Globals are Special IOs that act like Set Bonuses in that they are always on even if the power isn't activated and even if the power is greyed out because of exemplaring! However, the one thing that will shut off a Global IO is exemplaring more than three levels under the level of that Global IO. If the Global is from a PvP Set, then it is excepted from the under-exemplaring rule and will never shut off from exemplaring.

Procs require the power they are in to be activated in order to work. In a click power, they go off once with every click. In a passive power or active toggle, they continuously pulse on once every 10 seconds per target. Certain pseudo-pet powers will inherit the proc and if they fire off for a set duration, the Proc has a chance to pulse several times (once every 10 seconds) during that period

Just watched it tonight. Nobody commenting on the brilliant casting of Delores Herbig as Granny Goodness? If I couldn't get Ed Asner in drag this is the next best thing. I never would have imagined it working but it totally does.

As far as Jolting Chain goes, it's not a "use all the time" power like Static Field but it's definitely a handy source of extra mitigation when necessary, especially in the low levels, especially before Static Field (have I mentioned this power enough? freakin' love it). -
The Patrons have four arcs, you only need to do the first one to unlock the Patrol Pools. You unlocked them after defeating Dr. Quatrexin. If you haven't fought Quatrexin yet, then I dunno.

(and yes, I admit that no access to Stamina before level 20 was annoying. But having access to that earlier doesn't require to make it, and Health, and Swift, and Hurdle free and mandatory. Why not just allow to take them earlier?)
Allowing us to take Stamina earlier would have been another possible solution, but that would require the devs to change either how one power pool works, or how all of them work. It's safe to assume they didn't want to do the latter, and the former might have been more trouble than it was worth, programming-wise. (Although it occurs to me that this is exactly how the 60 month Veteran Reward works.) Even if you did that though, you're still using up 3 power picks on most characters in order to make the game not frustrating. Can you honestly say that you get really excited when you hit level 6 or 8 and end up having to take Swift/Hurdle so you can be on schedule for Stamina at 20? Or at having to put off the tier 6 power that is unlocked from your secondary at level 20 so you can take Stamina?
Let's face it, ultimately this is just a patchwork solution for what was, at its core, a poor design decision made when the game first came out. Base recovery was actually buffed some time ago as an attempt at making Stamina less necessary, but obviously it wasn't enough. Instead of just continuing to guess on recovery buffs, why not just shift the status quo down 18 levels? -
Riley was being unclear; you can't actually change the colors of the attacks for Dual Pistols. But when you pick up the Swap Ammo power, you get the ability to change your ammo type, and the different ammo types have different effects when you use them, so Cryo has some fog around the bullet, Toxic has a toxic vapor, Incendiary has fire. Going by the assumption that the Cryo rounds look like lasers (and I don't think they do), you could just use those all the time, despite the fact that they have the worst secondary effect of all the ammo types.
I will point out that a few of the selectable pistols have laser sights, which is better than nothing. -

Speaking as someone who predominately plays villains, why should they get more exploration badges when they have fewer zones? (With the assumption that each zone regardless of side has the same number of badges, which is clearly what they're going for here.)

I vaguely remember BaBs explaining why they couldn't make dark auras. Had something to do with how the colors were generated, and as you can see in-game right now, picking a dark color like black results in a nearly transparent aura. Of course, they clearly got past that issue with Power Customization, but presumably in order to make this work for costume auras some retooling would be required. I wouldn't be shocked if it's on a dev to-do list somewhere, but it's probably not super-high priority.
