the need to move chunks of memory on and off the hard drive. This is more of a problem in zones or outside missions since most inside missions don't really reference a lot of memory (you don't have an entire zone to render, the game only has to reserve memory for teammates than every random player you run across in a zone as well as usually one or two critter groups in mission versus all the ones in a zone, etc). More memory can also improve zoning times.
In your current circumstance I would make sure that when you play the game, that you aren't running any other programs like the browser, the NCSoft Launcher, Steam, "helpful" utilities that stick an icon in the notification area (little icons on the right side of the task bar), etc. in the background. Maximize your physical memory before running the game. The OS will swap out memory being used by services that are simply waiting around for something to happen or the memory chunk that's being used for a disk cache.
Think of an Operating System (OS) like a person at a daycare center makes sure that every toddler who wants to play with a new toy gets a chance and make sure nobody hogs it. Programs believe they have exclusive access to all the hardware resources in your computer including run time on a core, memory, the display,hard drive use, etc. The OS's job to insure that those resources are shared fairly and in a way that maintains the illusion of exclusiveness to the program. This usually works because all the software running isn't trying to use the same set of resources at the exact same time. -
No, as per that article it's 2GB per process (not processor, process is another way to say program) due to the magic of virtual memory but the limit of physical system memory is still 4GB in 32-bit XP.
The 3GB figure is geared more toward database software and systems without memory address hogging video cards and requires the program to be "built" to detect that extra GB of space.
Simplified background info. In Windows every program thinks it can use up to 2GB of memory. The computer doesn't need to have 2GB of actual physical memory for every program running because if it runs out of actual memory it will move a chunk what's in memory that hadn't been looked at "recently" to the hard drive and assign the newly available chunk to the program that needed more memory. The chunk could even come from memory the program was already using, just not recently.
As for physical memory limits, 32-bits is used to address 4GB of memory space. But all of it can't be used by programs because some of those addresses are used by devices in your computer like the hard drive controller and the video card (which can use a very large amount). Also the computer's BIOS takes some of those addresses. Once you subtract all those reserved addresses for devices and the like, a PC running 32-bit windows with 4GB of physical memory will only have around 3GB left for use by programs.

I think your biggest problem, that you can control with cost, is free disk space. Windows does do well with memory hungry programs when coupled with I'm guessing, a very fragmented swap file. Archieve some stuff to CD or DVD, free up around 100-150 gigabytes (a utility like CCleaner is useful in removing cumulative cruft of log and temp files) and defrag your hard drive (I like Auslogics Disk Defrag, faster than defrag in Windows 7). Then reboot and defrag it again. Then reboot one more time. Hopefully the page file will be relatively in one block by then.
The problem I think you are having is due to having only 2GB of memory that the page file is being used a lot as well as other dynamic loading of assets while playing and nothing kills consistent performance like needing to thrash the hard drive. So don't run chrome or any browser while running the game because more memory available to the game, the less it will need to shuffle it to the swap file.
As for hardware wise, yes the x600 SE is a extremely old video card based on the same GPU family as the ATI 9xxx line. It's purely a Dx9 fixed pipeline design so lots of custom shaders running will wipe out performance. Depth of Field and Bloom will impact frame rate noticeably. My recomendation, assuming you are willing to put in the time, is to find someplace to park your character safely (so it should come under attack while tweaking the graphic setting) with a good view of the zone, move the graphics setting slider all the way to the left and then turn on the advance options so you can do some tuning. To display the game's frame rate you type into the chat bar /showfps 1. This will display the frame rate along the top right area of the screen. With that and the graphics options up you can make adjustments one at a time and see how they impact performance. Depth of Field, Bloom, Water Shader and general Shader settings will likely have the most impact to frame rate. If frame rate is still poor than you may have to reduce the World Details setting which will reduce the distance that fix objects will be rendered.
Personally I wouldn't put any money into a system that old. Not when something like this (A8-3820 based) is available at places like Staples and Office Depot in the $500-600 price range. I set one up a few weeks ago for a friend and it gets 30-40 fps at minimum ultramode settings at 1440x810 in a window (they had a 1600x900 monitor but that resolution is too high for min UM but does 60FPS at full screen with UM off). I'm not a fan of prebuilt store PCs but for a gamer on a tight budget, the AMD A8 with it's rather substantial integrated GPU is a lot better than an Intel Sandy or Ivy Bridge machine with those chips integrated GPU. -
My take is once something is known to be possible, it's a lot easier to "discover" it the 2nd time. This is true in a lot of professions so I can accept that premise.
Yakone may have been a very skilled water bender to begin with when he first heard about bloodbending and decides to research this knowing if he did attain that ability he could eventually take over the gangs.
The moon limitation may simply allowed "ordinary" skilled waterbenders to do it as well but a gifted waterbender has enough skill to do it regardless of the moon. Katara learned the skill quickly enough and if it didn't repulse her, she could have develop the skill to do it anytime. -

Speaking for myself, I've never had the game run out of memory. It pretty much sticks to 1.5GB for hours of play. Sorry I can't be of any help.
Also, it's daylight in the US, don't expect a lot of people to see and comment until later in the day.
Lastly follow Hyper's guide here to provide us with more info about your setup and game settings. It's cuts down the need to play 20 questions. -
Yes you can still pay monthly and it does unlock a lot of additional content and stuff but there still are power and costume sets that are only available if you buy them. The monthly subscription does come with 400 Paragon Points so if you budget you can unlock those sets for "free".

Power Sets so far has always been sold separately. As for "weapons", which are simply skins for a power set weapon, so far only Titan Weapons power set has an optional weapons pack with more skins. Also some costume sets include weapon skins, like the Retro SciFi set with both pistol and riffle skins, for existing power sets and they can be bought individually or bundled with the particular costume set. They don't have an all weapons bundle.

Well if it does go splot I think it'll be the first time the US "nuked" another planet. The rover's RTG uses about 5 Kg of Plutonium-238.
Maybe it'll give us an excuse to invade. -

As the the world turning "modern", well the original series introduced the notion of benders abilities being used to "power" equipment and the Fire Nation did embrace steam power. Under Zuko's peaceful reign and Aang keeping the peace, massive innovation could be possible once a practical compact engine was developed.
The universe hasn't diverged too much from the original series if you take into account the 70 year time skip. Consider the time skip from the US Civil War to the mid 1920s or Japan's modernization during the same period if you have problems going from an agrarian to industrialized society in such a short period of time. Also we don't know how much of the technology has spread beyond this new city of the future.
As for the show I thought it was enjoyable. I think it's target is a bit older than the original, more older teen romance (17-19) than younger (13-15 in the original). -
Yep, big *** atomic powered (okay RTG) rover. No more dusty solar panels shortening missions. Of course the whole skyhook landing method thing is bizarre. I understand trying not to contaminate the landing site but it's a rover, drive for a bit before sampling. As for the dust, how did Viking land again and avoid this problem? Couldn't they have enclosed the rover in the landing device and jettison the shell (or simply open a door/ramp) after a few hours? Again, no solar panels.
As for killing off potential life, nobody cared about crushing them with a ballistic bouncing balloon method.

Well they could still be divorced, it's just that they don't hate each other with reckless abandon. It looks more like daughter, being accompanied by mother simply runs into Neeson in Istambul and they are staying at the same hotel or his client is (assuming he's still in the protection gig) and the ex and daughter become added targets.

This was back after Issue 2, you know when debt started at Level 5, we could have 10 bars worth, they just introduced The Hollows and sent all level 5s there to run missions clear across the zone of large +5 or higher mobs. Good times ... good times.
