  1. How much inf. are you willing to put into this / how much effort are you willing to go to to aquire IOs via alternate means (such as reward, alignment, and incarnate merits, or AE tickets)?

    This demonstrates a pretty dramatic lack of understanding for how this game works. If you want to be a good tank, you layer any mitigation types you can get, end of discussion. Building for Resistance versus Building for Resistance and Defense always leans towards the latter because you end up with the same resistance values on a good build but also get hit anywhere from 40-90% less frequently.

    The amount of enhanced value you lose going from level 35 IOs to level 50 IOs is typically extremely trivial, as a note. They do not increase in power dramatically after 30. Just as an example, with 5 slots, using 4x35 Kinetic Combat and 1x50 Mako's Bite Quad, you get enhanced values of: 41.49% Acc, 95.86% Damage, 59.84% Endurance Discount and Recharge. Those come with relevant set bonuses of 1.5% +Max HP and 3.75% S/L / 1.88% Melee Defense.
    If you don't quite grasp how defense works, here's an example.
    If you had 0% defense, and slotted one set of 4 Kinetic Combats, you would be hit by an even-leveled enemy 7.5% less frequently with any attack that has a smashing or lethal component (read: most of them). You'd also be hit by 3.76% fewer non S/L melee attacks.
    If you slotted five sets of Kinetic Combats and included no other defense in the build, you would have 18.75% S/L defense. That equates to being hit 37.5% less frequently with S/L damage.

    Getting at least some defense values out of your sets is very important if you want to make Dark Armor all that it can be, because while it has decent resists across the board, it does not have outstanding resistance to anything. The less defense you have, the more you're going to have to lean on Dark Regeneration to mitigate normal incoming damage, which, ideally, you would want to avoid, because it's your only emergency click and it's extremely expensive to cast. I would at least suggest you build your armors for 4xReactive than 3xTitanium Coating. Res, Res/End, Res/Rech, Res/End/Rech will still ED cap your resistance value and will give you more end reduction too, and each set gives you 1.25% S/L and E/N defense, which are the most common damage types and happen to include Dark's weakness of pure Energy damage, which is EXTREMELY common in incarnate content.

    If you're going for raw-power suggestions here, which it looks like you are...
    Defender: Fire Blast is pretty nerfed on Defenders. Sonic Attacks (for the -20% res per hit) and Ice Blast (for the full-blaster-power Ice storm and Blizzard) both make better use of the Archetype's mechanics.
    Scrapper: FA/SD and DM/SD are both MOAR DAMAGE-ER than StJ/SD, if I recall correctly.
    Corruptor: Fire/Dark or Fire/Cold are going to get better debuffs out of the set than Time because their key debuffs are psuedopets that use Defender numbers.
    Dominator: Hope whoever you're suggesting this to likes to solo. Mind is heavily eclipsed in power for teams because of it's reliance on Sleep.
    Mastermind: You really have a hardon for Time, huh? Remember that pets are immune to +recharge before you suggest this one for a Mastermind, and the Thugs don't need Farsight if built well.
    Stalkers: StJ has good AoE and blows ELM out of the water for single target, especially on a Stalker.
  4. Blaster: Fire/Ice. When I started, Blaster seemed like the go-to ELEMENTAL FORCES OF PAIN type to me.

    Brute: Super Strength/Fire. I know, I know, but this is actually what the first Brute I ever made was, it just seemed appropriate for the Archetype to be lit up and running around smashing everything. Of course, that was long before SS/Fire became the Farmer's Choice.

    Controller: Gravity/Kinetics. Nothing says "Control" to me like the ability to directly alter the universal forces of physics.

    Corruptor: Dark/Dark. I don't think this even needs an explanation, does it?

    Defender: Radiation/Radiation. This combo does it all for your team, and it's so much more visually impacting than Empathy, that it was the one I really remembered noticing do a lot back in I0. Of course conceptually Emp/Psi is also an obvious choice.

    Dominator: Plant/Thorns. This was the big Dominator exclusive and it's a highly unique aesthetic, too.

    Mastermind: Robotics/Force Fields. An army of laser shooting robots just seems so right for something called a "Mastermind." Bots/Force was my very first villain for a reason.

    Scrapper: Spines/Dark. This was one of the definitive combos of the original game, which is probably why it's stuck with me. Spines/Dark was once the king of AoE and incredibly... unique... looking, if not pretty.

    Stalker: Martial Arts/Ninjitsu. Stalkers are Ninjas is right; I'm just more a fan of unarmed ninjas, I guess.

    Tanker: Invuln/Energy. Totally badass once upon a time, and a little more "Super"-looking that Super Strength with it's glowy fists of doom (hey, I like my heroes to either be low-key low-power or high-key high-power, the Normal Looking Dude in Tights who can FLY AROUND THE PLANET BACKWARDS TO REVERSE TIME doesn't jive with me).

    Yeah, there's inconsistency. My theory is that whoever's writing this shindig forgot the original story, as I'm guessing whoever wrote most of the Rikti/Vanguard stuff is gone. Note that in the last SSA, Lady Grey speaks completely differently from how she has always been characterized before.

    The Battalion is a space-traveling race that conquers planets in the Primal dimension, not a dimensional traveling race, according to recent lore.
  7. Hmm... Sounds to me like Blasters, Scrappers, and Dominators are going to be some happy campers coming out of this.

    I wonder how these will work with pets. Unless they straight-up inherit the abilities from you like they do Alpha and Interface, Masterminds are pretty much going to be forced into Support.

    ...and if they do inherit the abilities from you... Masterminds are going to want Support anyway... hmmmmmm....

    Also, I wonder if these toggles have endurance costs. Several of my characters are pretty well pushing the limits of what the endurance bar can do as is :/

    Work on playing the market more. I picked up 4 Achilles procs yesterday for around 5 mil each. LotGs dip as low as 60, but those I generally just buy with merits.

    Edit: and I kinda have to say that the OP is being ridiculous. The VAST and OVERWHELMING majority of the content in this game is tech/sci/mutant themed, especially end-game content. The only magicy stuff at endgame pre-Dark Astoria was the Circle of Thorns and kinda-sorta the Carnival of Shadows (and some of the villain Patrons, not that they count for anything).
  14. Elemental lore pets would be great. Storm Elementals and Polar Lights sort of help with this, but just using souped-up versions of the Control set pets could be awesome for more broad-theme type pets.

    Is it not huge? Then it would be balanced, but we all know it is huge or it wouldn't even be a topic of discussion.

    2) Yes, balance is where all choices look as equally valuable as possible(such as one power compared to its copy with a different visual effect but same numbers, that is absolute balance).
    Power Boost + Farsight makes every other choice look "less valuable"(some would say "gimped" and "stupid") in comparison.
    That is the problem.

    The fact that I have to "refuse to take Power Boost, despite its clear advantage" is an indication of the imbalanced performance of the combination.
    This is all just your subjective opinion, and it is obviously not shared by all members of the community or the powers team.

It has been said by some redname or other in the past (sorry, I can't remember who/where) that the game engine can't handle deforming models in any way through powers, so shrinking/growing/stretching will never happen, and shape changing will always have to occur through the Kheldian/Costume Change Emote method of "BRIGHT DISTRACTING THINGS! HAH! Bet you didn't notice that model swap out!"
  19. I'm somewhat surprised at the lack of priority given to Interface. I have seen estimates of a 75% chance for damage Interface (read: tier 3 total radial in any of the damage trees) to be worth upwards of a 50 DPS increase. I've always felt like Interface has the most dramatic impact on my normal play.

  23. I would strongly recommend against buffing your Arsonist over your Bruiser with something like Temporal Selection.

    Your tier 1s are -2 levels from you, reducing their effective damage (to 80% if you're fighting even leveled enemies, with an increasing reduction per level your targets are over you). For more detailed information on level scaling, see http://wiki.cohtitan.com/wiki/Purple_Patch.

    Additionally, your Tier 1 pets have a Ranged damage scale of 0.35, versus your Tier 3 pet's melee damage scale of 0.65. That means effectively that damage buffs are going to be almost twice as potent on your Tier 3 pet due to its considerably higher base damage values.

    Regarding Lich slotting, 3x Lysosome 3x Peroxisome will give you ED-capped (~95%) Acc, Damage, Control Duration, and (~55%) -ToHit Debuff
    2x Lysosome 1x Nucleolus 2x Peroxisome 1x Cloud Senses Proc will give you ED-capped (~95%) Acc, Damage, 66% Control Duration, 40% -ToHit Debuff, and a damage proc effective in almost all his attacks.

    PCs are more versatile and will cause you much fewer headaches with gaming compatibility, but require more understanding of computer maintenance to last for years. Based on the level of understanding you appear to have demonstrated already, I would think you would be fine with a PC (which is my personal preference, so yes, there is bias here; as a note, I'm a programmer).

    NVidia products are ultimately superior but less cost-efficient than ATI for the performance you'll get out of them.

    A liquid-cooled rig is, again, going to be an ultimately superior product, but they're MUCH more user care-intensive and costly. 3.3GHz should do you fine if you don't have the knowledge or desire to maintain a liquid-cooled setup.

    AlienWare make fine products, but yes, you do pay a hefty premium just for the label. That said, that label comes with excellent customer service and industry-best warranties and replacement policies. Their machines are not mechanically superior, though, if that's what you're asking.

    Traps has quite a bit of control to add to Gravity's somewhat lacking toolkit for that purpose. A single target Immob + Slow, AoE slow field, AoE -tohit/-damage/stun, and... whatever you want to call Poison Trap (mechanically it's an AoE hold, but it's actually a lot more complicated in practice). It also has status protection/+defense, some AoE damage, and insane -resist debuff potential. All in all it complements Gravity (and, really, controllers in general) very well.

    RE:Power Boost + Farsight, yes, it is possible for Farsight to be balanced with and without Power Boost.

    Balance in gaming is based on player choice. The choice you make by taking (or not taking) Power Boost with Farsight is this: You either do it and specialize more heavily in defensively buffing your teammates, or, you don't, and instead you pick up more utility or damage (or both!) with your Epic power picks.

    Game balance is not an A =/= 2xA equation, it's far more complicated than that because there thousands of variables involved and every choice you make or don't make changes them. In your argument you would have to consider Power Boost + Farsight versus, say, Indomitable Will + Farsight, which gives you significantly more psi defense and Status Protection.

    Yes, Farsight has very obvious synergy with Power Boost; it is not the only power to do so, it was discusses heavily in beta and wasn't changed (they can easily flag a power to ignore boost effects if they want to, and they have done so in the past when they felt the need). It is not, however, the only choice, and I have seen many, many Time Manipulators choose another option, which is perfectly indicative of balance in practice.

    Edit: Figured I'd answer a few more of your questions.

    Electric Control/Time Manipulation is extremely effective, yes; I love mine to death, but it is a combo you sort of need to be in the mood for, because it does very little damage solo. Mine is Elec/Time/Primal, and he is extremely safe to play and can really control a battlefield absurdly well.

    Jolting Chains is somewhat deceptive. The average damage and DPA listed in the real numbers are the absolute maximum total damage it can deal, when all targets are added together. Normal AoEs show these values per target, but because of Jolting Chain's mechanical nature, that doesn't happen. The actual values per target are 1/16 the displayed (meaning, yes, it does very little damage).

    It does rapidly recharge and knockdown every hit though, which is great. If you're willing to buy a single SBO, the proc from Devastation (Ranged Damage, Chance to Hold) is amazing in it, and can't ordinarily be slotted in a multi-target power, but, again, because Chains work in unique ways, it has great synergy here.
