My problem was that on Liberty the villain invasion was fought by 9 players for the first two or three waves, and we missed Mako and the Coralax entirely. Just Lusca as far as the eye could see.

That's pretty much what my experience was - and that was why I stopped buying packs (even through Paragon Reward Tokens) and just started to grind them on my melee ATs, unslot and convert them to something more useful. My experience was about 1/10 - every 9 to 11 packs resulted in a Catalyst.

Or how Hybrid was changed from a toggle costing endurance to a toggle with a preset duration. Which seems more likely.

A few drops work differently - notably shards, threads and Vanguard merits on mothership raids. This is why you can get multiple shards/threads off one kill - it checks for EVERYONE then decides who gets it and more than one can go to the same person.
...Also I think the Temporary Power granted by the seedlings of Hamidon in First Ward is given to anyone nearby when it dies. -

In a sense, but it was never expressly spelled out until the 30-40 range (Timothy Raymond was merely expanding upon the discoveries made in City of Heroes, in the same way that the Dossier you get in the Vanguard Arcs spells it out further). It was merely something that observant players could pick up on - much like trying to figure out all the early game Malta influence.

In real life many viruses can travel between different Species (as well as Family, Order and Class) and the minute we step into the realm of SciFi/Fantasy there are numerous examples of aliens and humans cross contaminating each other with viruses going at least as far back as "War of the Worlds". -

Oh, do you mean Timothy Raymond? Not only is that a grand total of one (1) arc, even though he's more in a position to know even he's uncertain of how or why. All he says is: "Something else I've remembered. Rikti: Humans. They share a common ancestry with us. Some How. Some Way."

- Oh, and fix DoubleHit for Propel - it's doing 9 points of energy damage due to that AoE KD with a target cap of 3.
- Status Resistance for the passive for Control is of little use to controllers. Or Dominators, or Melees or anyone but Blasters.
- Passives in general could use a tweak or two (Assault is fine, Melee should be 10% per tier, and I don't know what support's end cost should be - 6.25% per tier?)
- Support is essentially worthless outside of a not completely terrible defense bonus (+8% Acc? Really? And the +Heal and mez duration are so small they're unnoticable). -

The only reason Synapse/whoever made the call to leave it left it that way was because it was a TRADE-OFF. You wasted Momentum time on non TW powers in exchange for no draw when you came back. It wasn't clearly advantageous either way.

Perhaps the Momentum stance allows for other powers to be used while the sword remains out. Or perhaps Burn is a power like Radiation Infection or Enervating Field that does not cause redraw regardless of the weapon set used with it. I know for a fact that you will not put your pistols away when activating Rad toggles.
Maybe it's Burn rather than Titan Weapons that causes it? -

It may have been done that way for certain expediency reasons, but I can think of no practical reason why even then with the tech available at the time they needed to be exclusive of stealth powers.

This is partly why when City of Villains came out players who came from Blasters (and played them as such) found them different, but not worse, than Blasters where as players trying to play them as Controllers found them lacking significantly. A Permadom Dominator can shut down a mob better than a controller, but the controller can debuff the mob to render them completely incapable.
