...is the effect of the proc only on when the toggle is (like the Stealth Proc) or is it always in effect, as long as it's slotted in a power?

If you're talking about the slow resistance, it's always on. I have it slotted in super speed on one of my characters, and it shows in combat attributes, under Debuff Resistance/Recharge Time Resistance, whether ss is toggled on or off.

Last time I used one, it had a glitch where its icon would appear in your buff bar while the toggle was on, or in clicks, for a few seconds after using the power. If this is still happening, it's just a display error. As Nova said, it's always on (as long as you don't exemplar more than 3 levels below the level of the IO).

I think youre confused about what a proc is. Procs are things that have a chance of firing. The stealth IO does not have a chance of firing, its always on as long as the toggle is on.

I have been corrected on this a few times before. "Proc" does not only refer to things that have a chance to fire. They refer to anything that has a procedural change to a power. As such, the Winter's Gift Slow Resistance IO is a Proc.

Except that it is a global (functions as if it were a set-bonus)

Per Posi's definition

I'll talk about the Enhancements. The last one in the list is a Proc, meaning a procedure that has a chance of happening. Every time you fire your sniper power with the Toxic DoT Proc Enhancement slotted in it, there is a chance your target gets hit with a Toxic Damage over Time effect as well as the normal damage and effect of your Sniper attack.

(the chance can be 100%)

As the slow resistance is not dependant on the power being used, it is most definately not a Proc.

Globals are Special IOs that act like Set Bonuses in that they are always on even if the power isn't activated and even if the power is greyed out because of exemplaring! However, the one thing that will shut off a Global IO is exemplaring more than three levels under the level of that Global IO. If the Global is from a PvP Set, then it is excepted from the under-exemplaring rule and will never shut off from exemplaring.

Procs require the power they are in to be activated in order to work. In a click power, they go off once with every click. In a passive power or active toggle, they continuously pulse on once every 10 seconds per target. Certain pseudo-pet powers will inherit the proc and if they fire off for a set duration, the Proc has a chance to pulse several times (once every 10 seconds) during that period

This is not how the power worked the last time I played a toon who has it. I have it in Super Speed on that character and it would only activate when I toggled on SS. Has the enhancement changed?
