You wont' have to, however depending on whether or not you took conserve power, you might want to, as its going to be the same as energize in electric armor, which means it is a new major component of EA's overall defenses

All of the lore pets offer the following combos:
Core Branch: Boss Pet + LT pet, either combat LT or support only LT (no attacks)
Radial Branch: LT class attacker pet + LT class support pet w/attacks
The final pet options at the tier 4 level are:
1) Boss + LT combat pets, 15 min recharge, 5 minute duration. Basically same as Core branch but with damage boost
2) Boss + LT support pet, support has no attacks but cannot be attacked. 10 minute recharge with a 3.33 minute duration for boss and 5 minute duration on support.
All the lower tier pets have the same 15 minute recharge, 5 minute duration as the tier 4 combat pets. The lower recharge on the tier 4 support is supposed to give you more uptime on your support pet (50% uptime) with the same uptime on the boss pet as all the other options (33%).
The support pets generally have a heal of some kind and a buff of some kind, varies from pet to pet. There are some awesome support options (for example, the vanguard support pet gets twilight grasp and the storm elemental support pet gets hurricane) so while I would normally agree with Auroxis that an ill/emp controller probably wants mostly damage, you might want to check out the Boss + LT (support) combo. You definitely want to go with the Core path for the Boss pet though, they are extremely tough and do great damage.
You can examine the pet powers through the incarnate crafting interface without crafting them ahead of time. Just open the incarnate window, select the create tab, go down to the lore list, open up the pet you want to examine and right click on each power for that pet - the detailed info will have stats on the pets and thier powers. You also check out how all the pets look at the tailor - in the powers customization section all pets are included under the lore tab. -
You have gotten pretty good advice on plant/* so far - the three secondaries suggested already are all going to be great with plant, so I will focus on electric control.
Electric control relies on its AoE sleep patch for initial control and conductive aura's end drain as the followup control, with some extra control added via chain knockdown and confuse. A lot like ice control, with arctic air, you are going to need to be in melee/close range to drain end, so secondaries with good melee damage, pbaoe damage and some way to supplement the end drain are going to be beneficial. So, the most synergistic secondaries are likely to be psionic assault, ice assault and earth assault.
Psionic assault gives you drain psyche, which will not only boost your end and healing but will floor your targets end recovery, making your end drain very effective. It also has the best pbaoe damage power in the game, psychic shockwave, and 2 fairly good melee attacks. The drawbacks to psi assault is that the pbae comes very late, so you will have to rely on psychic scream for AE damage until L38, and cones don't mesh as well with with conductive aura. Finally, the second melee attack, TK Thrust, has a lot of KB and will tend to knock things out of your end drain aura.
Ice assault is a nice middle of the road set for electric control. It offers good melee damage (ice sword + ice slash) and you get a decent pbaoe attack (ice sword circle) quite early on. You also get power boost, which will boost your end drain considerably while its up. The only real drawbacks is that icy assault really IS middle of the road - it doesn't really excel at anything.
Earth assault is very melee focused. It is pretty much the single target damage king of dominator secondaries and offers probably the best damage + control power you can get: Seismic smash, with a mag 3 hold (mag 6 with domination). It also offers power boost to help with end drain. Its area damage is pretty sad though, tremor is basically the worst pbaoe attack that dom's get and fissure is ok, but not great. You can supplement the AE damage with mud pots but it has a very small radius (8') and will wake up mobs in the sleep patch. -

The reason for this is because the primary difference between the T3/T4 alpha's is how much of it ignores ED - the actual enhancement value provided is the same depending on which one you crafted. Most folks do not ED cap end reduction in their powers, so they tend to get the full benefit of the T3 cardiac. However, most folks DO ED cap their damage - so they get a lot less benefit from the T3 musculature. Getting a T3 is easy - getting a T4 takes a serious time investment, whether you are crafting it with shards + notices or threads + trial drops.
So, if you want to eventually kit yourself out with the T4 musculature + Ageless, I would suggest starting with a T3 cardiac - its easier to get than you would think as the cardiac uses a lot of Gra'i matter, which you can buy with Vanguard merits (one good Rikti ship raid and you will have enough for 2-4 Gra'i matter). I generally suggest running one ITF or LGTF which should give you 1 of the components you need for the cadiac common + enough shards for the second, the third is a gra'i matter. Then you can either switch to trials and build the uncommon with threads or continue with TF's. The rare is easy - 1 weekly strike force for the notice and then 8 shards.
That should take care of your endurance woes and give you a nice range boost (for cardiac core) or damage resistance boost (cardiac radial). Then you can get into the serious work of opening up your other 4 incarnate slots. -
That might be it - I do run with domination on auto-fire and rely on memory to fire off hasten, however I never noticed the problem before, so either its worse than it used to be, or it is something else. It doesn't help that a lot of cut scenes or other things throw the client off and make powers look like they are recharged when they aren't. I will have to keep an eye on the recharge status of domination after zoning.

The dom drop was almost always within the first 10-20 seconds of the mission as well. -
I haven't been following Redlynne's builds that closely but it sounds like we have similar goals for our Soldiers, so I thought I would add in the 4 different builds I have developed for my 2 SoA's over a lot of playing, rebuilding, etc, so folks would have some more examples of what you can do. I am only going to post the data chunks to save on space. One thing to note is that I have no purples in any of my builds - the most expensive things are LoTG +recharges and the miracle/numina unique's, most of which I bought with merits. Both characters are incarnate, although the crab only has her alpha slot open and populated.
I have one dedicated crab, Midnight Carnage, who has 2 builds. A gun crab (Huntsman like but with crab powers instead of bane) and a melee/pet crab. MC is currently using the cardiac alpha for end reuduction and range - I am working on the cardiac core paragon for the end reduction, range and resistance boost.
First the melee/pet build: its at 44.7%/46.8%/44.7% def to melee/ranged/AoE, 50% S/L resists and about 40% to everything else and has 80% global recharge. I only went with the 2 pets the crab gets - didn't have the room to take 2 extra powers from a patron pool to get the third pet.
Code:The gun crab is basically a huntsman build, taking only suppression from the crab tree for the extra AoE, as well as picking up bile spray to capitalize on the toxic debuff in venom grenade. This build is shy on AoE def (only 35%) but at the cap for both melee and ranged and has about the same resistance as the melee crab and has 87.5% global recharge. His first build is a more classic huntsman build, although I skipped frag grenade and rely on bile spray + arctic breath for my extra AoE. He has 44.8%/48.3%/40.4% def to melee/ranged/AoE and 102.5% global recharge.

Has anyone else noticed that domination is dropping at strange moments in the last week or two? On two different dominators, my earth/fire and plant/fire, while running the STF I keep having domination drop shortly into the start of several of the missions, even though I not only have more than enough global recharge to keep domination perma with hasten up, in several cases I have had enough to keep it up without hasten due to external buffs (quick reflexes from secondary mutation or one of the recharge buffs from the magic card power)
In every case domination has dropped almost seconds after entering a misison - so something appears to be getting screwed up in my domination timer on zoning in.
For reference my plant/fire has 107.5% global recharge without hasten and my earth/fire has slightly over 100% (103%-107%, don't remember exact number). -
Thanks Zwillinger (and Zombie Man) - I thought that might be the case but dislike making assumptions.

For example:
- If you renew or start a regular game (non-Trial) account on July 1st, you will receive 400 Paragon Points for the month of July.
- If you renew or start a regular game (non-Trial) account on July 31st, you will receive 400 Paragon Points for the month of July..
- If your Subscription ends on July 2nd, and you choose to NOT reactivate your subscription, you will receive 400 Paragon Points for the month of July when City of Heroes: Freedom launches.
- For the months following, as long as you have an active account during that “month” (i.e. August, September, etc), your account will be credited with 400 Paragon Points for each month leading up to City of Heroes Freedom Launch.
I guess the thing throwing me off here is the phrase "active billing day" as I am only billed once every 6 months.
EDIT: Looking at this more closely, it looks like the last point would apply in the case I mentioned above (For the months following, as long as you have an active account during that “month” (i.e. August, September, etc), your account will be credited with 400 Paragon Points for each month leading up to City of Heroes Freedom Launch), however all the references to having an "active billing day" in July are again, making it look like I actually have to be billed during the month of july to kick this off. -

The way the intro pages talked about changing the veteran rewards make me wonder if they might make them selectable now through the VIP system - so those who don't have 5,6 or 7 years but want to stay VIP can get some of the later rewards. Certainly somethign to ask about if they have any live/streamed Q&A's. -
The extra slot in quicksand is way overkill as you are going to run up against the run speed cap (-90%) vs even level mobs with just the base value, so you really only need to slot it to cover higher level mobs and even one L50 slow IO should be good enough. I would move that spare slot back to embrace of fire - you want that up as much as possible as it is pretty much the best damage boosting power dom's get, especially since it works for fireball and RoF as well as your secondary attacks.
Otherwise I don't see any other obvious changes. -

Some questions I have:
1. Is Mag -4 enough knockback protection?
2. I was very much on the fence between Stone Cages and Incinerate. Did I make the right decision with Stone Cages? If I took Incinerate, I would have 6-slotted it with Mako's Bite. Does Stone Cages get enough utility when I can use Quicksand? Is Incinerate useful along with my plentiful ranged and aoe attacks?
3. Is it worth it to have the Achille's Heel -Res proc in Earthquake, or would I be better off placing that slot in a power like Consume or Hasten?
4. Is the chance for End in Stamina worth it, or would I be better off using that slot for Consume or Hasten?
5. Will I regret having the knockback proc in stalagmites?
2. You use stone cages with stalagmites to keep mobs from wandering around. It is also VERY usefull in the BAF to stop the escaping prisoners - while you can only catch the minions in it, that lets you remove them from play and then focus your single target attacks on the LT's, then go back and finish the minions off with your AE's. Your global + slotted recharge is probably good enough to have a solid attack chain with flares + fire blast + blaze, so incinerate is only good if you want the set bonuses.
3. The achilles heel -res proc is very nice, I have it in earthquake AND in sleet on my earth/fire/ice dom - however consume is seriously underslotted - it could really use some accuracy if you expect it to hit anything in trials against +4 opponents, so moving the extra slot there so you can put some ACC wouldn't hurt. There is a very real chance of being tight on end in this build as you are not perma-dom, so you can't count on a refill every 80-90 seconds, so it wouldn't hurt to have consume be fairly reliable.
4. The perf shifter proc in stamina is VERY worth it - keep stamina exactly as you have it. On the average the proc is likely to give you more end over time than a L50 common IO in stamina, so if you feel the need to pull a slot from stamina, pull one of the end red IO's and leave the proc.
5. You may indeed regret the KB proc in stalagmites - its a lot of KB and likely to send things flying all over the place. I have never used it in a power like stalagmites, so I can't say how disruptive it will be for sure though.
The only overall comments i have is that you might find the cardiac alpha a better choice than the musculature. Since your damage powers are all pretty much ED capped you are going to have to craft the full very rare musculature core paragon to get much out of it and even then you are going to lose part of the damage boost. However, you don't have many powers at the ED cap for end and some powers are not very well slotted for end at all (fireball for example), so you would pretty much get the full benefit from the 45% end reduction the rare cardiac total core revamp gives you. Plus, the range boost is really really nice.
Its about 3-4 times as hard to craft a very rare incarnate power is it is to craft a rare one (since you have to craft 2 rares and add in a bunch of other stuff) and the rare is about 75% as effective as a very rare. -

Not a big deal, but I'm mentioning it in case any of you awesome Mids team folks stumble in here.
In help chat someone mentioned that one (or more) of the attacks always have the debuff, while the others only have it under siphon. Grain of salt that one, as it could be inaccurate.
Interestingly, mids shows Burst to have twice the debuff (11.3% vs. 5.63%) of the other attacks and the torrent (according to mids) carries no debuff at all.
Ah, there I found it. The mouse over description of the KM set declares that "All attacks in this set reduce the damage ...." So it sounds like you are probably correct.
A lot of the confusion comes from the real numbers display in game - all the attacks (other than RT) show the following info (example taken from the scrapper powers - brute/stalker/tank powers will have different debuff values but are otherwise the same):

Because the debuff info comes right after the power siphon effect listing, everyone assumes that it means that the debuff is only active when power siphon is active. But its just an oddity of the display - if the debuff only worked when power siphon was up the info on it would be included under the dropdown + for the power siphon effect (which lists the damage boost if you click on it in game. -
My plant/fire/fire dom has lots to do in all phases of the BAF. During the escape phase between roots, carrion creepers and her pet she has a ton of slow/immobs to use on the minions as well as lots of AE to help finish them off (fireball + RoF + fire breath) and then she can hit the LT's with her single target attacks, which are pretty hard hitting.
During the other phases she can help cut down on adds with seeds of confusion + AE damage and still contribute quite a bit to the AV fights. In the lambda she has to cut back a bit on AE damage, as it brings to much aggro her way, but its only a big deal on the temp gather phase and even then, seeds on the groups right around the glowies goes a long way to speeding things up.
Another good choice would be an earth/* dominator - earth's slows and immoblizes are very nice for controlling minions in the escape phase and pretty much any dom secondary is going to give you nice single target damage for takign out the LT's. -

If the game checks for scourge 3 times, then I'll go with Archery/Kin. Doesn't Corr also have higher damage cap at 500%? Defender is what? 400%? You don't need damage cap to kill things but if you want the full potential of +damage and mini-nuke, I guess Corr is the way to go. -

Furthermore, boxing is a great place to slot cheap sets for def and/or recharge - razzle dazzle gives you 2.5% melee and AoE def for 6 pieces and Stupify gives you 3.13% ranged def and 6.25% recharge for 6 pieces as well. Overall the fighting pool is a VERY nice choice for any soldier, whether they are a bane or crab. Yes, manuevers can give you about 2/3 the value that weave does (5.47% def fully slotted) and if you ONLY have 1 power choice open, that is probably the way to go - but the benefits of going with the fighting pool are fairly huge. -
I have 3 pixie/winged small fairy type characters right now. My plant/fire/fire dominator, Argent Rose, a DB/SR brute, Jade Thorne and a Plant/Trick Arrow controller, Autumn Sprite.
If you are looking for something specifically pixy like, any archery or TA character would seem to work, as would anything with dual blades, plant control or anything else you could work as a nature oriented - earth control, storm, etc. However with the right coloring almost any powerset could LOOK nature oriented (green energy blasts, mind blasts etc). When I think small winged fairies I also think of sylphs (air elemental sprites) so any of the electrical powersets would work - electrical melee for a scrapper/brute, electric blast for a blaster, defender or corruptor, or electric control for a dominator/controller. -

The pet aura IO's don't actually affect the PETs - they grant you an aura buff power that only affects your pets - a lot like a masterminds supremacy powers. All pets within the aura range will recieve the benefits of it, just like they would for assault, manuevers or tactics. -

No - domination increases the mez duration and magnitude by setting a flag on your character that causes each individual mez power to fire off an additional mez that has the same mag as the base (thus stacking to double the magnitude) and 150% of the duration. Setting the flag twice doesn't change that. The only benefit you get from double dom is your status protection is doubled up, since that is an effect of the domination power itself.

In another power that does end recovery, say physical perfection from the body mastery pool, a perf shifter proc might be a better choice even if all you have is a single slot, as physical perfection gives you about 1/2 the end recovery boost that stamina does, so the proc might give you more over time than and end mod IO.
