You don't keep any set bonuses that you exemplar more than three levels below.
With all level 25 IOs, you lose your set bonuses if you exemplar to 21.
Also, enhancement values begin to scale down depending on your current level and the level you exemplar to. See details here. -
Just so you guys know, I didn't want to register, but I wanted the new map pack, so I googled i17 vidiotmaps and found someone had it on a megaupload.com page.
I don't suggest doing this unless you know what you're doing and have antivirus software you trust. -

Further edit: i13 brought about a ton of power balances, but most of it was for PvP. I'd make sure your friend looked at the Pwiki page for i13. -

For your stalker I suggest setting it to +1/x2, with bosses. Bosses don't tend to spawn regularly unless the mission is set for two people. -

And to answer why the suggestion forums is in "For Fun," it's because of srs bsns people like you who imagine that their suggestions are handed down from the mouth of God. -

You are forgetting the large number of vets that are smart enough to hide from searches.

I'd like to offer up the backstory for my peacebringer.
He was a dying kheldian on a desolate planet, when by chance a human explorer happened by. The human was not willing to merge, but he offered the kheldian to "merge" with the fiber-optic based circuitry of his ship's artificial intelligence.
An being of light living in a light based computer seemed like a reasonable enough idea. -

As Aett said, the servers, particularly freedom and virtue, have been upgraded over the years to handle more load. Population has grown, but server capacity has grown more, thus the green dots. -

I could get behind new death animations. I especially like the ragdoll idea.
How about one that makes you just be a transparent ghost standing there, waiting to be revived?
I'd suggest something where you go "poof" in a cloud of smoke with nothing left, but your allies need something to target... -

Yeah, it does. I forgot you're still at that "I need moar slots NAO!" phase. Gravity Well is your heaviest hitting single target attack, it activates fast, and it's a hold. I have mine slotted as a hold that does damage. Basilisk's Gaze gives a pretty rare 7.5% recharge bonus in four slots... the last two are level 50 common damage IOs. -

That said, 110% global recharge will make three slotted hasten permanent. In my mind, any more than that is a waste. Eclipse can be permanent with less though, which is the real goal.

I also just tested this: With a performance shifter proc in both forms, you can repeatedly switch back to fill your blue bar. Every time you switch you get the chance for the proc to go off.

Those are the tools that will help you plan your character, and yes, it will cost a bit more than three million. Check the market forum for easy ways to earn your millions.
It doesn't defeat the purpose of enhancing because in getting the set bonuses, you end up with more than 6 SO's worth of enhancement in a power, sometimes in 5 or less slots, plus all the bonuses. They are expensive in proportion to their benefit, that much is true. -

Also, I've edited the powers in the initial post. Tier 2 has moved to tier 1, the tier 1 has been rolled into the tier 9, and a new power has been added that gives the set some more active mitigation.
At this point, is it survivable enough, but not too survivable that the damage buff is overpowered? -

And yes.
I wanted to buy the magic booster, but instead bought the Architect edition for $20. It gave me a free month plus the booster, so it's like I only spent $5 on the magic pack.
Much later, I just bought the GvE edition for another free month plus goodies for another $20. -

He's not talking about failing in a "Mission Failed" sort of way, but in a "There's no way in hell we can kill Rommy and his three fluffy friends" way.
If you were being facetious, then try to understand that not everyone is a powergamer, and sometimes you get on a team with 5-7 morons. -
