The amount of enhanced value you lose going from level 35 IOs to level 50 IOs is typically extremely trivial, as a note. They do not increase in power dramatically after 30. Just as an example, with 5 slots, using 4x35 Kinetic Combat and 1x50 Mako's Bite Quad, you get enhanced values of: 41.49% Acc, 95.86% Damage, 59.84% Endurance Discount and Recharge. Those come with relevant set bonuses of 1.5% +Max HP and 3.75% S/L / 1.88% Melee Defense.
If you don't quite grasp how defense works, here's an example.
If you had 0% defense, and slotted one set of 4 Kinetic Combats, you would be hit by an even-leveled enemy 7.5% less frequently with any attack that has a smashing or lethal component (read: most of them). You'd also be hit by 3.76% fewer non S/L melee attacks.
If you slotted five sets of Kinetic Combats and included no other defense in the build, you would have 18.75% S/L defense. That equates to being hit 37.5% less frequently with S/L damage.
Getting at least some defense values out of your sets is very important if you want to make Dark Armor all that it can be, because while it has decent resists across the board, it does not have outstanding resistance to anything. The less defense you have, the more you're going to have to lean on Dark Regeneration to mitigate normal incoming damage, which, ideally, you would want to avoid, because it's your only emergency click and it's extremely expensive to cast. I would at least suggest you build your armors for 4xReactive than 3xTitanium Coating. Res, Res/End, Res/Rech, Res/End/Rech will still ED cap your resistance value and will give you more end reduction too, and each set gives you 1.25% S/L and E/N defense, which are the most common damage types and happen to include Dark's weakness of pure Energy damage, which is EXTREMELY common in incarnate content.

This demonstrates a pretty dramatic lack of understanding for how this game works. If you want to be a good tank, you layer any mitigation types you can get, end of discussion. Building for Resistance versus Building for Resistance and Defense always leans towards the latter because you end up with the same resistance values on a good build but also get hit anywhere from 40-90% less frequently.

DA/* requires layering your defenses. If you don't you die...horribly. And more so than most others. Sure, you've got high resists, but they wont do you squat good when you get nailed /every/ time something swings at you.

The only times SBE's become more valuable is when you're talking about proc chances being currently superior to the same enhancements found in game. Also when it comes to set bonuses and exemplaring down, you keep all the set bonuses down to 3 levels below the lowest range of that particular IO. (IE. an SBE Obliteration that's 30-50 lvl range will keep it's set bonuses all the way down to 27).
However SBE's are also subject to "Effects of Exemplaring on Aspect Enhancement Values " basically meaning that as you exemplar down the enhancements level exemplar with you.

Slot Soul Transfer for as much recharge as youi can squeeze into it.
If you build a Dark Armor character that completely ignores any and all defense slotting, you'll need it back up as fast as possible.
I speak from experience here. I have a BS/DA scrapper that was almost deleted dozens of time before I figured out a good build that adds defense. If you are taking 50% of the hits that come your way while main tanking any mission in the game, you are going to eat floor. A LOT.
That's why Dark Armor and Fiery Aura have self-rezzes as their tier 9.
For the record, I too am leveling a DA/Staff tank. Maybe once our builds are finished we can hold a contest to see whose build tanks better. I'll have just as much resistance as you, and I'll have better defense (once I figure out a build, at least). It's not hard at all to build a DA tank for defense without gimping other areas.

DA is primarily a resist toon and shall be built off +res (hence the Cardiac for the res and end reduct but also for the range; this is a tank and will have Taunt (108.9 range taunt!!) and be a TANK/Meatshield and want/desire to be taunting/grabbing aggro. (Hence Soul PPP -- Darkest night is an Uber aggro magnet, plus at its worst in trials is a 10.5% Dmg Debuff with 25 foot debuff range!! and Gloom is not only great DPA, but more importantly a long range Dot for "tick aggro")
Please ignore levels, for power picks and IO's; don't plan on playing much below 50; If you would like to optimize the levels for power picks/slots please do so.
Quick Strike = Mercurial Blow
Burst = Guarded Spin
Concentrated Strike = Sky Splitter
Soul Tentacles = Innocuous Strikes
Vengeance = Staff Mastery (the lotg goes in empty 6 spot in Burst)
Not sure on Assault, can't find anything would want to take instead (with the bare one slot); definately want Maneuvers though.
Maybe get rid of Innocuous Strikes and use the slots elsewhere? But that and Assault become what?
Extra Slots? 1 more in Stam for the EndMod/Rchg and also 2.5% recov set bonus / 2 more in Darkest Night for the set boni 3rd being the triple and 2.5% set recov and 4th being then the to hit&rchg and 5% set rechg / or 1 more in Taunt for set bonus recharge (the recharge IO in the power is very superfluous though )
