That being said... I thought that those "in the grey" were basically within the group they were still shifting away from... Will be interesting to see if it is actually different than that.

I HAVE HAD A SIDEKICK CHARACTER IN COH FOR 7 YEARS NOW (FINE THE GAME IS ONLY 6 YEARS OLD, BUT I WAS IN BETA AND OUROBOROS CAUSES A BIT OF A TIME PIT LOOP SWAPALITY THAT ALTERS THINGS A BIT... ANYWAYZ)...
IF MY CURRENT COH CHARACTER CANNOT BE TRANSFERRED INTO THE CITY OF SIDEKICKS WITH ALL MY LEVELS AND EVERYTHING... i WILL BE SO MAD I WILL PLAY WoW!!!

Okay, directly to your question: "Why is Going Rogue Being Doled Out Piecemeal?"
(We can only guess, but this is my honest theory... And I say this in all seriousness and zero snark)
Reality.
Things take time to get done, different things get accomplished in different amounts of time.
Honestly, they could have left out the Incarnate system as part of the regular/free expansions to the game (In my, largely uninformed, opinion), but their plans are to include the first part of it with Going Rogue and we will have to wait for the rest of it.
As others have said, the initial game was released with slated content to be filled in later and so was the other large expansion, CoV.
Perhaps this is somewhat of a standard procedure that displays a comittment to the paid-for-expansion... it is not simply something they kicked out to you that you have to pay extra for... It is something that will bring even more to you for your extra money that they will be working on after you've bought it.
The Pre-Purchase really is a nice marketing move.
As much as we like to point out the lack of marketing we see and how much we hate the limitations the marketing team puts on information, other players seeing Dual Pistols and (eventually) Demon Summoning will spur them on to being interested in those things as well.
Not everyone that plays knows all about what we know on the forums.
In-game advertising for the Going Rogue expansion is a nice move.
And, indeed, they are interested in the cash flow influx (As we've already seen with the Super-Boosters).
Whether or not they are running a good (great or terrible) business model... I really cannot tell.
The team at Paragon Studios, however, has my respect, admiration and trust just entirely based on what I enjoy in the game and what I see from them as artists, as people and as a team.
I don't see the way Going Rogue is being delivered as a problem, myself, but I can understand why you're wondering what the reasons are (Even if it is not something I considered).
If it helps, you might view it as a multi-course meal.
Pre-Purchase: two waves of large appetizers
I 17: The management would like you to have this complimentary bottle of wine and this house special soup and bread
Release: A sizeable meal that they hope pleases you greatly
Further additions to the "Incarnate" System: This could either be Dessert or a voucher for a free lunch -

However, this isn't really one of those cases. The reason global channels are used is to be able to reach players across all zones. If you broadcast in Talos, players in missions and in other zones (Who might be super happy to join whatever you are starting) will never hear about it.
It would benefit everyone the most if CoH/V would just make Global LFG and such channels as part of the game (We could still add others that servers may feel are missing). The more helpful channels made default, the better for the new player (And for all players).
Without that, however, the responsibility is ours to inform people of the global channels.

Ultra Mode was not "promised" as part of the retail purchase... (Those tricky rat bastards!).
Honestly, I feel like Lightslinger answered everything perfectly in the first reply to the OP.
Seeing the ignoring of the clear truths and the sort of responses to other things here and there... I'm referring to the good advice Admiral Ackbar once dolled out...
Anyways... I'd contact the Better Business Bureau, get my money back, write an angry letter and contact the local news outlet with your story!
The theory that Ultra Mode was swapped out and replaced by the Incarnate stuff is odd.
And, if you paid money for imaginary reasons (Whatever you were imagining would be included with the retail purchase... whether it was Ultra Mode, an Incarnate System which they hadn't told us about or whatever else was not yet released [And, I bet there's more they still have not told us])... I have an imaginary bridge I'd like to sell you!
Seriously though... this is shady business being done here.
No one ever said animated tails would not be a purchasable addition!!

I did not see any indicators for teaming up, other than our name tags.
I may have missed something though...
My story was this:
My wife and I hopped into the car and drove 3 hours straight to be there. (Entered the Blue Caves district for a few minutes before getting back on track and finding our way) Then we raced straight for the bathrooms (Which, of course were at the farthest corner from the entrance to Jillian's) with zero regard to anything else going on around us...
Upon exiting the bathrooms and feeling much better... We saw a sign by these stairs tucked away in a dark corner for the VIP rooms...
So, we walked up them and came into the main room via somewhat of a back entrance, where only the Dev team were hanging around, getting ready, chilling and shooting some pool.
David Nakayama was super nice and greeted us and we chatted it up a bit (Sadly, I didn't get a chance to talk with him later on).
Jesse/Ghost Falcon came and joined us and we were just casually having a conversation when I asked if we were even supposed to be there yet (It was probably 6:50ish at that point).
I can't remember if it was Positron who yelled and kicked us out (Hehe... Just kidding... someone did say that they were just asking people to hang out on the main floor until they were ready).
So, we politely went back downstairs and ordered something to drink when I noticed a long line of people by a City Of Heroes sign.
That was the official entrance and people were jammed in waiting there.
I walked over and said hello to people (But mostly got shunned... I think they were all talking in SG chat)...(I probably could have tried harder)
Then, the two of us waited for the line to go in before we walked over and got our name tags, fancy glowing necklaces and costume codes from Ocho and Empulse.
We walked in and everyone was sitting at tables and grabbing food and drinks.
*shrugs*
Then I started spamming broadcast and trying to be as social and friendly as possible... Which eventually worked out well enough
Everyone was just mixed around the room (Some sitting, some standing). I enjoyed hanging by Posi in one corner, because 1) it was nice chatting with him and 2) it was cool to hear what everyone was coming and saying and such.
Those were the basics of my experience there, hehe.
Oh, one other point:
We spent a lot of time looking at people's name tags, trying to spot someone we might know through the forums or the game...
My wife said, "It is weird staring at everybody's chests..."
I told her I was used to it.

Oh, Ransim, it was a pleasure sitting down and talking with you and everyone at the table! Very glad we met up. We should, at the least, run some missions some time soon.
I meant to head over to your table sooner, as it was one of the first to respond to my loud broadcasts looking for a team from Virtue.
(I didn't realize how much it did look like Pocket D in there until I just looked at that pic! Glad I didn't realize or I likely would have run for the base teleporter ASAP)
Slax, it was nice meeting and talking with you. I actually did want to hear more of your perspective on pvp (Actually, talking about it made me decide to read up on the forums about it a bit to garner my own opinions on it... as it is a subject I'm largely in the dark about). Which... makes it kind of funny that I was having a bit of a one-on-one with Posi about PvP options earlier, hehe (Before I'd even run into you).
Hmmm... GhostofMalta, we might have passed by and exchanged some words on our way to the Men's Room a few times, hehe. *waves*
And Mrs and Mr. Topdoc, I believe we (KarmicAvenger and I) may have been hanging out by you two and chatting a bit during the Raffle giveaways!
(I was the one who kept shouting, "Ooooh! Ooooh!" every time the number they called out began with "145" [which, every single number did, of course])
Wish I had gotten more names of the people I chatted with!
Did anyone take pictures and have you posted them yet??

Like I've said, my only real regret is that I didn't get a chance to talk to more people and find out their global names. It turns out that I may have just met someone in-game about a day before we were in the same place at the Meet and Greet... But we had no idea, hehe.
So, if we can't get full holographic projection names and /info options floating over our heads for next time... a board with all of our globals/forumhandles could be the way to go. *nods*

Seeing everyone on the team's love for the game (Especially Posi's excitement of getting his hands dirty with the Incarnate stuff) was a real treat.

I had a great time at the meet and greet!
My only regret is that I didn't get to talk to every single person there.
And, I didn't get the userhandles of some of the people I did talk to, hehe.
I was shouting out in broadcast a lot... Looking for teams and whatnot (More often yelling silly things).
Lots of really nice and friendly people everywhere I turned.
The CoH team was really great and so friendly. From harassing EMPulse at the entrance (Although, she's too sweet to let it phase her), sitting with Ocho while he ate dinner and just hanging around and talking with Posi, WW and the others... It was a lot of fun!
Unfortunately, we had no camera. Otherwise I'd post and link pics... Hopefully others will do that
The only snag we hit was on the drive home, right out of Boston they decided to close 2 of the 3 lanes on I90 West!
Not a huge deal, but a 50 or so minute delay in getting home.
It was wonderful to just chat with Posi about the game (And games in general) and especially to see the joy he had in talking about CoH (It was especially evident when he was talking about the End Game content he's personally working on).
And... Melissa/WW is as sweet and friendly as you can imagine!
Well worth the 3 hour drive to spend some time with the CoH community!

I, personally, don't wear any of the things they say they don't allow.
However, I wear what I wear and the only people who ever seem to have a problem with that are the people who want to get me out of my clothes... So, anyone else can >blank< off, hehe.
Still... I've never been a sweatpants wearer.
Not that there is anything wrong with that...
Oh... and assuming they don't consider my shoes "work boots". I mean... they're decidedly not (But you never know what wankerheads who have such rules may think). They aren't regular shoes either... Sort of those shoe/sneaker/boot hybrids.

Without advocating for any particular changes in this direction (Which, I don't really think was the point of the OP, just saying) I made a character over a year ago with no true travel power and love it as well. An Archery/Dev Blaster (So, no SR Quickness). I love it. Honestly, I never really feel too slow (Even when teamed and heading to missions. Occasionally, Recall Friend form someone who knows my character's slower travel works out great).
Anyway, yeah... There is a great thrill and enjoyment for some of us to be had in keeping and maintaining that element of figuring out paths through the city and the physical obstacles, enemy encounters, interesting scenery that you experience when in the thick of things and not blazing by it all.
Some people may not find that fun, but, definitely, some of us do, very much so.
I would love to see some more dynamic content that can be had outdoors, no doubt (As I think the Devs would also like to be able to provide it).
Nothing to force people out of indoor missions and onto the streets... Just more options.
Think about the side missions from the Safeguard and Mayhem missions. Those actually have a bit of that feel.
Remember, the contacts do give you the options for simply taking out x number of such and such enemies.
Take those missions... prowl the streets and roof tops. It is definitely a blast and you can really feel more like a part of the city, you are right.
Ninja Run, honestly, is pretty damn fast, hehe. Try it without that even

Last night, actually, I was walking in my kitchen and I told my wife that I was hearing the tell sound in my head now.
She said that she heard it as well.
I started stomping on the floor and it was something rattling on the counter with my footsteps. Still, it sounded very much like the tell chimes.
A few weeks ago, I jumped off the roof of my house before hitting fly (I like those dramatic, run forward, leap, then time activating flight just right)... Before I realized I didn't have that in my toolbar.
Needless to say, my medcom transporter did not activate...
I had no lifts...
My wife did not have a res...
And now I am dead.
Of course... My wife has Soul Extraction...
And it turns out that I was always just a henchman of hers anyways.
That explains all the foolish running around I was always doing...
