This is really uneeded...After all, you already outlevel content so fast from 1-30 that you can barely keep up...As for Super-Sidekicking, the reason you see low numbers of "Bridging" Teams is that with AE, you don't need too.

I've posted this before, but I'll hit it again...
Vigilant - alertly watchful especially to avoid danger.
My idea is to make the inherent mirror the name. Here's the idea...When solo a defender has increased damage and decreased buffs/debuffs as there are no teammates to be Vigilant over, only yourself so you can concentrate on damage and thus be more viable solo. Adding members to the team decrease damage and increase buff effectivness per member until a full team of 8 that will put the defender at current damage/debuff (or buff) that is on live right now.
This way defenders (all defenders) will level as fast as other ATs and still not be overpowered in teams.

1. I use it as the Tanker herder attack...Big herd..Drop OM and watch the destruction...Make sure you hit your Suppression as soon as possible after dropping OM to finish off the LTs and Bosses...
2. Mob POP, when I am Tanking. Aggro one mob with Surppression, then drop OM in a second mob. All of the remaining guys will aggro on you..
3. For the fun of it...It's better than any Blaster or Corrupter Alpha as it uses little end. So pop it as offen as you can when teamed with other Alpha strike holders and enjoy the perks of a full end bar...

Well after finally getting to make a VEAT, I would add Mez protection to the list. After all, there is nothing special (i.e. changing forms) a VEAT has to do. They get mez protection. Switching to Dwarf is cool, but I have a human only PB. Nope... After seeing my Spider in action, I will have to say mez protection is a must to balance the AT with it's villain counterpart...

So with the announcment of CoH Going Rogue, what are you doing to prep yourself (and your characters) for the coming expansion?
Here is my current list of things to do:
1: Bring my SS/Invuln Brute back to the blue side, he was framed (no really he was!!!)
2: Make a list of custom "Power" characters who will excel on the "other side".
3: Get Obsidian Ram to make a Villain Tanker...LOL (Inside joke this)
4: Get my "spys" in order.
5: Pre-Order for the free goodies!!!

I hope that villains (and heroes) will be allowed to get Epic Power Pool appropriate to their true faction. I am hoping for a straight Villain Epic (Patron based), straight Hero Epic (augmentation based) and then a "middle of the road" set of Epic Pools for each AT (combination of the Patron and augmentation). If the middle of the road isn't possible, at least allowing the characters to have 2 choices (Hero styled and Patron styled) for players to choose from.
After all, it doesn't make sense to have a straight Hero styled Dominator (or any other "villain" AT) to have a villain Patron who gives them additional power options.

OK...So if they have to remove this due to performance, fine...What about the real bug with casting Magic Fortune and players not getting a buff? I've been seeing this all weekend and it's a bit annoying for something I paid money for x2 (dual boxer with 2 accounts).
Please look into this DEVs.

I just had a great idea running through the "A Hero's Hero" arc on blue side...A Praetorian zone...The background and storys for each are already in place. Dr. Aeon could open a door to the Praetorian realm. Basically you fight for Tyrant and the others, in SFs where you are overthrowing the individual heroes from Paragon City.
That's at least 15 AVs to work for, but I would imagine some would be paired up...I would say 3-5 SFs with "high gain merits" I would say a couple in the 60-90 range as well as some 30-50...
Not only would this make more quality content on the Red side, but help us with merits for getting recipes we need...

Nope...You are pretty much right on the money. Many of us have seen it, evidently, the DEVs have too much "datamining numbers" in their way to see the common fact of it.
My SG pals and I are talking about it on TS right now, and I'm playing another MMO as we talk. Normally I would be in CoH, but with the only thing IMO to look forward to in I13 is a new hero set that will never be as outfitted as my other 15 level 50s, I'm really starting to look at other games out there.
Hope they change it but if not, YOU CAN HAVE MY STUFF...

Casually, the system is decent because the few IO's I want for certian characters don't look to be border line impossible for me to get any more.
Casual Min/Maxer is in trouble because apparently IO's are their life blood.
Speed Runners will spread out over multiple Taskforces instead of running just the fastest easiest ones to complete.
The casual teaming as concerning Story Arcs only partly concerns me. I'm still not on the level of all humans are scum and will only do their own stuff and would expect that if this works for people to start doing the contacts again to get the story arcs started, those people doing the same arcs will be looking to work with each other. The selfish, greedy, impa... (unwilling to wait) will more then likely solo or rope people to do just their stuff but not all humans need to be shot.
This is just personal opinion as always but when the loot becomes the most important thing, you have already stopped caring about the game.

1 Numina's Unique is 250 Merits...That's 5 Posi runs on 1 guy. How casual of a gamer can you be and still have time to do that and nothing else. Remember, Posi, ATM, has the best bang for the buck for TF Merits without doing a speed run. -
I just read your entire post on the Merit System, but didn't see the one glaring fact that you DEVs are missing...With the absence of C and D drops, the already overinflated market will be out of site for these items.
The amount of invested time in doing TFs to earn Merits will be a huge time sump taking away from level new characters etc. In addition this will have to be done on ONE CHARACTER ONLY as Merits are non-transferable. Also with a 3 hour time factor, you are looking at MONTHS, not days to get enough Merits to finish a build.

For a grand total of 2770 Merits 2770/55 (Posi Run Hero Side) = 51 times WITH THE SAME GUY. Times 200 minutes (less than your data mine at current) = 10200 mins (170 hours or 7.1 days). The 3 hour break for claiming Merits would be absorbed into the next running of Posi, so 7.1 days of back to back Posi would get 1 character their Merits.
And this isn't even a high end build in my book. My Ill/Rad or Stone Tanker would cost 2-3 times more in Merits.
And with the fact that these will be COMPLETELY unavailable on Wentworth's (or for 100s of millions) even casual players will have to invest time into TFs that they may not have. If a casual player can't go into WW and buy these items to make their build EQUAL to the power players, why bother?
Have you ever been on a team and someone has a higher survival, better damage etc and asked their build to mirror it? That will be a laughable post I13.
This means that ME as a "power gamer" wanting the best build and best sets for that build will be "farming" TFs to get what I need. Not rolling new guys, but using a "farming build" guy to run the best TF as fast as I can in order to get stuff for new characters, that I don't have time to play because I'm "TF farming".
Bottom line, the Merit system as it is discourages both casual and power players to PLAY AT ALL. Why would I go back to SO builds? Why not be able to get the best guy I can.
This current Merit system falls into line with WoW raising the level cap and making raiding armor on people that spent hours raiding virtually useless. I quit WoW and CAME BACK to CoH due to that, I would hate to see my first and favorite MMO force me away due to something like this.

I have reconfigured my current base on live and I am selling my super computer and generator nightly before I log for the extra prestige. I'm putting a lot of thought into this, and I want to make sure I don't get hosed on rent. Please explain a bit to clarify...

Thank you for your feedback. We would LOVE to come up with a way for players to "gift" our Super Boosters to other players. The real problem with this lies in credit card fraud. It may seem like a simple problem, but it's really very complex. Once we have a workable solution that Billing and Customer Service can sign off on, we will allow players to gift Microtransactions post haste.
Yes, yes, Rocket Packs are on Sexy Jay's todo list, I just am not exactly clear on when they will be done.

I don't think CC fraud would be the issue, it would be transfering the purchased ####-####-####-####-3438 to your friend.
The CC fraud could occure for anything, so 1 online game charge would be the least of my worries with a lost or stolen card. Here's my idea for implementation...
When you purchase, it asks if you are buying for yourself or friend. Then if it's a gift, it would ask for the recipients global name. This means you need to know the game account password for the cardholder and global of the recipient.
Because...
The Credit Card would have to be associated with the purchasers account used for monthly renewal (game time card players are SOL)...Fraud is now a moot point as I don't give out my NCSoft account info, but my CC goes to restraunts etc...
Using your game database, it PMs it to recipients forum e-mail using their global name input by the purchaser. Then they open the PM, copy and paste into the upgrade of their account. You might even include a link to apply it in the e-mail, and BAM...Gift done!!!

OK...Here's an example of why this is a bad idea. Running Numina with 3 SG mates. That's the minimum required to run the TF (4). 1 (50) exemped Spines/Regen, 1 (38) Ill/Rad, 1 (37) Fire/Devices, and 1 (38) Grav/Kin. Not even a gimped team right?
Well we have been unable to kill Jurassik. The scrapper can't hold aggro after the Blaster open's up, the Ill/Rad is getting beat around for debuffs, heck the Grav/Kin is getting killed just for throwing heals.
Normally we would have set this mission for 1 and finished it, no harm no foul. NOW due to the fact that we don't have a Tanker to hold aggro we may not be able to finish this.
No we aren't gimps, optimal builds all the way around, sound tactics and all have been playing for 2 years or more. Hell we just beat this with 3 players last weekend and that WAS a gimp team.
Looks like we are back to the days of the "must have" team make-up again. Tanks will now be a must no matter what and the rest of us will have to suffer with unwanted additions and PUGs.
Once again, someones "vision" of what my play should be like. Love the way I pay for the game and the DEVs continue the change things that have been common place since day one.
Making players bitter and not wanting to even log in is not a way to keep a game going.
Oh, and for you n00bs (yes I am calling you n00bs), this has been a way to do TFs since release, and calling it an exploit is BS. I think 4 years of play is enough to show that this was never an issue until they added the economy.
Let's review...
1. PvP...170+ nerfs to the PvE side of the game and less than 10% of the population PvP.
2. Adding an economy to a game that never had one...INF farmers and their spam mail(which BTW can't be stopped at all)
3. DEVs making changes to attempt to stop INF farmers (not going to work, but go ahead and ruin the game trying). All you are doing is making other games more attractive to players.
Well there you go...We've come full circle...Just wondering, with this change "being forgotten", is Jack in charge again. Now that Marvel Universe is history, he is available again... -
The numbers for squid and lobster might matter IF this was an overall Peacebringer guide, but it is HUMAN ONLY. Thus the statements I made are relavent and correct.
Forms 'Bringers have there drawbacks too (see Light Form). I have a Tri-Form too, but my human only seems more effective on large teams and TF. Number might say different, I'm just talking on the human side in this guide.

Conclusion
With the introduction of IO sets and their bonuses Kheldians as a whole have become a lot more viable. Adding Mez and Recovery add to our fighting potential. As far as actual combination of set, they are as varied as our builds themselves.

Discussion and Build Possibilities
Why human only? Well that is simple COSMIC BALANCE. Granted this does not help us when solo, but when teamed we become EPIC. Forms gain no benefit from, so this makes us more valuable on a team (90% of my play time with this guy).
Blapper Build (they wish)
OK. You are a Scrapper for the most part. Whats the most part? Mezzing and stuns. Thank goodness for IO sets. With my current build I have 60%+ mez resistance to all forms of mez. It cost me a pretty penny (INF) but Ive been hitting the Rikti missions and the + mez resistance really helps. Also this build has a 20%+ Psionic damage resistance.

OK Like I said in the opening, I started with a melee concept, but I also can see a human only Blaster PBer. Ive listed a sample build below that I am currently playing.
This guy has as much if not more potential than the melee heavy as you are at range, so the Smashing and Lethal from melee is less. I would say that you might look at altering things to move slots around. As a ranged damage dealer, I could see more use for Thermal and Quantum Shields over Shining Shield as ranged attacks usually have a smashing and lethal component with the other exotic damage. Might move a slot or 2 here or there, but this is a pretty solid build so far.

Invention Origin Sets
First there were Epic ATs Then came IO Sets and we actually became EPIC. To enter this realm of IOs, we have to take our strengths and weaknesses into consideration. A lot of people would tend to agree that our 2 major weaknesses are:

Recommendation: With these powers I tend to lean away from full sets. 2 from a set with a good bonus is doable, but these are where I spend my specialty IOs. Here is the list of IO set individual IOs that give the biggest bang for the buck.

This is really a good idea when you have 1 slot and arent concerned with +Stealth (there are other places to slot +Stealth or take the real deal).

Recommendation: With the global defense nerf, there isnt a need to slot Combat Flight with +Def. Its probably a waste of slots to do +Def build. However, the defense pool does offer some good uniques and globals.

Pool Powers
Im not going to go into all the options, but I will make a few overall observations.
Fitness Pool
Slot your passive +Recovery/+Regen IOs in Health (Numinas Unique, Miracle Unique, Regenerative Tissue Unique). This will leave your heals open to maximizing their HP recovery and recharge.
Fighting Pool
This might be an option if you are looking for a bit more +Mez and +Recharge is you pick up Tough and Weave for the Globals you can slot there. You also get another melee attack.
Concealment Pool
Another option for LotG +Recharge. If you are shooting for perma or near perma Essence Boost, this is a 2 for 1 when stacked with Super Speed, Invis and +Recharge.
Other Powers
Brawl, Sprint, Rest
Depending on your build, these 3 can be fillers for enhances. I currently have an Unbounded Leap +Stealth in my Sprint.[list]
