I had a baby about 4 1/2 years ago (well, my wife did... I participated in all the ways a father participates in these things). It was 2-3 years before I felt comfortable enough commiting the time to try running TF's again. Now, on the other hand, that same child has a level 6 blaster on Champion (if you see Refrigerator Monkey jumping around Galaxy City doing way more jumping then fighting and feel the need to talk to him, try keeping your conversation to 3 letter words.)

To address your original question, I believe a scrapper can be built to solo the TF Commander Task Forces. But I've never heard of anyone doing it. You need more then just a level 50 AV killer... you need a level 20 AV killer. I'd actually take up the challenge myself on Shred Monkey who's built to exemplar very well... but it takes some planning and help to get the TFs started.

And I did it in a day.

Claws/SR for the win, baby.

EDIT: The only AV that really had me doubting I'd succeed was ... ahh hell, what's his name... big Devouring Earth dude with the car on a stick.

Edit2: And Catwhoorg soloed them long before I ever did.

Edit3: And remember that you will still need to get pads to start them and have 1 of those pads remain in the TF but logged off. If that last pad quits, you're booted from the TF.

Level 20 AVs are actually much easier to kill than level 50s, as they have much lower HP and hence regen (whereas your damage doesn't scale down as much). Most AVs of any level are trivial for any combination and any AT if you're willing to use inspirations or/and temp powers, anyway.

The biggest challenge would be to make a build that *wouldn't* be able to do it. I honestly don't think that's possible.

You don't keep any set bonuses that you exemplar more than three levels below.

With all level 25 IOs, you lose your set bonuses if you exemplar to 21.

Also, enhancement values begin to scale down depending on your current level and the level you exemplar to. See details here.

Two thoughts
First, stock up on envenomed daggers. Nothin' says lovin' quite like -250% regen.

Second, per the enhancement scaling. Pay particular attention to rule #1 of the mechanic. That's the one that says "small numbers never get reduced". If you use level 50 quads, 43 triples, and 24 duals you can keep 100% of your enhancement value down to level 21. It's very nice to have 8 or 9 SOs worth of enhancement at level 21 when enemies are scaled for people using DOs. =)

That is where if you farm for them you can have two builds one for this lvl of content and one for exmplar TF runs.

I intend to try this as well since I solo/duo primarily and I want the Accolade. My DM/SD is capable of exemplaring down to 27 and keep set bonuses/softcap, so I'll use that build until I can't and for my second build I'll have to invest in a 20-26 frankenslot-build.

I'm curious, for those who''ve done it, did you create a second build with just frankenslotting? If so, any tips for power choices? I've not exemplared much, so I tend to overlook alot for such endeavors.

Except purple and PvP IO set bonuses.

I used level 30 or lower IOs to keep set bonuses and took the powers needed for Defense as early as I could without delaying taking any of my ST attacks. Here's my current live build, which I'm still tinkering with. It's DM/, but maybe it'll give you some ideas.

As I sort of implied above, I run TF commander solo with many characters and just use whatever build I have at the time (sometimes before having expensive set IOs). Remember all you have to do for most of the TF is to be able to run missions on +0/x2, and for the end AV you (well, *I*) just pop insps as needed.
