Basic AT differences?
The tanker has a higher base health but no enhanced resist or defense
Off-hand the only AT with any sort of bonus is the Villain Epic ATs, Soliders and Widows. Their inherent is slightly better Recovery and Regeneration.
Max HP levels and damage/buff/debuff scalars vary by archetype; this is why a completely untoggled tanker is still much sturdier than a controller, and why defenders will do less damage than a blaster even using the exact same attack that wasn't specially modified for one AT or the other. Beyond that, there aren't any special +defense passives or anything like that, beyond what is available from that characters' chosen powers (and the slightly higher base regen/recovery rate for Arachnos troops).
Rule number six of an empathy defender is NEVER underestimate a blaster's ability to die. I don't care if he has CM, Fort, both RAs, bubbles (both FF and Sonic), and is fighting next to a Storm defender with hurricane on. If there is a way to die in that situation, the blaster will find it.
As others have noted the base HP does vary by AT and the power scalars mean powers have different effects. Outside of that the only difference is that different ATs have different limits. So, for example a Tanker or Brute with no shields turned on who was being buffed by a lot of Thermal/Sonic characters would cap out at 90% resistance while anyone else would cap out lower (85% for EATs, 75% for everyone else). The Tanker/Brute isn't getting a larger effect from the shields, they are just able to benefit from more of them.

In short, any AT without any powers would not be that much different from another AT with no powers, but when you add powers, even passive ones, the ATs do have different modifiers that make those powers stronger.
So a Tanker will have higher defenses than a Blaster because 1) he will have access to more passive and toggle defenses and 2) those defenses will be stronger for the Tanker.
Note that, for instance, if you compare a Tanker to a Defender, 2) would be the same, but 1) would be less. The Defender simply has less defenses that effect himself, even though those defenses WOULD be the same if he could get them. For a Scrapper or Brute, 1) would be the same, but 2) less. Plus, of course, the Defender, Scrapper and Brute would have lower HP.
No, this is not quite as daft as it sounds.
With all powers turned off does (for example) a Tanker have a better chance to evade and resist attacks? (I know the Tanker has more health than other ATs.) Or, are the differences just in the powers?
