Funny, I have a toon named Cpt. Liberty. Not quite the same though, and variations on the name are pretty common.

The issue of country flag capes came up during I10 closed beta. If I recall correctly, Hero 1's flag cape was accidentally made available to players, who clamored for capes from other countries. However, I think the amount of work required to put in that many capes would be prohibitive, especially if you want to tack on the capes from each of the 50 states, which would bring the total number somewhere over 240 flags (assuming that each of the roughly 195 sovereign nations has its own unique flag).
I'm not against the idea, but I am realistic about it's chances of being implemented, which seem pretty low. Even if you just wanted flags from the major world powers it could be construed as an insult to players from smaller countries.
Of course, it also opens up a new can of worms in terms of political-opinion heroes (a Fire Tanker, Scrapper or Brute wearing the flag of a nation might not mesh well with some people). -

All set IOs (other than purples) can be bought outright with merits, but for recipes like that you're often better off doing random rolls. You might not get the recipe you want, but you also might get other valuable recipes that you can sell and make enough inf to buy the recipe with inf and merits leftover.
Good ranges to roll in are the 35-39 and 40-45 range. I don't know the exact percentages, but those are more likely to produce more sought after recipes (especially the sets that cut off at 40 like Decimation, Touch of Death and Miracle). -

So, after reading this guide I decided to put it use on my newbie PB and it works very well. You kinda hafta start at level 6 to get the most benefit, as that's when your recipe storage expands from 1 to 4, but I'm already making significant profits.

The Blaster changes made shortly after I11 and the addition of the Real Numbers feature were huge.
Having used the Attribute Monitor and Power Attribute window to track set bonuses and buffs for the past year, I can't believe I ever played without them.
The Blaster changes made a huge positive impact, finally giving them a viable Inherent. The 15% base damage increase to ranged attacks was also quite welcome.
I like big features, but it's the small stuff that can make the biggest improvements in gameplay. Stuff like adding a train station to Founders' Falls. -

Great guide. With the recent mag change I'd put TF in the 'optional' category now, but you've given me the urge to roll a Fire/EM. I fell victim to FOTM fever once with a SS/Elec Brute (which turned out to be hella fun), but a second time couldn't hurt.

I never said that. I said I believe (and still believe) that the majority of reasonable players don't begrudge NC for creating exclusive marketing giveaways.
There are lots of decisions that either the dev team or NCsoft in general make that I either disagree with, or which go against my personal preferences (which are two different things). But thats not the same thing as saying I believe they are idiotic, incompetent, ignorant, unresponsive, or poor decision-makers every time they make a decision I disagree with.
I'm disappointed I missed the last double XP weekend. I do not believe NCsoft had an obligation to check with my schedule first. I can be disappointed in something without thinking that that fact alone makes the source of my disappointment deficient.
I also stand by my assertion that it is unreasonable to presume that being disappointed in a circumstance carries with it the presumption that someone made an error to create that circumstance. If I end up not getting the costume option, I'll be disappointed. It won't change my mind that NCsoft is being completely reasonable in its approach to marketing exclusives. I'm saying that with the full knowledge that there is very little probability of NCsoft being at a public venue anywhere within two thousand miles of me.
