Further edit: i13 brought about a ton of power balances, but most of it was for PvP. I'd make sure your friend looked at the Pwiki page for i13.

I doubt there'd be a guide per se, because in order for it to be beneficial to a returning player, it'd have to be tailored to them - their level of experience, playstyle, etc.
I'd point them to the list of issues (http://paragonwiki.com/wiki/Issues) and let them look over it an ask questions about any topic that caught their interest.

Hey folks. Got a friend of mine to return to CoX after a looooong absence (around i11).
I'm trying to keep him updated on any changes to play since that time, but there's obviously a lot of information to download to him. I've already pointed him here and to Paragon Wiki - but I wanted to see if anyone had any recommendations for guides that can streamline this for returning players.
