The end result is that Rage would grant 10 seconds of 70% enhanced damage and 20% ToHit, followed by 10 seconds of 45% enhanced damage and 10% ToHit, and lastly having 100 Seconds of 35% enhanced damage and 5% ToHit.
Rage WOULD be able to stack in this situation. Stacking it would layer the buffs on a shorter timer but would not stack the buffs that are on a 120 second duration. This would allow builds that run high recharge to effectively click Rage before it has expired to function as a mini-build up, or allow them to increase their ToHit Buff to cut through enemy defenses and debuffs.
The crash would be lessened as well. Endurance should be brought down to about 45% of what it currently is, and the -damage component would also be layered as -9881% enhanced damage for 3 seconds, and -118% enhanced damage for 10 seconds. This would grant 3 second of -9999% enhanced damage followed by 7 seconds of -118% damage (causing you to do no nearly no damage for 3 seconds and roughly 50% damage for 7 seconds with stacked rage). There would be no other penalties to Rage. -

P.S. Well I got all my stuff. The last 2 were in the form of crafted IOs (I got desperate lol). The Accuracy triple I paid 21 million for, and it's worth every last Inf to have it in my build at long last. I'm sure I'll be posting a Wants/Needs II soon, so stay tuned and cash in on this crazy BUYITNAOer.

Hospital ganking is just low class, but at the same time, in Siren's, I can understand why it's done. You are assigned a target, and much of the time that target will just sit in the hospital forever making the zone's minigame pointless. The hospital gank is an (illegal) work around to this problem.
Reminds me of a time when I sat in the hospital with my stalker and just ganked the gankers time and time again. They tried and tried all kinds of different tactics to avoid me and get their target, but when you're hospital ganking your movement is pretty restricted or you get droned, making for easy kills for a Stalker.
TL;DR: I'm in favor of it unless I hear a compelling reason not to be. -
This is a great thread and a great analysis by LuxunS, and Arcanaville's discussion of just why Elusivity failed in PvP 2.0 met with my own suspicions of what was going on, and increased my understanding all at the same time.
Here's hoping Elusivity can be raised to 20%, as that seems like the best solution in the current PvP design (just don't give that 20% to Forts). -

I think BillZBubba did an analysis that showed that Scrapper SS would be 12% better than Brute SS if they get the set as-is.
I wouldn't mind getting a SS Scrapper at the cost of the base damage of the powers being lowered by 12%. KoB crits would still be a sight to behold. Followed closely by Footstomp crits.

P.S. Lack of supply is why I've taken to hoarding my Merits. You can't count on something being available on the BM, you sometimes a direct-purchase is the best option from a time-to-IO perspective. Even though spending over a hundred Merits on a uncommon recipe would hurt on a deep level. But if you want the IO and there's none on the market... -
Remove this worthless proc from your build unless you like wasting a slot or need the 6-piece set bonus. This proc is one of the worst in the game and I resent it's existence.

The game isn't over until you have every market slot taken up with a 2 billion placeholder bid. After Issue 17, it's not over until you have every market slot taken up with a 2 billion placeholder bid and all 20 of your emails with 2 billion inf attachments.
At that point you become an honorary Smurphy and must post a picture of your character wearing a pink bunny suit. -

I've been a casual zone PvPer since the Recluse's Victory test event way back when, but I only spend about 10% of my in-game time PvPing and take long breaks where any Rep I accumulated would degrade.
That changed a bit last night when I collected my 400th Rep point on my casual zone build Bane. I decided to actively go after it and this was the result.
Most of the points came solo. For some reason, I just get on bad PuG zone PvP teams more often than not, so about 3/4ths of the points came from just doing my thing on my own. I never turn down a team invite though. That's bad form in zone PvP (though perfectly legit to do if one, ie, stalkers, chooses).
Banes aren't a top-tier PvPer by any means, but they contribute a lot to a team (I've enabled more kills than I myself have gotten; sometimes to my shagrin, sometimes happily). They are devastating to Defenders and Controllers, a somewhat dangerous annoyance to Blasters, and can break the armor of Tanks and Scrappers to a very satisfying degree.
And in Going Rogue, they along with the other VEATs are only going to be better. Nice.
So if you're on your Hero and you ever see me in zones, remember I'm an easy kill so come get your 5 Rep if your Rep is low along with a chance at a PvP IO. And I hope you do get an IO because IO drops are good for everyone. -

SR+tray full of 20 Lucks = whole mission in godmode.
I had a softcap SR build for PvE. I noticed all the free Defense dropping from the sky. I ditched that build and went for Damage, HPs and Regen instead and never looked back. -
Demon MM would go very well with a Sonic Corruptor. That much -Res would be amazing.
