I agree with you about hurricane i have it in my build but it is very situational good for keeping villains cornered but not so great to keep on all the time, syaing that you are illusion so u will be standing back with the squishes (im storm/elec so have to get in close for my end drain)
Ive just speced in tornado and i love it again its not something you will be using in every team but if you want to be a chaos troller which tbh a ill/storm is, its essential.

the power choices look good ( i have a ill and a stormy not the same toon though) a couple of slots i might change but more of a persoanl preferance really, would take the slots out of superior invis and put them in steamy mist, you can still get your 20% rgn from LotG i think its better to slot for resist damage rather than defense.

i would take the flight speed out of phantasm, if he ever falls to far behind just recast him (i imagine this build is end heavy though!)

My Inv tank dosnt feel under powered at all, i have taken the fighting pool and left out resist fire and energies though!!
With IOs the only enemies i ever have trouble tanking are AVs and psionics are always going to be the downfall of any tank that isnt granite.
I personally cant see a problem, but that might change once i level up my ice tank a bit

Yeh have to agree short circuit is the only power really worth fully slotting for end mods i use it with aim and power boost and it totaly drains +2 grps end.

yep tag team taunting AVs also works, but generally in a 2 tank team its best having a lead tank and tank 2 acting as a backup scranker/cleanup a bot.

Neo, you could just go down the sapper route with your /elec (short circuit slotted with end mods and recharges) and prehaps get sentinal for an attack that you can fire off and forget about.
Ive found that empaths become a bit redundant at higher levels and you end up buffing then sitting back until the next round of buffing.

as others have said /sr is on one hand god mode on the other your splatted.
i wouldnt take acro theres no need with practised brawler running, get in 3 slotted with rech reds and put it on auto fire and it doubles up
i found pvp (well blasphemy wooped me 1 on 1 with his rgn easy pre IOs) hit and miss aswell against brutes you were 50/50 but i had divine avalanche to boost my def.
ive never played spines (2 dam ugly) but a freind played quite happily a spine/sr with no travel power, with quickness 3 slotted and it was sight to see, playing together with my kat/sr he has half the mob dead before i got there
