Not for Issue 19. It's supposed to be released when I19 goes live (or shortly thereafter).

Just remember: If you use an edited version of the Mids' database, like in the two versions linked by Warpus, the resulting saves may not be complatible with future official versions of Mids', according to the official Mids' team.

I used the second link that you can download and when I opened an existing build, all that happened was empty slots in my existing build at the levels that I had picked swift/heath/stamina.
